Our Community Lost a True Activist in Mina Shirvanian

When I received the news of Mina Shirvanian’s passing on Friday night I was saddened not only for her beloved family but also for the huge loss our community suffered because Mina was a true activist, who through her commitment, dedication and drive advanced the Armenian Cause and elevated the community organizations that worked tirelessly in its pursuit.

I remember meeting Mina in 1991, weeks after I moved from Boston to Los Angeles to work at the Armenian National Committee of America-Western Region. It was a reception to welcome renowned human rights activist Yelena Bonner to L.A. who was to be honored by the ANCA-WR for her advocacy on Armenia and Karabakh.

The opulent surroundings of the evening were no distraction for Mina, who spoke that evening with pride and conviction about the struggle our people were facing in Artsakh and thanked the guest of honor, Yelena Bonner, for her advocacy and her work. She did so, in what I would come to realize was Mina’s unique way of addressing the most pressing of issues—with poise, grace and elegance that did not mask the fighting spirit that guided her in all her endeavors. I could tell that Mina was especially proud that night because the person who had espoused our cause for justice was a woman.

As I grew to know Mina and her husband, Hacob, my respect for their unwavering devotion and their caring approach to all things Armenian only was heightened as their humility and aplomb became life lessons that I will always carry with me.

Mina did not let an illness get in the way of her efforts to advance our nation. In July of 2016, she and Hacob traveled to Armenia to be present at the opening of a youth center in Gyumri named after the Shirvanians because Mina and Hacob were the glue that made this home for young Gyumri residents possible. It was not just a building that bore their name. For Mina, it was a guarantee that our nation would thrive through its youth, which had significant importance for her and her husband. After all she was a trailblazer. She was the co-founder of the AYF Soghomon Tehlirian Junior chapter in Los Angeles.

Her involvement in many organizations—the ACF, ANCA, ARS, AEF, Ferrahian School, Glendale Adventist, to name a few—was a reflection of her firm belief that by enabling those who work for the betterment of our community, we are simply strengthening our homeland and our nation.

With her passing on Friday, our community has lost a true activist, whose work and dedication can only serve as valuable examples for us who will continue her vision and for future generations.

On behalf of all of us at Asbarez, we offer our most heartfelt condolences to the Shirvanian family. May she rest in peace.

Watchdog to debate fining ENA for 5 million drams

The Regulatory Commission of Public Services of Armenia will debate during an upcoming December 6 session the issue of fining Electric Networks of Armenia for 5 million drams.

The Commission reported that the ENA has violated the rights of certain consumers.

The violation concern certain inconsistencies of in contract forms.

Back in October, administrative proceedings were launched on the matter, but ENA failed to produce any explanation.

If the governmental watchdog decided to fine the company, it will be bound to pay 5 million drams within two weeks.

ENA can dispute the decision both in the commission and court.

President of Armenia Serzh Sargsyan who is in Artsakh since December 1 on a working visit in the sidelines of the partnership between the two Armenian republics visited “Asparez” training center together with his Artsakh counterpart Bako Sahakyan, where the tactical and technical characteristics of new military equipment of Armenian production were presented to them. Afterwards, the Presidents followed the process of their application from a command post.

The President of Armenia presented servicemen distinguished for best service with encouraging gifts, after which attended the opening ceremonies of new barracks and a military club in the eastern and central parts of Artsakh. Presidents Serzh Sargsyan and Bako Sahakyan toured in the newly opened barracks, got acquainted with the social and living conditions of the servicemen. President Sargsyan awarded the best officers, contractual and conscript soldiers of the regiment.

On the occasion of the 120th anniversary of Marshal Hovhannes Baghramyan the Presidents of the two Armenian Republics visited the monument to the prominent commander in Stepanakert, laid flowers and paid tribute to his memory.

OSCE to conduct monitoring to north from Kuropatkino settlement of Martuni region

On December 6, in accordance with the arrangement reached with the authorities of the Republic of Artsakh, the OSCE Mission will conduct a planned monitoring of the Line of Contact between the armed forces of Artsakh and Azerbaijan, to the north from Kuropatkino settlement of the Martuni region, press service of the Artsakh foreign ministry reported.

From the positions of the Defense Army of the Republic of Artsakh, the monitoring will be conducted by Field Assistants to the Personal Representative of the OSCE Chairperson-in-Office Mihail Olaru (Moldova) and Ghenadie Petrica (Moldova).

The authorities of the Republic of Artsakh have expressed their readiness to assist in conducting the monitoring and to ensure the security of the OSCE Mission members.

The 3rd round of the London Chess Classic super tournament took place today.

Armenia’s strongest chess player Levon Aronian met with Russian Sergei Karyakin, one of his upcoming opponents in the World Candidates Tournament. The game, which was quite saturated and exciting, ended in peace at the 33rd step.

Before that, all the other matches ended in a draw as well. Thus, in all 15 games held in the tournament, the strongest has not been determined, which is a unique record in the history of chess.

The 4th round will take place tomorrow. Levon Aronian will compete with former world champion Viswanathan Anand.

Azerbaijan’s meagre military budget – a chance for Armenia to close the gap

The key goal of Azerbaijan this year has been to neutralize the military and political consequences of Russia’s decision to sell Armenia Iskander missile systems. During ADEX 2016 (the 2nd Azerbaijan International Defense Exhibition), the Azerbaijani military leaders announced plans to produce Grom 2 systems jointly with Ukraine as a counterbalance to Armenia’s Iskanders. The only problem is that today Ukraine’s defense industry is not strong enough to be able to carry out this project.

So, the Azerbaijanis are looking for alternative options, particularly, they are considering buying Chinese or Pakistani systems, which are much worse than Russian Iskanders. After Azerbaijani Defense Minister Zakir Hasanov’s Oct 2017 visit to Belarus, some media reported agreements to supply Azerbaijan with Belarusian Polonaise systems, which, according to Azerbaijani journalists, are no worse than Russian Iskanders. Armenian experts are not unanimous. Some of them say that Polonaise is worse as its rockets are not guided and add that the Azerbaijani army has lots of very different missile systems – Turkish Kasirga, Soviet-time and Russian Grads and Smerchs, Israeli-Kazakh Xs, Czech Vampirs – and this may cause them lots of logistical and organizational problems. The others are worried as they see this as the possibility of a preventive strike from the Azerbaijani side.

In the meantime, the Azerbaijanis are also looking for air and missile defense systems. They already have Russian S-300 PMU-2s, Russia’s best air defense systems. But those systems are aimed against planes rather than missiles. This is why recently Hasanov visited Israel and negotiated with his Israeli counterpart Avigdor Lieberman the purchase of Israeli Iron Dome missile defense systems, successfully tested by the Israelis against Hezbollah and Hamas.

But home-made Palestinian Qassam rockets can hardly be compared to Russian Iskanders. And even though Iron Domes are not able to destroy Iskander missiles, the Azerbaijanis are still going to deploy them in Baku, Ganca, along the Baku-Tbilisi-Ceyhan oil pipeline and Mingachevir HPP, the first target the Armenians will hit in case of a new Azerbaijani attack.

In summer, Azerbaijan received one more batch of Russian 9M123 Khrizantema anti-tank missile systems. The contract was signed in 2014. The first batch was received in 2015 but later the supplies were stopped because of financial problems. Now the problems have reportedly been solved.

In July 2017, while visiting Islamabad, Commander of Azerbaijan’s Air Forces Ramiz Tahirov signed a contract to buy MFI-395 Super Mushshak trainer planes. Super Mushshak is an upgraded version of MFI-17, produced in 2001, and is used by Saudi Arabia, Oman, Iran, South Africa and Iraq. The Azerbaijanis have also bought Czech DANA-M1 CZ 152-mm howitzers.

Israel will continue supplying Azerbaijan with drones, particularly, Hermes 900s. The Azerbaijanis are also interested in Israel’s signals intelligence station, which operates not only against traditional enemy, Iran, but also against Armenia – a fact the Israelis are trying to hush up.

In 2018. Azerbaijan is supposed to receive Russian BMP-3 infantry combat vehicles. Its defense sector is actively engaged in producing sniper rifles, licensed Russian AK-74 assault rifles and pistols. South African Paramount Group has granted the Azerbaijanis a license to produce Marauder and Matador armored mine-protected vehicles. In Feb 2017, Azerbaijan presented its first home-made armored vehicle, Tufan, to be produced on a mass basis by Agregat Company.

Azerbaijan has an Israeli license to produce Aerostar drones. According to the Azerbaijani Defense Ministry, the Azerbaijanis are also developing reconnaissance-combat Zabra-1K drone. They are also negotiating with the Russians to open Russian Helicopters maintenance center in Azerbaijan.

The year 2017 was successful for Azerbaijan’s shipbuilding sector. The country commissioned its fought OPV 62 corvette and started building the sixth one. The fifth ship is being built in a shipbuilding center near Baku. OPV 62s have a full load displacement of 470 tons, length 61.79 m, a width of 7.62 m and draught of 2.77 m and Rafael MLS NLOS missile systems with Rafael Spike NLOS guided missiles, Rafael Typhoon remotely controlled stabilized naval weapon system, two Rafael Mini Typhoon, two 12.7 mm, two 7.62 mm guns and modern Israel-made electronics.

Also with Israel’s support, the Azerbaijanis have built two Saar-72s (72-m-long missile-armed corvettes). This is part of Azerbaijan’s program to confront Iran in the Caspian Sea. Under this program, the Azerbaijanis keep inviting American experts (from SEAL and Blackwater/Xe) for training their marine corps.

Azerbaijan is doing its best to strengthen its army and its key stimuli here are the conflict with Nagorno-Karabakh, the growing army of Armenia and the rivalry with Iran in the Caspian Sea region. But today Azerbaijan is not as rich as it was a few years ago. N 2018, it is going to spend on defense $1.6bn. This is much more than Armenia is going to spend ($512mn) but half of this sum will be spent on interior troops, national security and repressive arms. Defense will get just $800mn. The Azerbaijanis have lots of unpaid contracts but are still there to buy more arms, like MIG-29 or SU-25 – planes that will hardly be able to overcome the air defense systems in Armenia and Nagorno-Karabakh. Thus, the current state of Azerbaijan’s army and military budget is a chance for the Armenian side to close the gap and to guarantee stability in the region.

Cooperation between Kazakhstan and Armenia

This year the trade turnover between Kazakhstan and Armenia increased by 38% and reached US$2 million 600,000. According to the Kazakh ambassador to Armenia, Timur Urazayev, the positive dynamics continues to strengthen despite negative trends in the global economy. Today Kazakhstan exports pharmaceutical, chemical industry, grain processing, paper and cardboard products to Armenia. Whereas Armenia exports jewelry, food products, stone and gypsum to Kazakhstan. According to the diplomat, positive changes are also visible in private transfers to Armenia. On average, this figure is US$20-25 million per year, but in 2017 it can significantly increase.

TIMUR URAZAYEV, KAZAKH AMBASSADOR TO ARMENIA:

– This year, apparently, it will reach a record level because statistics show a revival of the economic activity. I think by the end of the year this amount of private transfers will reach US$40 million. Armenia, as a partner in the Eurasian Union, is very active and ready to work not only in the trade, but also in the investment.

Today, Kazakhstan and Armenia develop relations in all areas. Especially, the countries focus on the transport accessibility. Currently, the possibility of the Kazakh investors' participation is underway in construction of an automobile corridor through Armenia ‘North-South’, development of multimodal logistics through the Caspian Sea, as well as construction of the Megri special economic zone.
