Պաշտոնական Երևանը շարունակում է պնդել, որ դեկտեմբերի 6-ին Սանկտ Պետերբուրգում ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցը չի լուծվել: Այսօր այս մասին «Ազատության» հետ զրույցում ասաց վարչապետի պաշտոնակատարի խոսնակ Արման Եղոյանը՝ արձագանքելով Նարզարբաևի հայտարարությանը, որ ՀԱՊԿ անդամ երկրների ղեկավարները որոշել են աջակցել Բելառուսի ներկայացուցիչ Ստանսլավ Զասի թեկնածությունը կազմակերպության նոր գլխավոր քարտուղարի պաշտոնում:


«Վերահաստատում եմ ասածս՝ դեկտեմբերի 6-ին ԵԱՏՄ բարձրագույն տնտեսական խորհրդի նիստի ժամանակ ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցը չի լուծվել և չէր էլ կարող լուծվել, քանի որ ՀԱՊԿ նիստ տեղի չի ունեցել։ Նաև վերահաստատում եմ Հայաստանի դիրքորոշումը, որ հարցը պետք է լուծվի կոնսենսուսի միջոցով՝ ՀԱՊԿ-ի շրջանակներում կայանալիք պաշտոնական հանդիպման ընթացքում», – նշեց Արման Եղոյանը։


ՀԱՊԿ գլխավոր քարտուղարի պաշտոնը թափուր է նոյեմբերի 2-ից։ Մինչ այդ այն զբաղեցնում էր Հայաստանի Զինված ուժերի գլխավոր շտաբի նախկին պետ Յուրի Խաչատուրովը, որին Երևանը վաղաժամ հետ կանչեց «Մարտի 1»-ի գործով մեղադրանք ներկայացնելուց հետո: Եթե այս զարգացումը չլիներ, Հայաստանը ներկայացնող Խաչատուրովի պաշտոնավարումը պետք է ավարտվեր 2020 թվականի մայիսին:


Դեկտեմբերի 6-ի դռնփակ հանդիպումներից հետո Բելառուսի նախագահը լրագրողների հետ զրույցում պնդել էր, թե որոշումը, ըստ էության, կայացվել է՝ ՀԱՊԿ հաջորդ գլխավոր քարտուղարը կլինի Բելառուսից: Եվ Հայաստանի, և Ռուսաստանի ղեկավարների մամուլի խոսնակներ սանկտպետերբուրգյան հանդիպումից հետո հերքել էին Ալեքսանդր Լուկաշենկոյի հայտարարությունը՝ պնդելով՝ գլխավոր քարտուղարի հարցը մնում է չլուծված: Ավելին՝ պաշտնական Երևանը հայտարարում է, որ նոր գլխավոր քարտուղարի թեկնածու ունի, իսկ հարցը պետք է լուծվի կոնսենսուսով:

GHOGHANJ CHILDREN’S CENTER TEAM TAKES FIRST PRIZE 

IN 3-D MODELING CONTEST

 

Yerevan, Armenia—The Paros Foundation is excited to announce that students from the Ghoghanj Children’s Center Arm-math Robotics program took first place in the Armenia’s nationwideUnion of Information Technology Enterprises (UITE) 3-D Modeling contest.  Seventy teams from throughout Armenia and Artsakh entered the contest.  Of these teams, 38 were selected to advance to the finals, including teams from the Debi Arach Children’s Center and the Nerkin Karmir Aghbyur School.  The Paros Foundation is the primary sponsor of both the Ghoghanj and Debi Arach Children Centers.  Paros has also renovated the Nerkin Karmir Aghbyur School including their computer and robotics classrooms. The team from Nerkin Karmir Aghbyur received honorable mention in the Historical Monuments category for their 3-D model of the church in Berd.

 

“I am very proud of my student’s accomplishments.  Since we began teaching our Arm-math curriculum at Ghoghanj three years ago, I have witnessed the manner in which our students have engaged and understand engineering technology,” said Diana Grigoryan, Executive Director of the Ghoghanj Children’s Center.

 

“It is very exciting to see three of the organizations we support achieving such high accolades in this impressive competition,” said Peter Abajian, Executive Director of The Paros Foundation. “We congratulate the students and teachers for this outstanding accomplishment, and the donors to these organizations for their vision and on-going support.”

 

The Ghoghanj Children’s Center operates two locations in Yerevan’s downtown and Nork communities. The center’s students are defined as at-risk, with most of the children coming from economically challenged families. The Debi Arach Children’s Center operates in Gyumri and works primarily with children from impoverished families living in domiks and inadequate housing.  The village of Nerkin Karmir Aghpyur is located in the isolated and often dangerous Berd community of Armenia’s Tavush Region.

Asbarez: Restoring Community Institutions is a Priority for Syrian-Armenians

While the war in Syria sees no sign of abetting, government forces liberated key areas that were occupied by ISIS forces, among them the highly Armenian-populated city of Aleppo and other areas that boast a large concentration of Armenians.

Recently, a delegation of Syrian lawmakers visited Armenia to further discuss cooperation between the two countries. Nora Arisan, a member of the Syrian Parliament representing the Armenian community  was part of the delegation and sat down with Armenpress for an interview, during which she emphasized that rebuilding and restoring Armenian institutions damaged by war was a priority for the community there.

Armenpress: Mrs. Arisian, what was the purpose of your visit and what were some of the key takeawyas from your visit?

Nora Arisian: The Syrian delegation was taking part in the 52nd plenary session of the General Assembly of BSEC (Black Sea Economic Cooperation) Parliamentary Assembly as Syria was representing the Mediterranean Parliamentary Assembly, where, in addition to other issues, the role of parliaments was emphasized in the development of regional economic cooperation.

It’s worth mentioning that on the sidelines of this event the delegations, as well as the members of the Syrian delegation visited the Armenian Genocide Museum and Memorial where they laid wreaths and paid tribute to the memory of the victims [of the Armenian Genocide] with a moment of silence.

I would like also to highlight the visit to the Institute of Oriental Studies at the National Academy of Sciences of Armenia where we had a meeting with the director and researchers and discussed the cooperation prospects.

Armenpress: What are the priority issues on the agenda of Syrian and Armenian Parliaments? In what directions the partner lawmakers must move?

N.A.: During our meeting with the Speaker of the Parliament we discussed relations and prospects of cooperation between the two parliaments. It is necessary to make additional efforts to develop relations of the parliamentary friendship groups in order to continue the centuries-old allied ties.

Armenpress: Major domestic political developments, such as the revolution, establishment of a new government, democracy have taken place in Armenia recently. How do our Syrian partners view the events in Armenia?

N.A.: Syria follows the ongoing developments and political changes in Armenia, with the hope that it would be possible to implement the numerous signed agreements after the snap parliamentary elections and the formation of a new cabinet.

Armenpress: And in this context what role can the Armenian lawmakers in the Syrian Parliament, and the Armenian community in general, can play in strengthening the Armenia-Syria relations?

N.A.: We strive to serve as a bridge between the two countries and peoples, and we take all steps to benefit the development of relations between Syria and Armenia.

Armenpress: Mrs. Arisian, what is the current situation in Armenian-populated areas in Syria from a security standpoint?

N.A.: It is necessary to note that the cities are already liberated from terrorist groups, but this doesn’t mean that the war is over. Yes, life is more secure, although some problems exist, such as water and electricity supply.

Armenpress: As an Armenian member of parliament representing the Armenian community, what are the current priorities for the Armenian community in your opinion?

N.A.: I think, like for all Syrians, for us the restoration is the main agenda issue, especially the restoration of our schools and Armenian institutions. These projects require large sums of money, and our main problem is here. Moreover, I think it is also necessary to take action to solve the problems of reconstruction of the community in light of new conditions.

And as for the return of Armenians, I would like to state that the calm situation promotes the return of many, however, one should also consider the existing economic and social situation in Syria [before making such a decision].

Analyst explains CIS leaders’ non-reaction to Pashinyan’s victory by Kocharyan’s arrest

Analyst Stephan Danielyan suggests the absence of congratulations from CIS and CSTO leaders to Nikol Pashinyan on the victory in early parliamentary elections in Armenia is explained by the arrest of the country’s former president Robert Kocharyan.

Danielyan justified his opinion pointing to the fact that no president among former Soviet republics has ever been arrested thus far. “Former president of Kirgizstan Bakiyev found a shelter in Belarus, Ukraine’s Yanukovych – in Russia. Ex-President of Georgia Mikhail Saakashvili resides in Europe despite the ongoing criminal investigation in the homeland. All these come to conclude there is an unwritten principle among leaders to never arrest former presidents, like the one the Europe had: kings were never killed,” the analyst wrote on his Facebook page.

“No leader of the CIS, EAEU and CSTO has congratulated Pashinyan on the victory. Most probably, this is explained by the arrest of Robert Kocharyan. The matter seems not of political relevance for those leaders but of strictly personal,” Danielyan wrote.

To remind, on December 7, Armenia’s Court of Appeals upheld the first instance court’s ruling to arrest Robert Kocharyan who is accused of overturning the constitutional system during the March 1-2, 2008 post-election events. 

Tehran commends Armenian parliamentary polls

TEHRAN – Iranian Foreign Ministry spokesman Bahram Qassemi on Tuesday hailed the recent parliamentary elections in Armenia as part of a trend towards democratic changes in the neighboring country, the Foreign Ministry website reported.

In a statement, Qassemi expressed the hope that Iran and Armenia could increasingly strengthen their mutual relations following the participation of the Armenians in general elections and subsequent formation of the new government there. 

Establishing ties with all neighboring states has a very significant and decisive position in Iran’s foreign policy and helps establish peace, stability, prosperity and security in all regional states, he added.

Armenia will participate in a meeting of the Council of Foreign Ministers of the Organization of the Black Sea Economic Cooperation (BSEC), which will be held in Baku on December 14, Armenian Foreign Ministry spokesperson Anna Nagdalyan said.

"The director of the Armenian Foreign Ministry's department for multilateral and bilateral economic cooperation, Ashot Kocharyan, will be present at the session," Interfax cited her as saying.

The 52nd plenary session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) took place in Yerevan on November 26, where the chairmanship was transferred from Armenia to Azerbaijan.

Georgia is "losing" its status of a "beacon of democracy" in the South Caucasus due to its recent presidential election, and Armenia could take the leadership slot in the region, Georgia's pro-opposition Rustavi-2 TV reported on 11 December.
 
In its flagship 1700gmt newscast on 11 December, Rustavi-2 compared statements made by the US State Department about Georgia's 2018 presidential election and Armenia's 2018 parliamentary election.
 
The channel said that the USA praised the 9 December Armenian election process, saying that it "enjoyed broad public trust and respected fundamental freedoms", while the State Department said that it shared "concerns" expressed by international and domestic observers "about instances of misuse of state resources for partisan campaigning" during the 28 November Georgian elections.
 
"These actions are not consistent with Georgia's commitment to fully fair and transparent elections," Rustavi-2 cited the US State Department as saying. The channel noted that although the election was described as "competitive", the USA was concerned about "misuse of state resources".
 
Rustavi-2 also quoted Chatham House think thank as saying that the Georgian election was "marred by physical violence, vote-buying, misuses of state resources and a substantial imbalance in donations between the parties". Chatham House was also quoted as saying that Georgia's image abroad was "damaged".
 
"We see that the reputation that Georgian people have earned for our state with so much efforts and pain has been foolishly wasted," Rustavi-2 showed opposition leader Grigol Vashadze saying.
 
The independent candidate endorsed by the ruling Georgian Dream, Salome Zourabichvili, defeated united opposition candidate and former President Mikheil Saakashvili's ally Grigol Vashadze in Georgia's hotly contested runoff vote. Some international observers said that the runoff "was competitive and candidates were able to campaign freely". However, they noted "with concern instances of misuse of administrative resources, undue pressure on voters and intimidation".
 
A snap parliamentary election was held in Armenia on 9 December. Acting Armenian PM Nikol Pashinyan's My Step alliance scored a resounding victory, garnering over 70 per cent of the vote.
 
Armenia's claim for regional leadership
 
A number of Georgian pundits also think that the latest presidential election signified a backslide for Georgia's democracy.
 
"If you read [the US statements] you will see the following difference: about Armenia, it says that the election was mainly democratic, while about Georgia, it says that our election was mainly non-democratic," analyst Nodar Kharshiladze told Rustavi-2. "This is a serious step backward. We are no longer the leader even in this conflict-ruined region," he said.
 
Former Georgian Ambassador to the United States Batu Kutelia said that the ongoing developments in Armenia were reminiscent of the situation in Georgia in 2003. Kutelia was alluding to the Rose Revolution that brought former Georgian President Mikheil Saakashvili and his United National Movement (UNM) to power in 2004. A year later, US President Bush called Georgia a "beacon of liberty" in the region.
 
Armenia is now experiencing something like what Georgia had in 2003, he said. People are waking up and no one knows where this democratic process could go, but Armenia has the chance to carryout real democratic processes, Kutelia was shown saying.
 
Georgian ruling party's view
 
The ruling Georgian Dream party disagrees, however, with the strong criticism of the election.
 
It is clear that the election campaign was "polarised", Dimitri Tskitishvili, Georgian Dream MP and member of the parliament's foreign relations committee, was shown saying. "However, it was confirmed by the international community that still the election was democratic and I cannot say that we failed to pass the test," he said.

       Mr ZAPPIA (Makin) (18:46): I speak in support of the motion on the occasion of the 70th anniversary of the UN Convention on the Prevention and Punishment of Genocide. Last month, Australia and many countries around the world commemorated the signing of the armistice that brought to an end the killing, maiming and horrific cruelty of World War I—but not for all people. For the Armenian people, the horrors and suffering continued. It was estimated that, by 1923, up to 1.5 million Armenians had perished, leading to what has often been described as the first act of genocide of the 20th century. The plight of the Armenian people touched the hearts of people across the world, including here in Australia.

As a representative from South Australia I'm proud to recall our state's involvement in relief efforts for the Armenian people. South Australia was one of the most significant contributors to the Armenian Relief Fund of Australia for survivors, led by Adelaide pastor Reverend James Cresswell, who was unanimously appointed national secretary of the fund. Reverend Cresswell agreed to undertake a tour of the devastated regions, and reported on the work of the Australasian orphanage established in Lebanon to aid child survivors of the death marches. Several years ago I attended a display at the Pilgrim Uniting Church in Adelaide highlighting Reverend Cresswell's work in what was by then described as the Armenian genocide. I also note South Australia's commitment to the acknowledgement and prevention of genocide, drawing particular attention to a motion passed by the South Australian state parliament in 2009, recognising the events in Armenia between 1915 and 1923. In the past I've stood in this place to present a petition calling for the house to assist the Christian and Yazidi minorities in the Middle East facing persecution at the hands of ISIS, and to recognise and respond to that. I also attended commemoration services in Adelaide for victims of the Srebrenica massacre.

We've only recently begun to see progress on these fronts, through international tribunals that have sought to bring to account the perpetrators of these great crimes against humanity. But in many cases justice has been elusive, and for the victims it has been too little too late. As we debate this motion today, we are reminded of the importance of identifying the warning signs to ensure that we are able to act to prevent these crimes from being committed.

Today's motion also refers to the author of the convention against genocide and the man who invented the word 'genocide' 70 years ago, Dr Raphael Lemkin. My understanding is that he did this in order to describe the scale of the atrocities committed against the Armenians during the First World War and against the Jewish populations of Europe during the Second World War. The evidence of Armenian massacre, starvation, poisoning, death marches and even mass burnings is irrefutable.

I make three closing observations. Those who deny the atrocities committed against the Armenians between 1915 and 1923 continue to perpetrate an injustice by contributing to a cover-up. Those who are indifferent to those events are accepting of them or condoning of them and therefore give licence to others to do the same. Indeed, we saw that on many other occasions in the 20th century. Conversely, recognition of atrocities will bring a sense of closure and solace to survivors and family descendants. It will also send a message to the world that such acts of horrific cruelty to others are not acceptable and, if perpetrated, those responsible will ultimately be held to account. To date, some 29 countries have recognised events in Armenia as genocide. On the 70th anniversary of the UN genocide convention, and as a founder and signatory of the convention, Australia should ensure that the convention is honoured whenever and wherever genocide occurs.

Armenia’s gymnastics team member Artur Davtyan triumphed at the 25th Mikhail Voronin Cup underway in Moscow, Russia.

Scoring 84,500 at the multiple event, the Armenian athlete became the gold medalist of the tournament. The representative of Japan Tepi Mivan took the silver, while Russia’s Dmitri Lankin became a bronze medalist.

The Mikhail Voronin Cup is an international artistic gymnastics tournament, named after two-time Olympic champion Mikhail Voronin.

Armenia has experienced similar dynamic bloom almost 10 years ago when small hydropower plants were being built in Armenia. Back then, ArmSwissBank has cooperated closely with that sector’s developers as well. In 2009, the bank financed the first HPP project, and it continued to finance a number of enterprises in hydropower sector, reaching the number of partners working in HHP sector to up to 32. The total installation capacity of the project financed by the Bank is approximately 60 MW/h. Our HPP partners produce around 286 million KW/h energy, annually. The provided financing amounted is to about USD 51 million.

            Being an Investment Bank, in the years 2010-2012, Armswissbank actualized an unprecedented deal in the hydropower sector of Armenia, the first ever IPO of ARTSAKH HPP. As a result of which, 5.5 million shares were issued in three tranches in the amount of about USD 15 million.

            Staying true to its adopted strategy, since the beginning of 2018 ArmSwissBank initiated the financing solar energy industry. During the first nine months, the bank has funded 8 solar power plants projects, which resulted in total installation capacity of 1.5 MW/h. In case of solar plants projects, both the technical aspect and the economic part of them are very important / project repayment term, yield, current value, etc., therefore, it is important to offer a consolidated offer to the customer. To conclude, it should be noted that the investor in Armenia’s solar energy industry should have a promising offer, which is formed as result of the trilateral cooperation of international financial institution-local bank-provider organization. In this chain ArmSwissBank performs its role with high professionalism and efficiency.

The current situation of the energy market development in RA shows that the availability of affordable funding will significantly contribute to the advancement of the industry. By the end of 2018, the Armenian government plans to issue licenses by up to 50 MW/h installation capacity. Similarly, it is envisaged to issue licenses for solar plants with installation capacity by up to 100 MW/h by 2019. The licenses are issued for the utility scale stations.
