Minister of Diaspora of Armenia Mkhitar Hayrapetyan tried to explain today's results of the Hayastan All-Armenian Fund's TV Marathon 2018 and the fact that, contrary to expectations, less money was raised this year than last year, despite the fact that the government had previously a change of power that the Diaspora did not trust, as a result of the fight against corruption and a change in the management of the fund, the trust of our foreign citizens increased, and they are ready to increase their donations and investments.

"There are objective realities, which consist in the lack of time, because until the last moment they did not know in the Diaspora itself whether a telethon would be held at all or not," the Minister tried to justify himself. At the same time, he acknowledged that the department he headed also made omissions in working with the Diaspora, namely, in terms of information and coordination.

According to him, the Ministry and the government face the task of improving relations with the Diaspora, since it is impossible to rely only on post-revolutionary euphoria. "We need deep steps to improve relations with the Diaspora. Armenia itself should define the logic of working with Diaspora: should it serve only as a source of money, or should the Motherland somehow coordinate the work of Armenian structures abroad", the minister said.

Hayrapetyan also did not rule out the possibility of abolishing the Ministry headed by him and transforming him near the board after the elections. According to him, the work of the Ministry of Diaspora still had a nominal character. To note, Armenians of the whole world transferred to the annual telethon of Hayastan All-Armenian Fund 11 million 106 thousand 633 dollars. Last year 12 million 505 thousand 456 dollars were raised. The largest amount was collected in 2008 – $ 31 million.

Levon Shirinyan, the head of the "Christian-National Revival" party, said this in an interview with ArmInfo correspondent, referring to the initiative of the State Revenue Committee on the full taxation of citizens.

"In fact, the question arises, the department, which comes up with a detailed initiative, owns the situation and is able to clarify and adequately assess all the consequences of this initiative. The question is that for 30 years no one asked on the basis of which economic doctrine our country develops Liberalism is a general concept that manifests itself differently in different countries.

Can we, as a poor, developing state and people constantly living under the threat of resumption of hostilities, live in a free liberal economy, like the British? ", Shirinyan asked. According to him, with such a level of shadow in the country, even with a strong desire, it is impossible to ensure the desired result. At the same time, the politician reminded that there is a world experience in taxing those who work abroad, but in Armenia this problem has a completely different character. "All this testifies to the fact that the economic reforms of the government do not produce results, because during the revolution it was not taxing those who go to work in other states, but about returning money from the pockets of oligarchs and real liberalization of the economy. There is no success, so the goods moved to another area, "- he said, adding that in this way the authorities are trying to identify new financial resources. However, Shirinyan believes that citizens will not pay these taxes and will try to circumvent this new law in every possible way if it is enacted.

Shirinyan proposed to continue the reforms, loosen the foundations of the criminal-oligarchic system and thus fix economic growth. He is convinced that the Armenian government has retreated from the course taken, since it faced more serious obstacles, it lacks strength and on some issues it made compromises with the criminal-oligarchic families of the country. He suggested that the Prime Minister of Armenia is not able to carry out institutional changes and solves some issues thanks only to his charisma. The expert also believes that Armenia should turn to other states, such as Austria, in order to exchange experience in building an efficient state and move in this direction. Shirinyan is also convinced that the culprit for the crisis in Armenia is not Robert Kocharian, but Serzh Sargsyan. At the same time, he advocated the application of the theory of the socio-economic market. At the same time, Shirinyan believes that the theory of the rise of constitutionalism in economic policy brings us closer to the German institutional model, where the market is liberalized. The expert also stated that there is no assessment of the human and professional resource, the potential areas that the country has.

According to him, these kind of global issues are not solved, and the rest are solved by the "spear" method, it will turn out well, we will not succeed in trying again. Touching upon the intention of the authorities to take a new loan, Shirinyan stressed that he opposes such initiatives. "We do not need loans or investments, clean up the economic field of Armenia, and our country will live through its own resources," he said, stating that Armenia needs to create favorable conditions for domestic investors.

I'm grateful for that, because he became my father.
 
One of the things I'm grateful for this Thanksgiving is the warm welcome that America extended to a man born 100 years ago in what is now Ukraine.
 
Wladyslaw Krzysztofowicz was born into an Armenian family in a dangerous region; you might think of it as the Honduras of its day. During World War II, some family members were murdered by the Nazis; afterward, some survivors were killed by the Soviet "liberators."
 
Wladyslaw escaped by swimming across the Danube River from Romania to Yugoslavia, was almost executed, made his way to France – and began to dream of coming to America.
 
My father, for that's who he was, explored illegal options, including a fake marriage with a U.S. citizen, but in the end the First Presbyterian Church in Portland, Ore., sponsored him – even though he was Catholic, spoke no English and originated in a Communist country that was then our enemy.
 
There were many reasons not to take him: The sponsors had to pay his transportation to America, cover his expenses and find him a job that didn't require English (he initially worked as a logger). They did all this with tremendous generosity; I'm still trying to pay it forward.
 
So in 1952, my father was on the deck of the ship Marseille as it approached New York Harbor. A white-haired Boston woman tried to chat with him, but my dad couldn't understand her.
 
The woman took out a piece of paper and wrote down the famous lines on the Statue of Liberty in front of them: "Give me your tired, your poor, your huddled masses yearning to breathe free. …"
 
"Keep this as a souvenir, young man," she told him. Then she corrected herself: "Young American."
 
My father was moved that he should be welcomed as a "young American" before he had even set foot on American soil. He kept that piece of paper in his wallet for years as a memento of the values of his new homeland.
 
There were difficulties, of course. No one could pronounce a first name bristling with consonants or a surname with three Z's, so he shortened his name to Ladis Kristof. He learned English, and Reed College and then the University of Chicago admitted him on scholarships. Eventually, he became a university professor.
 
Nobody held it against him that he had a thick Slavic accent, couldn't name a Beatles song and was fuzzy about whether the Super Bowl involved basketball or football. As an outfielder in a baseball game at a picnic, he grabbed a ground ball and threw it so that he hit a batter barreling toward second base; he was proud of his throw and exasperated that the runner wasn't called out.
 
That is what I give thanks for: an America willing to embrace immigrants with puzzling accents. I give thanks as well that this thread of magnanimity has, mostly, triumphed over the other thread represented by the Know-Nothings, the anti-Catholic riots, the Chinese Exclusion Act, the exclusion of Jewish refugees like Anne Frank, the internment of Japanese-Americans, the Muslim ban and this year, the separation of immigrant families at the Mexican border. Such ugliness has left a series of stains on our history.
 
Granted, immigration is a complex issue. We can't open our borders and admit everyone, so there are difficult lines to draw and trade-offs to make. President Trump sometimes talks about moving toward a Canadian-style system that gives preference on immigration to educated professionals rather than to relatives of those already here, and that's a reasonable policy suggestion worth debating.
 
What's not reasonable is the demonization of Syrian or Honduran refugees, or orders to tear children from their parents. This Thanksgiving, I give thanks to all those lawyers, social workers and volunteers who for months have been assisting migrants and trying to reunite traumatized children with panicked parents.
 
There are still many children who have not been reunited with families (245 as of last month). In some cases, American authorities effectively kidnapped immigrant children from parents and placed them in foster care. As we gather with our families, they wonder if they will see their families again.
 
My father died in 2010. He is not here on what would be his 100th birthday to see his adopted homeland dispatch troops to the border as a political stunt to combat "invaders." I give thanks that my dad arrived at a time when Americans saw the humanity in foreigners even if they dared try to improve the rules of baseball.
 
This Thanksgiving, I give thanks to those like the Boston lady who saw in my dad not an "invader" or a "rapist" or a "murderer" but simply a "young American." If only we were all now like the Boston lady.

Russian expert says change of power in Armenia likely to impact balance of forces in South Caucasus

The change of power in Armenia is very likely to have a big impact on the balance of regional and non-regional forces in the South Caucasus, shaped after 2008, Alexander Krylov, President of the Caucasus Society of Experts, said today when speaking at an international round table on the significance of 2018 for the South Caucasus.

He said the nature of possible changes now depends largely on those political and economic reforms that will happen following the December 9 snap parliamentary elections. According to him, if the new government demonstrates its effectiveness and ensures stable development of Armenia, it will become a stabilizing factor for the whole region.

“Otherwise, we are likely to witness the growth of disintegration tendencies not only in Armenia, but also across the South Caucasus,” Krylov argued.

Acting Prime Minister Nikol Pashinyan resigned October 16 to clear way for the dissolution of the parliament and holding early parliamentary elections. Under the Armenian Constitution, early elections are held if lawmakers fail twice within 14 days to appoint a prime minister. 

Pashinyan was elected as PM by the country's National Assembly after former president turned-prime minister Serzh Sargsyan resigned on April 23 under immense public pressure provided by weeks of nationwide protest against Sargsyan and his Republican Party. 

Nine political parties and 2 blocs will be contesting the polls. They  are My Step bloc, the Prosperous Armenia Party, the National Progress Party, the Christian-National Revival, the Sasna Tsrer All-Armenian Party, the Orinats Yerkir Party, the We  bloc, the ARF Dashnaktsutyun Party, the Bright Armenia bloc, the Republican Party of Armenia, the Social Democratic Party and the Decision of Citizen party. -0-

The Nile crocodile in Yerevan Zoo has died

Yerevan zoo confirmed the information Panorama.am had concerning the death of the crocodile at the zoo.

 "In the morning, one of the crocodiles of the zoo has been found dead. The cause of the animal's death will be revealed after the autopsy and laboratory tests.

At this point the zoo cannot provide any additional information, " said Ruben Abrahamyan, the zoo spokesman.

Karen Martirosyan, who has been taking care of the crocodile for over 20 years and who has been dismissed, told Panorama.am that the reason was illiteracy.

"It was the jewel of our zoo. I recently left my job, the animal was completely healthy. Completely. I saw the crocodile grow up, I was the head of the division, it was 4-5 cm in my hands, and now it's a 3-meter crocodile, " he said.

Martirosyan said he was anxious and stressed; he had taken care of the animal for 20 years day and night.

 "There were two crocodiles in the zoo, one was hybrid, and the other one that died was the Nile crocodile. I feel a great deal of pain. The 25-year-old crocodile died while the animal can live for up to 80 years. It was a very healthy crocodile. All our foreign guests admired the way we were taking care of it," said the expert.

 He was concerned that there are no specialists in the zoo, so the other animals may die as well.

"Iran, as an important factor in our region, becomes one of the most important principles of the US policy. And the greatest advocate of anti-Iranian moods is the US President’s National Security Advisor John Bolton,", international law expert Suren Sargsyan said today at an international roundtable discussion on "2018: A Breakthrough Year in the South Caucasus?"

"He does not use rhetoric to squeeze and crush Iran just as the US President's advisor, but also as a lecturer and ambassador. Regardless of his position, it was Bolton's principled standpoint. He is the author of the a part of the package of sanctions against Iran. Bolton has also always had an anti-Russian attitude, " he said.

Suren Sargsyan emphasized the fact that John Bolton's regional visit once again proved that Georgia is of strategic importance to the United States in South Caucasus.

"By and large, Georgia is plan B for the US. If there is a problem with Turkey, they cannot agree on some issues, Georgia is always there for anything. In its turn, Georgia has drawn its own external vector to that side. The second most important state in the region for the United States is Azerbaijan. Besides the fact that Azerbaijan is rich in energy resources, it also provides serious support regarding Afghanistan,"said the speaker.

Touching upon the recent visit of the US President's advisor John Bolton to Armenia, the international law expert noticed that his visit to our country was not by chance because there is a benchmark for Armenian-American relations, which cannot be lowered.

"It is conditioned by several circumstances, but the most important fact is the presence of the Armenian community. On the other hand, I think, there is also another benchmark above which the Armenian-American relations cannot be placed. The US, in fact, is not interested in Armenia as it has nothing to give to the United States.

Bolton was well aware that if he came to Armenia and asked for help regarding Iran, we would not help. Bolton also openly stated that Armenia is a high priority for them, but he did not use the word "strategic". But he used that word for Georgia and Azerbaijan. As for the arms sales, the United States knows that we are not the potential buyer of American weapons. First, it's expensive, and then you have to learn. This is a US business approach, " said Suren Sargsyan.

The international law expert underlined that Armenia should understand what Americans can offer.
Talking about the Armenian-American lobby, the speaker noticed that in this sense, our situation is not so favorable.

"Our lobbyists are historically in the worst condition today, and the American aid to Armenia is historically at its lowest level, only $ 6.8 million, while there was a period when Armenia was the second state after Israel, with regard to the amount of aid per person. And now that trend is not there, our influence in Washington is too small, and it's getting less and less. We are getting weaker and weaker. The only thing we can maintain is the American direct assistance to Artsakh, about $ 5 million a year. There are quite difficult times coming, we have not worked well with the Republicans, and we have been good with Democrats in the Congress, " Sargsyan said.

We bloc has different approaches which it wants to realize in the new parliament, head of Republic party, No 1 in the bloc’s list Aram Sargsyan said today launching campaign from Achajur community of Tavush province.

“We want your votes to be able to say what we think in the NA. What we say differs from what the others say,” Sargsyan said.

As to why the party decided to join Free Democrats for participating in elections, Sargsyan said they both see the country’s development model on the sample of European model.

“Each person who has an opportunity departs for Europe for treatment, each person who has opportunity sends his child to Europe to study, each person who has an opportunity wants to wear European clothes. It is in Europe where the authorities change legally, where elections are not being rigged,” Sargsyan said, adding that they want such model democracy.

“This wish has united me and Khachatur Kokobelyan,” Sargsyan said.

YEREVAN. – The “Citizen’s Decision” Social Democratic Party on Monday kicked off their snap parliamentary election campaign at Mashtots Park in downtown of Armenia’s capital city of Yerevan, and the party members had brought tangerines with them.  

Areg Tadevosyan, a member of the executive body of this newly-formed political force, noted that tangerines symbolize freshness.

“Freshness is needed in the political arena [of Armenia]. I have a great hope—moreover, I’m convinced—that we [the ‘Citizen’s Decision’] will bring that freshness,” he said. “The pomegranate was used in the Republic of Armenia as a symbol of unity. But we are convinced that the tangerine much better describes [unity], since it is a symbol of equally distributing, being united.”

Also, Tadevosyan expressed confidence that they will win seats in the new parliament, but added that even if they do not, it will not matter to them because they seek to carry out long-term activities.

Subsequently, the “Citizen’s Decision” party members held a march in downtown Yerevan, and handed out tangerines and party pamphlets to passers-by.

As reported earlier, the members of this political force are primarily former civil activists.

Campaign season for the upcoming snap National Assembly (NA) election has gotten underway Monday in Armenia.

The campaign season will conclude on December 7, whereas December 8 is election silence day, and December 9—election day

Eleven political forces—two alliances and nine parties—are running for parliament.

As a result of this election, the NA seats will be distributed proportionally among the political forces that have passed the respective minimum thresholds: 5% for parties, and 7% for alliances.
