Texas Recognizes Armenian Genocide

The Texas House of Representatives unanimously passed a resolution
recognizing the Armenian Genocide on Friday.

Thus, Texas has become the 46th state in the U.S. to officially
classify and commemorate the 1915-1923 annihilation of Ottoman
Turkey's indigenous Christian Armenian community as genocide, reports
Asbarez.com.

"We are grateful to the Texas House of Representatives for standing on
the right side of history by making their dynamic state the latest
member of our Union to unequivocally and vociferously honor the memory
of the 1.5 million victims of the Armenian Genocide despite
overwhelming Turkish opposition," remarked Armenian National Committee
of America-Western Region Chair Nora Hovsepian, as quoted by the news
website.

Turkey denies the World War I-era killings of Armenians constituted
genocide. Its government did not immediately react to the resolution
in Texas.

Sarkisian Congratulates Iran's Rouhani On Election Victory

Armenian President Serzh Sarkisian emphasized the friendly nature of
his country's relations with Iran and hoped for a new level of
cooperation as he congratulated President Hassan Rouhani on winning a
second term in office in an election held in the Islamic Republic on
May 19.

Rouhani beat his main challenger, conservative ex-prosecutor Ebrahim
Raisi in the first round of the election by polling over 50 percent of
the vote.

In his congratulatory message to Rouhani, Sarkisian, as quoted by his
press office, expressed confidence that during the Iranian president's
tenure "the friendly neighborly Iran will continue to develop upward,
bringing its considerable and important contribution to the
establishment of regional peace and stability."

"I am hopeful that through our joint efforts, the traditionally warm
and friendly Armenian-Iranian relations will continue to develop and
strengthen in all areas, registering a qualitatively new level of
cooperation between our peoples," Sarkisian said.

"I wish you excellent health, success in all your undertakings, and I
wish lasting peace and prosperity to the friendly people of Iran,"
reads the congratulatory message of the Armenian leader.

Sarkisian and Rouhani discussed ways of deepening economic ties
between the two countries when the Iranian president paid a visit to
Armenia late last year. Those include cooperation in the energy and
transportation spheres as well as a tax-free zone in Armenia for
Iranian manufacturing firms.

Sarkisian also praised Iran for its balanced position on the
Armenian-Azerbaijani conflict over Nagorno-Karabakh.



Election Body Rejects Appeal By Opposition Party Over Yerevan Vote

Armenia -- Central Electoral Commission rejects Yerkir Tsirani party's
appeal, Yerevan, 21May2017

Armenia's Central Electoral Commission on Sunday approved the final
results of the May 14 municipal elections in Yerevan, rejecting the
appeal filed by an opposition party that particularly alleged
large-scale vote buying and pressure on people to vote in favor of the
ruling party.

The governing Republican Party of Armenia (HHK) officially got over 71
percent of the vote, with the opposition Yelk (Way Out) alliance
getting 21 percent and the opposition Yerkir Tsirani party receiving
some 8 percent of the vote.

All three forces participating in the election made it to the
65-member Council of Elders of Yerevan where they will have 46, 14 and
5 representatives, respectively.

Following the ballot in which Yelk also alleged vote buying in favor
of the HHK, only Yerkir Tsirani formally applied to the CEC, demanding
that it annul the election results.

The party led by outspoken government critic Zaruhi Postanjian claimed
large-scale fraud was committed during the election by the HHK with
the assistance of police officers that included vote buying, guidance
of voters, as well as violence against Postanjian and her proxy.

Postanjian, who ran for mayor in the elections, personally went to one
of HHK campaign offices located in incumbent mayor and top HHK
candidate Taron Markarian's home district of Avan on the day of the
voting to expose what she claimed was a vote buying scheme. Along with
her daughter, Lilit Drampian, who also acted as her proxy, she was
forced out of the HHK premises by police officers called in by ruling
party activists.

In a statement released on May 15 Postanjian claimed violence was used
against her and her daughter, who suffered a concussion. She also
deplored the lack of immediate response from appropriate
law-enforcement bodies to the incident. Two criminal cases were later
launched by the Special Investigation Service in connection with the
incident.

In its application the opposition party also alleged that
election-related documents kept at the safes at electoral precincts
had been tampered with in favor of the HHK.

During today's meeting of the CEC Postanjian accused the body of
failing to properly notify the party about the date and time of the
hearing.

Tigran Mukuchian, the head of the CEC, insisted, however, that
Postanjian and Yerkir Tsirani were notified by phone in due
time. Mukuchian said that in its application the party did not attach
any proof of its claims that could become a basis for annulling the
results of the Yerevan elections. Eventually, the CEC rejected Yerkir
Tsirani's appeal and approved the final results of the elections.

Postanjian went on to allege that Mukuchian was acting under pressure
as she said one of her party's representatives was notified about the
CEC meeting late on Saturday and could not make it to Yerevan from
Gyumri early in the morning.

"We will turn to the court," Postanjian said, stressing that Yerkir
Tsirani will continue to struggle "to create a movement of national
resistance that will topple the current regime."

"Haykakan Zhamanak" tries to understand why in their statement on the
most recent ceasefire violations in the Nagorno-Karabakh conflict zone
the American, Russian and French co-chairs of the OSCE Minsk Group
decided to clearly put the blame on Azerbaijan: "This is an
unprecedented reaction. Even during the April 2016 war the
international mediators and the individual co-chair countries
refrained from defining Azerbaijan as an aggressor, even though they
surely could not have failed to notice, due to their satellite
equipment, that it was Azerbaijan that had launched an offensive along
the perimeter of the line of contact# What has changed? The thing is
that if the Minsk Group had not made such a targeted statement, having
received such data from one of the parties, it would have put its
mandate and further activities in doubt."

"168 Zham" assesses the latest statement of the OSCE Minsk Group as
one of the most serious successes of recent years and even decades in
the settlement of the Karabakh conflict: "Finally, the Minsk Group is
calling things by their proper names... It is not an exaggeration to
say that this was a slap by the international community in the face of
Azerbaijan, which is doing and will be doing everything in order to
scuttle the agreements reached after the April 2016 war during
meetings in Vienna and St. Petersburg... It is hard to say how far
this is the result of Armenian diplomatic efforts and how far it is
the reflection of the current global geopolitical developments. It is
important, however, to keep this result and take the initiative. And
this should become the number one task for Armenian diplomacy."

"Zhoghovurd" comments on the process of the formation of standing
committees in the newly elected Armenian parliament. The daily, in
particular, writes: "Armenia has become so dependent on the Kremlin
over the past decade that even the existence of a parliamentary
committee on European integration should be regarded as a serious
achievement. It is another matter whether this was done after
permission obtained from the North or as a result of political
courage, for which in the near future the Armenian authorities are
certain to get some `fraternal' slaps. Given the nominal presence of
this committee and its actual inaction in the past, it can be said
that this can become a small bonus for the Armenian authorities in
order to win the favors of EU officials promising tens of millions in
loans. After all, the Kremlin understands that if it gives no money to
its outpost, then at least it should not close the opportunity for it
to get money from another channel. Otherwise, there may be some
uncontrolled developments."

Assessing the speech of President Serzh Sarkisian during the first
meeting of the new parliament, "Hayots Ashkhar" writes: "The speech of
the president at the first meeting of the National Assembly of the
sixth convocation was an important one from the point of view of
expectations for the coming years in the sphere of economy, social
development and other areas. The speech sets out the basic tasks that
must become the basis for the future governments' programs. Judging
from the president's speech, both in the economic and social spheres
strict and high demands are being put forward, and the fulfillment of
these demands should create conditions for the formation of a new
quality of economic and social environment in Armenia."

European Commission: EU continues to support peaceful solution to Karabakh conflict

The EU also continues to support a peaceful solution to the Nagorno-Karabakh conflict, where the status quo is unsustainable, says a reported published by the European Commission.

On May 18 European Commission published a report reviewing the implementation of European Neighbourhood Policy (ENP)

“The conflict does not have a military solution and needs a political settlement as soon as possible in accordance with international law. The EU continues to fully support the mediation efforts and proposals of the OSCE Minsk Group Co-Chairs,” the report says.

The report says that in 2016 EU supported ongoing dialogues on the conflicts affecting Ukraine, Georgia, Moldova, Armenia and Azerbaijan with the aim of reaching peaceful and sustainable solutions.

“The Nagorno-Karabakh conflict saw a serious escalation in 2016. The EU continues to call on both sides to respect the ceasefire, tone down rhetoric and engage in substantive talks towards peace under the auspices of the OSCE Minsk Group. Frequent visits of the European Union Special Representative (EUSR) to the region are supporting the Minsk Group Co-Chairs' efforts and ongoing peacebuilding activities and are a demonstration of the EU interest and stake in the peaceful resolution of this protracted conflict,” the document reads.

YEREVAN. – The recent round of clashes in the line of contact has prompted a more nuanced response from the OSCE Minsk Group, Armenian analyst Richard Giragosian said in response to Armenian News-NEWS.am request to comment on the recent statement issued by the OSCE Minsk Group Co-Chairs.

Richard Giragosian, director at Armenia-based Regional Studies Center, said already tense situation along the Nagarno-Karabakh line of contact dramatically worsened over the past week, and after months of a consistent and steady escalation, clashes led to a detailed response from the OSCE Minsk Group. 

In a statement issued on Thursday, the Minsk Group in particular said: “According to information collected from multiple reliable sources, on 15 May, Azerbaijani armed forces fired a missile across the Line of Contact, striking military equipment.”

“This latest, more assertive OSCE statement clearly identifies the nature of the violations. This was aimed to not only pressure all sides to refrain from further escalation, but also cannot help but to be a stronger reaction in the wake of the Azerbaijani move to force the closure of the OSCE office in Armenia, the last OSCE presence in the region,” Giragosian said in a written comment.

According to him, the statement shows that clear and coherent asymmetry of the violations was evident as the co-chairs also criticized the response of 16-17 May by stating “Armenian armed forces retaliated with mortar fire of various calibres”.

“Moreover, in statements echoing the OSCE Minsk Group, the official Russian Foreign Ministry spokeswoman, Maria Zakhariva, also added to the warning.  This also suggests that Moscow may be likely upset with any advance knowledge of the Azerbaijani missile attack that, after all, destroyed a Russian-made air defense system,” the analyst added.

However, the developments make Giragosian think that the risk of greater provocations, more violations and even of renewed hostilities is much greater as the summer comes. 

“And more worrying, there is no real or effective deterrent preventing an ever more significant round of attacks and tests of defensive positions by Azerbaijan,” he resumed.

YEREVAN. – Acting Foreign Minister of Armenia Edward Nalbandian on Friday met with Council of Europe (CoE) Secretary General Thorbjørn Jagland, in Cyprus

They discussed Armenia’s engagement in this organization, and reflected on the Armenia-CoE action plan, the Ministry of Foreign Affairs of Armenia press service informed Armenian News-NEWS.am. 

The CoE secretary general lauded the productive cooperation between Armenia and his organization. 

Separately, Nalbandian informed Jagland on the results of the parliament election that was conducted in Armenia in April. In this connection, he appreciated the international partners’ contribution to the democratic and electoral reforms in the country.

Also, the acting FM briefed the CoE secretary general on the ongoing efforts, by Armenia and the OSCE Minsk Group Co-Chair countries (Russia, US, and France), toward achieving a pacific resolution to the Nagorno-Karabakh conflict. 

“By rejecting the creation of a mechanism for investigation [of ceasefire violations], Azerbaijan wishes to evade its accountability for the periodic ceasefire violations,” the acting FM of Armenia stressed, in this regard. “But the non-standard , which the three co-chairs issued yesterday, clearly points out the guilty party.”

Armenian participant of JESC 2016 will represent Armenia in Junior New Wave 2017

Junior New Wave 2017 will be held in Artek from May 31st to June 1st, during which 13 years old Anahit Adamyan will represent Armenia. We learn this from the official website of New Wave.

Last year Anahit along with Meri Vardanyan has represented Armenia in Junior Eurovision Song Contest placing in the 2-nd position.

By the way, Anahit is the granddaughter of famous Armenian actor Ashot Ghazaryan.

On May 19 the Azerbaijani side breached the ceasefire over 100 times, firing over 1750 times in the direction of the Armenian posts. Aside from rifles the Azerbaijani armed forces used a mounted anti-tank grenade (32 projectiles) in the eastern direction, and a 60 mm mortar (7 projectiles) in the northeastern section. The front units answered to suppress the enemy’s aggressive actions.

The Defense Army of Artsakh has published a footage made with the border monitoring and intelligence equipment with a message on how the Azerbaijani armed forces were shelling their own posts. Earlier the spokesperson for the Azerbaijani foreign ministry had responded to the statement of the OSCE Minsk Group co-chairs who stated clearly for the first time that Azerbaijan breached the ceasefire and fired a missile which was followed by the response of the Armenian side. The Azerbaijani foreign ministry official responded that the Azerbaijani army is in the sovereign territory of Azerbaijan and can do everything it wants. Apparently, the Azerbaijanis shelled their own posts to prove that they can do whatever they wish. This would be funny of course, but there is no need to joke with Azerbaijan, especially if such things are happening in this country. Azerbaijan is either imitating uncontrollability or the situation has got out of control, which explains the fact of shelling their own posts. It is hard to tell if uncontrollability has reached Baku or only the border area or has reached the border from Baku but this is not a reason for the Armenian side to make fun. On the contrary. Moreover, it can be only imitation of uncontrollability or the so-called manageable chaos initiated by Aliyev, including for starting military actions. It is possible that the reason for this initiative is not the issue of Artsakh but the situation of the domestic economy and government. It is possible that Aliyev is imitating chaos to receive the assistance of the international community, otherwise threatening that the situation in Azerbaijan may get out of control. Aliyev might be trying to regain his “importance”. At least, this strange thing happening required vigilance. After all, it is not ruled out that Aliyev resorts to the technology of “chaos” after encountering serious issues of viability and applicability of the so-called military diplomacy clashing into the Armenian armed forces and the pressure of the international community for the introduction of ceasefire mechanisms. The frequent disruption of the “military diplomacy” is forcing Aliyev to transition to the “imitation of chaos” to remain a subject.

The Azerbaijani armed forces are in the sovereign territory of Azerbaijan and can do whatever they wish, the spokesperson for the Azerbaijani foreign ministry Hikmet Hajiyev announced, not denying the fact of fire. At the same time, he said that the OSCE Minsk Group co-chairs should be guided by the principles of Madrid and demand Armenia to withdraw forces from the “occupied territories”, calling for continuation of substantive talks for a peace settlement in Artsakh. Note that the co-chairs have clearly pointed at the side guilty for the escalation. They stated that according to reiable information from multiple sources on May 15 the Azerbaijani armed forces fired a missile, destroying military equipment.

Dans une circonscription où le FN à fait de très gros scores durant les deux tours de l'élection présidentielle, elle déclaré s'être engagé : "pour lutte contre le FN." Très implantée à Décines où elle est investie dans le Centre national de la mémoire arménienne, elle sera notamment opposée au député sortant Philippe Meunier. C'est Emmanuel Macron qui est arrivé en tête dans cette circonscription du Rhône, mais avec un score inférieur à sa moyenne nationale. Arrivés dans un mouchoir de poche (respectivement avec 24,31 et  23,84  % des voix), le mouvement En Marche et le Front national mettent en péril la réélection de Philippe Meunier, député sortant. Une triangulaire serait favorable aux Macronistes.
