Paros Foundation completes renovation of the Nerkin Karmir Aghbyur School on the Armenia-Azeri border

Berkeley, CA—The Paros Foundation is pleased to announce the completion of the third and final phase of school renovations in the village of Nerkin Karmir Aghpyur.  Work at the school began two years ago and included the complete renovation of the wings of the school housing grades 1 – 12.  The final phase of renovation included the kitchen, dining hall, hallways and adjacent rooms.  The work was completed with generous donations from Mike and Patricia Starzer and Jean-Marie & Lori Atamian as part of the Paros Foundation’s Prosperity on the Border strategic initiative.  The Prosperity on the Border initiative identifies and implements humanitarian, educational and development projects in vital communities along the Armenia-Azeri border. 

“The Paros Foundation has worked in this important border village for almost five years to improve conditions for the village residents,” said Peter Abajian, Executive Director of the Paros Foundation.  “The Starzer and Atamian families have taken leadership roles in the vital support of these villagers through their donations to these projects.  I would like to extend my sincere appreciation and admiration for their support.”

Nerkin Karmir Aghpyur is located in Armenia’s Tavush region, more than three hours from Yerevan. The people in this isolated border village live with the constant threat of cross border sniper fire. Many of the village’s men serve as contract soldiers guarding their section of Armenia’s eastern border with Azerbaijan.  The village school has more than 110 children in attendance.  In total, $110,000 was spent renovating the school in three phases.

The Paros Foundation underwrote all administrative expenses allowing 100% of the contributions to go directly to the project.  Local materials and labor were utilized whenever possible to benefit the local economy.  

The renovation of the school adds to the list of other completed projects in Nerkin Karmir Aghpyur.  In 2013, the village’s medical center was renovated.  Next, the Kindergarten was reconstructed including the installation of Armenia’s first security wall to protect the children as they enter the kindergarten and play on the playground. In addition, family based agribusinesses have been established for six families with more families being added this year.  The Paros Foundation provides these village families with the materials, expertise and animals that they want and need to significantly improve their economic conditions.  Finally, the Foundation has launched a housing repair program to implement needed home repairs and additions for village families.

Formally launched in 2006, the Paros Foundation has earned a reputation as the "go to" organization to oversee small and medium-sized project implementation in Armenia.  Beginning with our support for seven exemplary local non-government organizations working with children, people with disabilities and the arts, the Paros Foundation works to help build a sustainable and vibrant homeland while improving living conditions for its most vulnerable populations. To facilitate volunteerism, The Paros Foundation launched its SERVICE Armenia program in 2013. This Armenia-based service program for teens and young adults provides participants an opportunity to travel to and experience all that Armenia has to offer while helping make a difference.

Expert Calls Sarkisian's Population Growth Task Challenging

Armenian President Serzh Sarkisian addresses parliament, Yerevan, May

Raising Armenia's population to 4 million by 2040 is a formidable
challenge, an expert of the United Nations Population Fund (UNFPA) in
Armenia said concerning President Serzh Sarkisian's recent speech in
which he formulated the task.

In his address to the newly elected National Assembly on May 18, the
Armenian leader among the priorities also pointed out the need for a
considerable improvement of Armenia's demographic situation in the
coming decades.

UNFPA Assistant Representative Garik Hayrapetian said that Armenia,
whose current population is estimated at about 3 million, will do a
great job even if it can raise its population number by 500,000 during
the next 20 years.

"Theoretically, everything is possible. But if we try to really
estimate our abilities, then, I think, it will be rather difficult to
achieve the announced figures. But even if we can achieve half of
that, I think this will be a very big step forward for us in terms of
improving and stabilizing the country's demographic situation," the
expert said.

Hayrapetian identified two main directions for achieving this
goal. "What may bring results much faster in the first place is the
organization of immigration. But for this it is necessary that the
country become very attractive so that people who once left wanted to
return. The second direction is, of course, an increase in the birth
rate, which is not a simple task either," the UNFPA representative
said, adding that another challenge for Armenia is its aging society.

Two years ago the UNFPA conducted a large study, concluding that in
the best-case scenario, if steps are taken in this direction, the
population of Armenia by 2050 will be 3.2 million, while in the
worst-case scenario, if nothing is done to reduce the scale of
outmigration and stimulate the growth of the birth rate, the
population of Armenia will drop below 2 million.

In his previous speeches President Sarkisian never addressed specific
figures connected with the demographic situation. Specific numbers are
even difficult to find in the government's program. Only the program
for 2012-2017 indicates that the government intends to bring the birth
rate coefficient to 1.8. However, in 2016, as it was in 2012, this
coefficient remained at the same level - 1.6.

Meanwhile, according to official statistics, since 2008 Armenia's
permanent population has dropped by more than 100,000 - from 3.1
million to 2 million, 990 thousand. According to the Migration
Service, about 346,000 citizens have left Armenia for good since
2008. The birth rate slightly increased after 2008, but then it
declined again. Since 2014 it has tended to consistently decline,
while the mortality rate, on the contrary, is rising.



Mkhitaryan's Manchester United Wins UEFA Europa League

Armenian international soccer player Henrikh Mkhitaryan helped his
English club win a prestigious European tournament as Manchester
United beat the Dutch side, Ajax, 2-0 in a UEFA Europa League final
last night.

Mkhitaryan scored in the 48th minute to double Manchester United's
lead after a first-half goal by the team's French international Paul
Pogba.

With six goals scored in Europa League the 28-year-old Armenian is the
best scorer for Manchester United in the competition.

"So, so, so happy with our win tonight! I dedicate this trophy to my
family, Manchester & all Armenians!" Mkhitaryan wrote in his Twitter
account shortly after the match in Stockholm, which opened with a
minute's silence observed for the victims of a May 22 suicide bombing
in Manchester Arena.

By winning the trophy Jose Mourinho's side also earned the right to
play in next season's Champions League, the UEFA's most prestigious
club-level tournament.

Mkhitaryan joined Manchester United last summer on a four-year
contract for a 27 million ($35 million) transfer fee from Germany's
Borussia Dortmund. The move marked the record high signing of a player
representing a former Soviet country.

So far in the 2016-2017 season Mkhitaryan has scored 11 goals on his
41 appearances for Manchester United, including his December scorpion
kick stunner recognized as the club's best goal of the season.



Opposition War Vet Resumes Protest After Release From Jail

Armenia -- Retired colonel Volodya Avetisian, a war veteran and
activist who was set free from prison today, holds a protest near the

A prominent Karabakh war veteran who was released from prison under an
amnesty act having served more than half of his controversial six-year
term resumed his protest in front of the Armenian government,
deploring fraudulent elections and demanding social justice to
thousands of people like him.

Volodya Avetisian, a retired army colonel, was arrested in September
2013 after organizing anti-government protests joined by fellow
veterans of the 1992-1994 war in Nagorno-Karabakh.

His campaign began four months earlier that year with a lone protest
staged in Yerevan's Liberty Square. Avetisian was joined by hundreds
of other war veterans in the following weeks. They staged a series of
demonstrations outside key government buildings in Yerevan.

A district court in Yerevan convicted him the following year of having
"embezzled" $2,000 from another man through a false promise to have
his grandson exempted from compulsory military service. Avetisian and
his supporters strongly denied the charge, calling it government
retribution for his campaign for a sizable increase in modest pensions
paid to the veterans.

The authorities, however, denied any political motives behind the
high-profile case. Seyran Ohanian, the then defense minister, who is
also a war veteran, repeatedly met with the colonel and his comrades
in summer 2013 to discuss their demands. He subsequently accused
Avetisian of breaching unpublicized "agreements" reached by them.

In front of the government office today Avetisian declared that he
wants Armenia to become a "law-abiding country".

He said he knew Ohanian participated in the April parliamentary
election on an opposition platform. "But it is one thing to have an
opposition stance and another thing being an oppositionist. I was
released from prison today, after spending three years and eight
months there, I did not even go home, but I came here to the
government building for the tyrants to hear my protest and to deliver
a message to the people to rise and fight against these authorities,"
the activist said to the media.

Avetisian, a father of six children, claimed that the authorities
could have paroled him still in 2015 as he was a disciplined
convict. "Does the Republic of Armenia have a justice minister?.. They
are speaking about law on television, lying to the entire nation
without feeling ashamed," he said.

The activist said he intended to continue his sit-in "until, due to my
sacrifice, Armenia becomes a country where law prevails and until we
make a revolution." Avetisian said "all must go into the streets and
as a nation demand the resignation of the government."

"We must awaken the people, let them stop being frightened
hares. That's why I've come here today," he said, without elaborating
on his immediate plans. Avetisian did not rule out that reprisals
could resume against him for his current actions.



Armenian Government To Set Up Body On Corruption Prevention

Acting Justice Minister Artur Hovannisian on Thursday introduced to
the Government for approval a package of draft laws to make amendments
in Armenia's law on `Body On Corruption Prevention Issues" and related
laws.

According to the press service of the Ministry of Justice, in
presenting the package Hovannisian said that on the basis of the
Ethics Commission for High-Ranking Officials it is planned to create a
corruption prevention body that will implement corruption prevention,
as part of which it will deal with ethics, conflict of interests,
incompatibility requirements, other restrictions applicable to
high-ranking officials and civil servants, carry out functions related
to assets, income and interests systems, educational activities and
raising public awareness.

"The body on corruption prevention will be endowed with the necessary
set of tools and levers, and one of the major elements of this is the
ability to impose sanctions. Besides, in case of breach of the
declaration requirements the body will immediately impose sanctions,"
the acting minister said.

In 2015, then Prime Minister Hovik Abrahamian initiated the
establishment of the Anti-Corruption Council, which was headed by the
head of the government.

According to human rights activists, however, that Council, just like
similar structures acting in Armenia before, was not purposeful in its
activities and pursued more demonstrative goals. As proof of that
argument, observers point out that that the Council did not
inadequately respond to corruption cases reported by media.

Commenting on Prime Minister Karen Karapetian's visit to Russia for
the purpose of attending a Eurasian Economic Union heads of government
gathering, "Zhamanak" writes: "The meetings of prime ministers are
usually dull meetings that, in fact, decide nothing, as it is clear
that the EEU is the club of presidents or top leaders. The more
important aspect of Karapetian's visit to Russia is what may happen in
the backstage in connection with Armenia's internal political
life. More specifically, will Karapetian try during his visit to
Russia to specify his prospects and possibilities in the fight for a
new status quo in Armenian politics ahead of 2018?"

The editor of "Aravot" suggests that all opposition forces in Armenia
have failed during the past 25 years during to `tactical errors': "The
tactical error of oppositions is that it seemed to them that getting
more active a few months before the elections, creating alliances and
giving a few critical speeches against the government will propel them
into power and that if they fail, then in the next four or five years
they can speak about usurpation of power by the government, demand an
immediate change of government and snap elections. The tactical error
is that these oppositions constantly castigate other oppositions and
attack all those who disagree with them on some points. And now Yelk
has come into the area. For now, at least, it does not take that path,
which leads to a deadlock. The level of criticism is there, but there
are no futile promises of an immediate change of power."

"Hayots Ashkhar" writes: "A number of political forces that failed
during the elections will, of course, continue to act as
extra-parliamentary opposition. Among them one can mention Armenian
Renaissance, a party established on the basis of Orinats Yerkir. It is
very unlikely that the party led by Artur Baghdasarian will cease its
activities, especially if we consider that it has a certain amount of
material and propaganda resources. Zaruhi Postanjian's Yerkir Tsirani
party can also be regarded as an extra-parliamentary opposition force,
but its representation in Yerevan's Council of Elders makes its status
a little bit different. Instead, the Heritage party that Postanjian
was formally a member of is `fully extra-parliamentary' and it is a
question what will remain of it. Among the `extra-parliamentary'
forces is also the Armenian National Congress of ex-president Levon
Ter-Petrosian." The paper concludes that the important thing is not
how many "extra-parliamentary" parties are there, but "what kind of
activities they will carry out."

In connection with the recent escalation of tensions at the line of
contact of ethnic Armenian and Azerbaijani troops in Nagorno-Karabakh
"Zhoghovurd" writes: "It was expected that the situation in Karabakh
will become tenser after the completion of an election cycle in
Armenia. While in the past neither the United States nor Russia had
any big interest in the settlement of this conflict, then the current
geopolitical developments increase the necessity of at least
neutralizing this painful knot in the South Caucasus. So, it is not
without a reason that in response to the latest escalation of tensions
the OSCE Minsk Group co-chairs and Russia's Foreign Ministry issued
targeted statements, something that one can hardly remember being done
ever. Thus, the co-chairs in fact tried to make it clear to Azerbaijan
that its periodic deviations from the diplomatic process and agreed
rules of the game are no longer acceptable."

THANKSGIVING PRAYERS AND FLAG BLESSING ON THE 99TH ANNIVERSARY OF THE FIRST
REPUBLIC OF ARMENIA

        On Sunday, May 28, 2017, the 99th anniversary of the first Republic
of Armenia will be celebrated within Prelacy Churches with Thanksgiving
Prayers for the Republic and the blessing of the Armenian flag.
        H.E. Archbishop Moushegh Mardirossian, Prelate, will preside over
Divine Liturgy, conduct Thanksgiving Prayers for the Republic, bless the
Armenian tricolor, and deliver the sermon at Holy Martyrs Church in Encino. 
        At the conclusion of Divine Liturgy, requiem prayers will be offered
for the martyrs of Sardarabad, Gharakilise, Pash Abaran, and all the heroes
who have given their lives in defense of our lands.

REVITALIZATION

        On Friday, May 19, 2017, the 45th Western Prelacy Representative
Assembly convened at Holy Martyrs Church "Avedissian" Hall in Encino
presided by H.E. Archbishop Moushegh Mardirossian, Prelate, and with the
participation of Catholicosate Central Executive member Mr. Khajag Dikijian,
clergy, members of the Religious Council, Executive Council, Board of
Trustees, Board of Regents, and CASPS, principals, directors, and a majority
of delegates. This year's Assembly was hosted by the Holy Martyrs Church
Board of Trustees.
        The two-day Assembly carried out its proceedings in view of His
Holiness Catholicos Aram I's "Year of Renewal" proclamation, with
discussions and drafting of future events focusing around renewal and
revitalization.
        The first day's proceedings began with prayer and requiem for clergy
and lay servants who passed away in the previous year, namely Archpriest Fr.
Mesrob Tashjian, Dikran Sarkuni, Jack Gahvejian, and Sarkis Yegenian.
        The Prelate invited Very Rev. Fr. Muron Aznikian to read the message
of His Holiness Catholicos Aram I. His Holiness greeted the participants and
urged them to draft future endeavors with a practical approach and a great
sense of responsibility. Given that we are in the "Year of Renewal," our
Pontiff advised for renewal among all members of the Prelacy family and in
all areas of service. His Holiness highlighted the importance of
revitalization in our parishes, noting that individual parishes form the
backbone of the Prelacy collectivity, as well as in our schools, and the
priority of drawing our youth into the life of our church. His Holiness
concluded by commending the Prelate, clergy, and Executive Council and
expressing confidence that they will continue their service with renewed
drive and initiative.
        The election of the tivan followed, with Mr. George Chorbajian and
Dr. Garo Agopian elected to serve as Chairmen, and Mr. Hamo Kasbarian and
Mr. Vartan Minassian as Secretaries.
        Catholicosate Central Executive member Mr. Khajag Dikijian delivered
his message, in which he urged for the "Year of Renewal" message to be the
guideline for future endeavors, called for serious examination of the
challenge to engage our youth, and stating that the Western Prelacy is
fortunate to have five members of the Brotherhood serving, called for closer
collaboration between clergy and laity. In conclusion, Mr. Dikijian lauded
the role of the Holy See of Cilicia Seminary, commended the diligent efforts
of the Prelate and Councils, and wished success to all.
        On behalf of the Executive Council, Chairman Mr. Vahe Hovaguimian
thanked the Representative Assembly for their confidence in the Executive
Council, reflected on the visit of His Holiness Catholicos Aram I, and spoke
on the need to plan not only for the coming year but the coming years.
        On behalf of the host parish, Archpriest Fr. Razmig Khatchadourian
addressed the gathering, noting that the church is not merely a physical
structure but a living expression of the service of its servants and
faithful.
        The Prelate began his message by giving thanks to God for granting
another year of service to our church and nation and for the opportunity to
collectively review the endeavors of the previous term and collectively plan
for the coming year and years, looking ahead to the 50th anniversary of the
establishment of the Western Prelacy in five years. His Eminence commended
all those who serve under the umbrella of our Prelacy, noting that our
successes are due to collective efforts, and stating confidently that all
will continue to serve with added drive and vigor to reorganize, renew, and
revitalize our collective mission. On behalf of the Western Prelacy family,
the Prelate extended thanks and gratitude to our Pontiff for his paternal
wisdom and guidance as well as for his visit in October of 2016. 
        Next, the Prelate went over some of the highlights of the past year,
notably the addition of Very Rev. Fr. Torkom Donoyan and Very Rev. Fr. Vache
Balekjian to the Prelacy family, efforts in the advancement of the Armenian
Cause, support to the lawsuit by the Holy See of Cilicia demanding the
return of our historic properties in Sis, aid to Artsakh following the
four-day war, the ongoing "New Cilicia" village project in Artsakh, and
more. His Eminence spoke of the unparalleled and indispensable role of the
Armenian Church as a homeland, a school, a cultural center, and the bastion
of our heritage in the Diaspora especially, and called for continued service
with this awareness and reality in mind. The Prelate concluded by thanking
all for their collaboration and cooperation, and Holy Martyrs Church for
hosting this year's Assembly.
        The election of the resolution and vote-counting committee followed,
after which of Board of Trustees Chairs or representatives presented the
activities of their respective parishes in the previous year. 
        The Prelate thereafter announced that as in previous years, this
year too, in collaboration with the Executive Council, it was decided that
two individuals would be honored for their decades-long service spanning
from the Middle East to the Western Prelacy. The two honorees, Mr. Zareh
Markarian and Mr. Vahe Kradjian were invited to the podium to receive
plaques of appreciation and commendation from the Prelate, who was joined by
the Chairmen of the Religious and Executive Councils. Both expressed their
thanks to the Prelate and Councils for the honor.
        Prior to resuming the proceedings, the Assembly came to a decision
to send a letter of thanks to the state of Texas for becoming the 46th state
to recognize the Armenian Genocide, as well as letters to U.S. Attorney
General Jeff Sessions and Secretary of State Rex Tillerson condemning the
violence by Turkish President Erdogan's security detail against peaceful
protestors in Washington D.C.
        The meeting continued with the presentation of the financial report,
Auditing Committee report, briefing by the Board of Regents, briefings by
the Religious and Executive Councils, and a review of the annual activities
of the Prelate and Councils, which were found to be "highly commendable." 
        In preparation for the Catholicosate General Assembly, which will be
held in Antelias from December 5-8, 15 delegates and 3 alternates were
unanimously elected. They are: Vahe Hovaguimian, Garo Eshgian, Hrair Balian,
Gaidzag Zetlian, Vahan Bezdikian, George Chorbajian, Meher Der Ohanessian,
Avo Kechichian, Joe Samuelian, Mark Shirin, Dr. Kaloust Agopian, Elo
Boyajian, Seta Tarpinian, Rostom Aintablian, and Khatchig Yeretzian. The
three alternates are: Dr. Garo Agopian, Adroushan Armenian, and Rima
Boghossian. The first day's proceedings concluded with the drafting of
proposals to present to the General Assembly. 
        The Assembly reconvened on the morning of Saturday, May 20th. The
second day focused on the drafting of future activities relating to the
"Year of Renewal," a strategic planning framework based on a plan of action
provided by His Holiness Catholicos Aram I, the 60th anniversary of the
establishment of the North American Prelacy in 2018, the 100th anniversary
of the first Republic of Armenia and Homenetmen, and more. The proposals
offered by the clergy conference held on the eve of the Assembly were
presented, and the session also included the presentation and ratification
of the new budget, election of the Auditing Committee, and unforeseen
matters.
        On behalf of the tivan, co-chair Dr. Garo Agopian thanked the
participants for their input, the staff, and especially the Prelate for his
diligent leadership. The Prelate delivered his closing message, in which he
thanked the host parish, tivan, and delegates for their attentiveness and
contribution, and expressed hope that delegates and Board of Trustees
members will assembly in the coming weeks to put into action the guideline
provided by His Holiness. His Eminence thanked especially Mr. Khajag
Dikijian for his close collaboration and valuable suggestions, commended the
staff, and once again welcomed the new clergymen. The Assembly came to a
close with the benediction and "Cilicia."

FEAST OF ASCENSION CELEBRATION

        On Thursday, , the Feast of the Ascension of our Lord
Jesus Christ was celebrated within the Western Prelacy with Divine Liturgy
and a luncheon.
        The day began with Divine Liturgy at St. Mary's Church in Glendale
presided by H.E. Archbishop Moushegh Mardirossian, Prelate, and with the
participation of Prelacy clergy members. Very Rev. Fr. Torkom Donoyan
celebrated Divine Liturgy and delivered the sermon, in which he spoke of the
feast's deeper meaning, inviting the faithful to open their spiritual eyes
and witness the glory of Christ.
        Next, guests headed to Brandview Ballroom for the traditional
luncheon organized by the Ladies Auxiliary, which this year was hosted by
Prelacy and community benefactor Mrs. Silva Tchakmakjian. Among the guests
in attendance were members of the Prelacy Executive Council, the wives of
Executive Council members, ARS members, parishes' Ladies Guilds' members,
sponsors, and friends. 
        The program began with the invocation by the Prelate, who also
conveyed his blessings and well wishes. Ladies Auxiliary member Mrs. Sossy
Guekguezian served as the MC, while member Mrs. Vania Babikian spoke about
the popular traditions associated with the feast and the duty of all to
preserve our centuries-old national traditions as they are a significant
part of our national identity. During lunch, guests enjoyed music by Salpi
Mayilian and participated in the traditional drawing of lots.
        In his message, the Prelate commended the hard work of the Ladies
Auxiliary and thanked the host, sponsors, and guests for their ongoing
support and gracious donations made on such occasions, which are in
themselves expressions of solidarity for the Prelacy's mission. Next the
Prelate spoke on the commemoration of the feast itself, stating that is an
invitation for each individual faithful to celebrate the glorification of
our Lord and prepare ourselves to celebrate the coming of the Holy Spirit,
Pentecost, ten days later. At the conclusion of his message, the Prelate
presented a plaque to Mrs. Silva Tchakmakjian for her generous donation of
$10,000 to host the luncheon, and gladly announced that next year's hosts
are Mrs. Kathy Bedrosian and her daughters Linda Abdulian and Jane Asmar,
all of whom had traveled from Fresno to participate in the day's

ARS REGIONAL EXECUTIVE MEMBERS MEET WITH THE PRELATE

        On Wednesday, , members of the Armenian Relief Society
Western Regional Executive, headed by Chairwoman Rebecca Berberian, paid a
visit to the Prelacy where they met with H.E. Archbishop Moushegh
Mardirossian, Prelate. 
        As their term comes to a close, the guests had come to give an
overview of their activities in the previous year, in particular on the
social services the organization provides, ranging from refugee programs,
immigration, homelessness, and more.
        The Prelate highly commended the members for their compassionate and
dedicated service, affirmed the Prelacy's support, and wished them continued
success in their humanitarian mission.

ANCA BURBANK CHAPTER 9TH ANNUAL BANQUET

        On Sunday, May 21, 2017, the 9th annual banquet of the Armenian
National Committee of America Burbank Chapter was held at Anoush Banquet
Hall in Glendale, during which individuals and organizations were honored
for their service to the community. This year's honorees were: Jess
Talamantes ("William Saroyan" Award), Araksya Karapetyan ("Hrant Dink"
Award), Children's Hospital Los Angeles ("Johannes Lepsius Award), Ani
Gharibian and Nazeli Khodabakhsk ("Karekin Njteh" Award).
        H.E. Archbishop Moushegh Mardirossian, Prelate, delivered the
invocation and conveyed his congratulatory greetings. His Eminence highly
commended the devoted members and volunteers of the ANCA Burbank Chapter for
their diligent service and efforts in promoting awareness of and advancing
our cause, the elected officials and sponsors for their vital solidarity and
support, and the honorees for their exemplary service and contributions to
the betterment and progress of the Armenian-American community and of
society in general, praying for God to grant them all good health, strength,
and wisdom so that they may continue to serve with renewed drive and
dedication toward even greater accomplishments.
        Welcoming remarks were delivered by Banquet Committee Co-Chair Souzi
Ohanian, followed by remarks by Glendale City Clerk Ardashes Kassakhian, who
served as the evening's Master of Ceremonies, and the Banquet Committee's
message by Co-Chair Vicky Marashlian. During dinner, guests enjoyed
traditional Armenian dances. The awards presentation followed. The ANCA-WR
message was delivered by Chairwoman Nora Hovsepian, Esq., and the ANCA
Burbank chapter message by Co-Chair Zareh Khachatourian.

CASPS HONORS OUTSTANDING HIGH SCHOOL STUDENTS OF THE LOS ANGELES UNIFIED
SCHOOL DISTRICT

        On Friday, May 19, 2017, the Committee for Armenian Students in
Public Schools hosted its 11th annual reception honoring outstanding 10th,
11th, and 12th grade students of LAUSD local districts Northeast and
Northwest. 
        Archpriest Fr. Nareg Pehlivanian attended and read the
congratulatory message of H.E. Archbishop Moushegh Mardirossian, Prelate,
which began with greetings to elected officials, principals, teachers, and
administrators of the Los Angeles Unified School District, members and
friends of CASPS, parents and students.
        The Prelate applauded the hard work of the students which earned
them recognition by CASPS and offered his blessings for continued successes
in the years ahead. His Eminence reminded the youth to always give thanks to
God for His bountiful blessings and guidance in all stages of their lives,
as well as to their parents and teachers for their unwavering support and
encouragement and for instilling in them principles and values that will
lead them through life. He advised them also to remain firm in their
Christian beliefs and values in all circumstances, to uphold the ideals and
principles of our nation, and to always give their best, stating that with
hard work and perseverance nothing is out of their reach. Finally, the
Prelate urged the youth to never forget their roots and heritage as
Armenian-Americans and to contribute to the advancement of our cause and the
prosperity of our nation.

EU High Representative and Vice President of the European Commission Federica Mogherini has called on Turkey and Armenia to normalize its relations without any preconditions. "The EU has also reiterated its commitment to support the normalization of relations between Armenia and Turkey and our encouragement to both sides to engage in this process without preconditions," said Mogherini on May 23 at a press conference following the 17th meeting of the EU-Armenia Cooperation Council in Brussels.
 
Mogherini also underlined that the status quo in the Nagorno-Karabakh conflict is unsustainable and the problem needs an early political settlement in accordance with international law. "The European Union continues to fully support the mediation efforts and proposals of the OSCE [Organisation for Security and Co-operation in Europe] Minsk Group Co-Chairs," she added.
 
The Nagorno-Karabakh conflict has become one of the most tragic conflicts in the history of the 20th century and affected the lives of millions. During the military campaign of 1992 and 1993, Armenia occupied 20 percent of Azerbaijan's territory. During this period, Armenian forces committed grave human rights violations against local Azerbaijani populations in invaded territories. The most notable was the Khojaly Massacre, in which 613 Azerbaijanis were murdered. More than 700,000 Azerbaijanis have been displaced due to the conflict.
 
With the escalation of the armed conflict in 1993, the U.N. Security Council decided to adopt four resolutions on the issue. Armenia has ignored these resolutions that call for the withdrawal of Armenian forces from Nagorno-Karabakh.
 
Even though Turkey was one of the first countries to recognize Armenia's independence in 1991, Turkey cut diplomatic ties in 1993 after Armenia's invasion of Azeri territories. The Turkish-Armenian normalization process of 2009 neither succeeded nor spurred a breakthrough in the Karabakh peace process.
 
Turkey maintains its willingness to normalize relations with Armenia. However, it believes that in the absence of any improvement in Armenian-Azerbaijani relations, any progress in the Turkish-Armenian normalization process alone would be insufficient and not lasting or sustainable.

A deputy speaker of Germany’s parliament stated on May 24 that a parliamentary delegation had scrapped long-standing plans to visit Turkey, after finding out at the last minute that it would not be able to hold talks with officials or visit the Turkish Parliament building.

Claudia Roth, a Green Party lawmaker and vice president of the Bundestag (German lower house), said Turkish officials had informed her that the German delegation would not have access to parliament in Ankara or security guards.

“It was thought that the visit was not an appropriate at this time, so we declined their requests for the meetings,” a Turkish official told the Hürriyet Daily News on condition of anonymity. 

The cancellation of the visit comes amid strained relations between the two NATO allies that have deteriorated over Turkey’s refusal to allow German parliamentarians access to troops based at the İncirlik air base. Germany, in response, warned that it could move its troops elsewhere, with German Foreign Minister Sigmar Gabriel accusing Turkey of “blackmail.”

“Yesterday we received the information that the highest level on the Turkish side considers that at the moment it is not suitable for German members of parliament to conduct political discussions in Turkey,” Roth said.

“This is de facto a rejection of political dialogue. It is a red card for the German parliament,” she added.

Roth, a member of the opposition Greens, was due to head the four-member delegation from three parties on a May 25-28 visit to Ankara, Diyarbakır and İstanbul.

The lawmakers were planning to meet with Turkish lawmakers, journalists, representatives of the Foreign Ministry, the Ministry of EU Affairs and human rights activists in Ankara, with the governor, members of the city council, and representatives of civil society in Diyarbakır, along with a visit to the Turkish Parliament.

Aram Ateşyan, the acting patriarch of the Armenian Patriarchate of Turkey, resigned on May 24, paving the way for patriarchal elections, Turkish-Armenian weekly Agos has reported.

Ateşyan, who had been appointed to the post by the state seven years ago when Archbishop Mesrob II Mutafyan fell ill and could no longer perform his duties, announced his resignation on May 24 during a meeting with foundation executives and benefactors, the daily quoted some participants as saying.

His resignation opens the way for the elections for a new patriarch as the post of acting patriarchy had to be abolished in order to initiate the election process, according to church traditions.

Mesrob II had to withdraw from his position in 2008 due to a deteriorating health condition, diagnosed as frontotemporal dementia (FTD). His seat remained vacant for two years as the Armenian community disagreed internally over how to proceed with the elections. Finally, in 2010 Ateşyan was appointed to the position through a letter from the Istanbul Governor’s Office.

Members of the community had previously express unease at the fact that patriarchal elections could not be held and that Karakin Bekçiyan, who was unanimously elected as the “değabah” (locum tenens) on March 15, had been prevented from taking office.

That unease sparked a campaign against Ateşyan on social media.

Azerbaijani Foreign Ministry spokesman Hikmat Hajiyev has commented on
Armenian author Gevorg Mirzayan's article published by Russia's state
news agency RIA Novosti. In regard to establishing relations with
neighboring states, Azerbaijan does not need any dubious and boolish
comment and analysis of any person, especially Gevorg Mirzoyan who is
of Armenian origin, Hajiyev told APA.

He noted that Azerbaijan enjoys mutual respect and cooperation with
all its neighbors except Armenia.

'I would like to remind Gevorg Mirzoyan, who prefers using terminology
in the spirit of 'cold war', that Azerbaijan, pursuing good-neighborly
policy, is the author of a successful model of regional cooperation,'
he said.

Hajiyev recalled that Armenia, which is the homeland of Mirzoyan,
occupied the territories of Azerbaijan and carried out ethnic
cleansing against Azerbaijanis.

He stressed that Armenia's destructive policy is a serious threat to
establishing peace and comprehensive cooperation in the South
Caucasus.

Hajiyev went on to say: 'As regards Turkey's stance on the
Armenia-Azerbaijan Nagorno-Karabakh conflict, I'd like to remind
Mirzoyan that Turkey's stance on the conflict is based on justice, the
norms and principles of international law, and the UN Security Council
resolutions. After such information surfaces in Russia's state news
agency, a serious question arises: Could it be a deliberate step?'

BAKU: Volume of US financial aid to Azerbaijan, Armenia revealed

The Trump administration released its budget recommendations for fiscal year 2018 to the US Congress with substantial budget cuts, the Massis Post online newspaper said.

Under the administration’s budget, aid to Armenia would be reduced by 67 percent, dropping from $20.4 million in fiscal year 2016 to $6.8 million proposed for fiscal year 2018, according to the newspaper.

Georgia and Ukraine are slated for a 58 percent decrease and a 70 percent decrease in aid, respectively, said the newspaper, noting that assistance to Azerbaijan is cut by 90 percent with a total of $1 million envisioned.

Earlier, the Foreign Policy magazine said that US authorities intend to reduce financial aid to developing countries. In particular, there was information about complete reduction of financial assistance to Azerbaijan.
