“Football is more than just a game” – Arpine Hovhannisyan addresses issues of the global business in PACE

Arpine Hovhannisyan, head of the Armenian delegation to the Parliamentary Assembly of the Council of Europe, has delivered a speech in the assembly on the issues of football.

Arpine Hovhannisyan delivered the speech on behalf of the EPP political group.

“This topic is indeed actual. It is no secret that the volume of financial resourced circulating in international football increases every year due to the yearly growing interest towards football. Moreover, new businessmen and organizations possessing huge financial means are investing in international football, aiming at increasing their own incomes in new markets for them”, Hovhannisyan said.

Hovhannisyan stressed that football is more than just a game or leisure option, it is a prospect business direction, which is proved by the growing volumes of broadcasts (as result, incomes of federations, leagues and clubs are increasing from the sales of broadcast licenses), the growth of participation and competition in various sports events between clubs, namely major clubs, growth of volumes of sales of club shirts and memorabilia.

“This list can go on very long. The commercialization of global football, naturally, can’t not impact the value of the transfer market and football stars. From the first sight it may seem that there is no negative occurrence that a new business direction has formed and is developing in the global economy. However, the commercialization of football is creating a huge financial hole between small and big clubs. It is enough to only mention that a big club can allow itself to pay 100 and more million Euros to acquire 1 player, when small clubs are unable to have 5% of the transfer budget of big clubs for updating their team for the entire year”, she said.

The MP mentioned that it is impossible to acquire famous players with small amounts of money, and small clubs have to deal with average level squads. According to her, until recently small clubs had the opportunity to benefit from various tools, such as joint rights for players, loaning, involvement of players from youth teams to the main teams and others.

“These measures aren’t only beneficial for small clubs, but also contribute to ensuring the employment of players, since they get the chance to play in small clubs and get more skilled, which leads to the increase of their transfer value. As result , these players are able to play in big clubs, while small clubs continue their activities. Nevertheless, the abovementioned Italian model was cancelled, which has negatively impacted small clubs. The other negative impact for small and medium clubs was the adoption of the new regulations of financial FAIR PLAY”, she said.

“If we limit certain opportunities, we must think about proposing alternatives to the small clubs. Otherwise we will have a situation when big clubs are monopolizing the market by pushing the smaller ones out of competition, which in turn will negatively impact players having new and average level”, she said.

President Sargsyan says Azerbaijan’s maximalist expectations hinder NK conflict settlement

Azerbaijan’s maximalist and unrealistic expectations from the outcome of the negotiations is an obstacle to the negotiations over the Nagorno Karabakh conflict settlement, Armenian President Serzh Sargsyan said at PACE, in response to the question of one of the MPs.

“If the international community can help Azerbaijan to get rid of illusions and come to a realistic field, I think we will achieve great success in a short period of time”, the President said.

He added that the Nagorno Karabakh conflict hinders the development of the peoples of the conflicting sides, takes human lives, great material resources. “Really there is a need for this conflict to be solved. The fact that the agreements reached are not being implemented also hinders the negotiation process. In 2016 Azerbaijan launched large-scale military operations. After that we had meetings in Vienna, St. Petersburg and then in Geneva. During these meetings we reached an agreement that the best way to continue the negotiations is to create some trust elements. In this regard we made a decision to create an international investigative mechanism for ceasefire violations, expand the powers and set of tools of the personal representative of the OSCE Chairperson-in-Office and reduce tension”, the Armenian President said.

He stated that this didn’t happen since immediately after these meetings the Azerbaijan high-ranking officials announced that this is not their statement, these are the statements of the Co-Chairs, and that the Nagorno Karabakh issue is Azerbaijan’s internal affair. “In such circumstances, of course, it’s unrealistic to expect a quick settlement or intensive progress of negotiations”, President Serzh Sargsyan said.

Armenia Committed To European Values, Insists Sarkisian

President Serzh Sarkisian again described Armenia as a European nation
and pledged to deepen its relations with the European Union during a
visit to Strasbourg on Wednesday.

"We consider ourselves Europeans regardless of whether or not the
Europeans also think so," Sarkisian declared during a
question-and-answer session at the Council of Europe's Parliamentary
Assembly (PACE).

"We are sure that our cooperation with the EU will deepen because we
cooperate with EU structures not to make a point to someone but
because we consider ourselves carriers of the European value system,"
he said after a speech delivered on the PACE floor.

In that context, Sarkisian cited the recent signing of the
Comprehensive and Enhanced Partnership Agreement (CEPA) between
Armenia and the EU. The landmark accord opened up "very good prospects
for Armenia's development," he said.

The CEPA is a less far-reaching substitute for an Association
Agreement which was nearly finalized by Yerevan and Brussels in
2013. Sarkisian precluded its signing with his unexpected decision to
seek Armenia's accession to the Russian-led Eurasian Economic Union
(EEU).

Sarkisian defended that decision on Wednesday, saying that it was
backed by most Armenians and proved beneficial for the Armenian
economy. Answering a question from a PACE member, he also argued that
membership in the EEU has not prevented Armenia from seeking closer
ties with the EU.

Under the CEPA, the Armenian government is to carry out political
reforms and boost human rights protection. It must also gradually
"approximate" Armenian economic laws and regulations to those of the
EU.

In his speech at the Strasbourg-based assembly, Sarkisian claimed that
Armenia has made significant progress in democratizing its political
system since joining the Council of Europe 17 years ago.

"I can proudly state today that we have fulfilled our main commitments
to the Council of Europe regarding Armenia's democratization," he
said. "This is not just our assertion. Our successes in the
establishment of democratic institutions have been acknowledged in
reports drawn up by Council of Europe's monitoring structures."

The ongoing "reforms," he went on, will gain new momentum with
Armenia's impending transition to a parliamentary system of government
stemming from sweeping constitutional changes enacted in 2015. He
argued that those changes were largely endorsed by legal experts from
the Council of Europe's Venice Commission.

Sarkisian's political opponents believe that the main purpose of the
controversial constitutional reform was to enable him to stay in power
after serving out his final presidential term in April 2018. They also
maintain that the Sarkisian administration continues to abuse human
rights and rig elections.



Opposition Bloc Wants Parliament To Condemn 2008 Crackdown

The opposition Yelk alliance called on the Armenian parliament on
Wednesday to condemn a 2008 post-election crackdown on opposition
protesters in Yerevan which left ten people dead.

A parliamentary resolution drafted by Yelk also demands that Armenian
law-enforcement authorities at last identify and punish those directly
responsible for the bloodshed that followed a disputed presidential
election.

Many supporters of the main opposition candidate, former President
Levon Ter-Petrosian, took to the streets at the time to demand a
re-run of the vote that formalized a transfer of power from outgoing
President Robert Kocharian to Serzh Sarkisian. Thousands of them
barricaded themselves in downtown Yerevan on March 1, 2008 after riot
police broke up nonstop demonstrations organized by Ter-Petrosian and
his allies in the city's Liberty Square in protest against alleged
vote rigging.

Eight protesters and two police servicemen were killed as security
forces tried to forcibly end that protest as well. Ter-Petrosian urged
his supporters to disperse early on March 2 shortly after Kocharian
declared a state of emergency and ordered Armenian army units into the
capital.

More than a hundred opposition activists and supporters were arrested
in the following weeks. Most of them were tried and sentenced on
highly controversial charges. Nobody has been prosecuted for the
killings since then, despite law-enforcement authorities' claims that
they are continuing to investigate the unrest.

The parliamentary declaration proposed by Yelk condemns the use of
"crude and illegal force against peaceful protesters" and "fabricated"
criminal cases against oppositionists. It says that the authorities
must identify and prosecute those who ordered or committed the
killings. It also describes the February 2008 election as fraudulent.

Sarkisian's ruling Republican Party of Armenia (HHK) did not
immediately react to the Yelk initiative, saying only that it is
looking into the draft declaration circulated in the National
Assembly. The HHK has previously blocked parliamentary inquiries of
the 2008 unrest and financial compensations to the families of the ten
victims demanded by other opposition forces.

A leader of Yelk, Nikol Pashinian, was confident that the motion will
at least reach the parliament floor in time for the tenth anniversary
of the tragic events. "The issue of March 1 will be discussed at a
plenary session of the National Assembly in one way or another," he
said.

Pashinian, 42, was one of the main speakers at Ter-Petrosian's 2008
post-election rallies. He went into hiding on March 2, 2008. The
former newspaper editor subsequently surrendered to law-enforcement
bodies and was sentenced to seven years' imprisonment. He was set free
in 2012 after spending about two years in prison.

Pashinian fell out with Ter-Petrosian before setting up his own
political party called Civil Contract. The latter is one of the three
opposition parties making up Yelk.

Ter-Petrosian's Armenian National Congress (HAK), which is not
represented in the current parliament, has already announced that it
will mark the tenth anniversary of the worst street violence in
Armenia's history with a demonstration in Yerevan.



Armenian, Iraqi Kurdish PMs Discuss Closer Business Ties

Switzerland - Prime Ministers Karen Karapetian (R) of Armenia and
Nechirvan Barzani of the Iraqi Kurdistan region meet in Davos,

The prime ministers of Armenia and the Iraqi Kurdistan region met in
Switzerland on Wednesday to discuss ways of reinvigorating bilateral
commercial ties complicated by last year's Kurdish independence
referendum.

Iraqi Kurds voted overwhelmingly for independence from Iraq on
September 25. The Iraqi central government rejected the referendum as
illegal, seizing the Kurdish-held city of Kirkuk, imposing financial
sanctions on the Kurds and blocking flights to and from the regional
capital Erbil. The vote also angered Turkey and Iran, which fully or
partly shut down their borders with the autonomous region.

Armenia, which maintains cordial relations with both the authorities
in Baghdad and the Kurdistan Regional Government (KRG), reacted
cautiously to the standoff. Foreign Minister Edward Nalbandian
expressed hope that the two sides will "find ways of solving existing
issues."

The KRG seemed to bow to the pressure from Baghdad, Ankara and Tehran
in October, offering to freeze the referendum results. Its Prime
Minister Nechirvan Barzani visited Tehran and met with Iranian
President Hassan Rouhani on Sunday.

Three days later, Barzani and Armenian Prime Minister Karen Karapetian
held talks on the sidelines of the annual World Economic Forum in
Davos. An Armenian government statement said they discussed
"possibilities and prospects for bolstering bilateral economic links."

"Prime Minister Barzani stressed that [the Iraqi Kurds] want to deepen
cooperation and spur commercial ties with Armenia, said the statement.

Karapetian also called for closer ties between Armenia and the Kurdish
region, saying that his government is ready to take "practical steps"
for that purpose." The two men were reported to single out energy,
trade and tourism as potential areas for closer cooperation.

Armenia's trade with the Kurdish region and other parts of Iraq has
grown considerably in recent years. Armenian exports to the Middle
Eastern nation accounted for the bulk of Armenian-Iraqi trade worth
$138 million in 2016.

Commercial exchange between the two countries is mainly carried out
via Iran, a key neighbor and foreign partner of Armenia. The Islamic
Republic reopened two border crossings with Iraqi Kurdistan on January
2.

According to the government statement, Karapetian and Barzani also
discussed the resumption of weekly flights between Yerevan and Erbil.

The flights were suspended in late September following the Iraqi
government's decision to close Iraqi Kurdistan's airspace to foreign
airlines in retaliation for the independence referendum. Reports from
Baghdad have said that the ban will remain in force at least until the
end of February.

The Armenian government formally decided to open a consulate general
in Erbil in March 2017 shortly after Nalbandian held fresh talks with
Massoud Barzani, the Iraqi Kurdish president at the time, in Germany.

"Haykakan Zhamanak" attacks senior Armenian officials who downplayed
the impact of recent price increases during parliamentary hearings
held in Yerevan on Tuesday. "Why did they organize those hearings in
the first place?" writes the paper. "To say that there is no inflation
in Armenia."

"Zhoghovurd" says those officials failed to clarify during the
hearings whether there are any ways of mitigating the impact of the
price hikes. The paper says they claimed instead that external, not
"subjective," factors" are behind the price hikes. "It is not clear
what Armenia's citizens gained from those proceedings," it says.

"Hraparak" reports that Gagik Tsarukian's alliance will propose fresh
hearings in the National Assembly on the same issue. The paper quotes
one of its parliamentarians, Sergey Bagratian, as saying that the bloc
is not happy with the format of Tuesday's hearings. He says the
Tsarukian Bloc believes that the next such discussion should focus on
what can be done to reverse the increased cost of fuel and some food
products. "Besides, there should be no time limits for speeches and
questions asked to speakers," he tells the paper.

"Aravot" cites an Armenian analyst, Gevorg Melikian, as saying that
Azerbaijan has purchased $500 million worth of weapons from Belarus in
the past decade. Melikian says he is surprised that the Armenian media
did not cover Azerbaijani-Belarusian military dealings until a recent
announcement that Baku will acquire Belarusian-made rocket systems for
$170 million.

YEREVAN. – The tycoons of Armenia are worried that a new tycoon competitor, ambassador to UK Armen Sarkissian—whom the ruling party has nominated as its presidential candidate—will appear in the country’s business life, according to Zhamanak (Time) newspaper.

“They are convinced that President [Serzh] Sargsyan will attempt to get business domains for himself, and that is possible solely at the expense of others.

“In the near future, the oligarchy [of Armenia] could put information discrediting Armen Sarkissian into circulation, and which will force him to give up his presidential ambitions.

“And such [information], according to our source, exists,” wrote Zhamanak.

The Mar 2, 2018 presidential election in Armenia will have no decisive effect on the politics in either the country or the region. The power balance formed as a result of the last parliamentary elections will hardly be changed. But this race will not be a formality as some analysts claim. It will be as symbolic as will be the figure of the fourth president.

It’s all about the constitutional reform adopted through a referendum on Dec 6, 2015. It was then that the ruling Republican Party of Armenia laid the basis of its future domestic policy and moved the center of power from the presidential palace to the parliament. That move preceded the final straight of the second presidential term of the Republican Party leader Serzh Sargsyan.

The constitutional reform has made Armenia a parliamentary republic, where true power is in the hands of the prime minister. On Mar 2, the president will no longer be elected by the people but by the parliament, where most of the members are Republicans. The new president is supposed to appoint the new prime minister and it will be a man from the force that won the last parliamentary elections, that is, the selfsame Republican Party.

The new president will have no influence on Armenia’s foreign and defense policies. The army will be subordinate to the government, that is, the defense minister, while the supreme commander will be the prime minister. As many as 66.2% of the Armenians voted for this system in 2015 (though the turnout was as low as 50.8%).

There are several candidates for presidency: Foreign Minister Edward Nalbandian, Chairman of the Constitutional Court Gagik Harutyunyan, first defense minister Vazgen Manukyan, former president of Nagorno-Karabakh Arkady Ghukassyan and even first president of Armenia Levon Ter-Petrosyan. The common thing about all these people is their symbolic role in Armenia’s modern history and low weight in the country’s current political life. The parliament may well appear with other candidatures. One of them is known: veteran of the Nagorno-Karabakh war, member of the pro-Western Yelk bloc Artak Zeynalyan. The discussions of the candidacies are to be started next week. The leader of “constructive opposition” force Prosperous Armenia Gagik Tsarukyan has refused to run for a symbolic post. Perhaps, he should have done it. Each symbol has a special meaning that may materialize one day – as was the case in Georgia!

Georgia has always had an influence on Armenia’s political life. Figuratively speaking, Georgia is a gate for all political winds blowing from Europe. Georgia was the first in the region to switch to parliamentary regime. The author of the reform was Mikheil Saakashvili. But the problem was that later his United National Movement party lost parliamentary elections to Georgian Dream. As a result, the office of prime minister went not to Saakashvili but to oligarch Bidzina Ivanishvili. The presidential post went to Georgy Margvelashvili. First regarded as a formal figure, Margvelashvili is now showing increasingly growing ambitions. Levon Ter-Petrosyan and Vazgen Manukyan are also very ambitious, so, they should be removed from the list of candidates. Besides, Ter-Petrosyan is too old for a political comeback.

So, there will be no ambitious people in the office of the next president of Armenia. Serzh Sargsyan has turned out to be more perspicacious that his Georgian colleagues. His party won the parliamentary elections that followed the constitutional reform. Now it has to pick up a loyal president. The question is who will nominate as new Prime Minister. When presenting the constitutional reform, Sargsyan promised that he would not seek the posts of Prime minister or speaker of parliament after the end of his presidency. That promise was a guarantee that the reform would be a success as many people in Armenia suspected Sargsyan of seeking to perpetuate his power.

Sargsyan’s second step after the constitutional reform was the victory of his part in the subsequent parliamentary elections. Now he is to take the third step – to elect the fourth (symbolic) president and to form a cabinet led by a strong prime minister. The Republicans want Sargsyan to be the one, but they should know that if they nominate Sargsyan, their rating will fall to the level of his current rating. In order to win next time, they need a new locomotive instead of the derailed Karen Karapetyan, who is still eager to continue as prime minister.

One more crucial problem is the prospects of Armenia’s foreign policy. The Republican Party of Armenia is a member of the European People’s Party and is committed to promote European legislative models in Armenia: their last law against domestic violence caused a scandal in Armenia as an initiative contradicting Armenian traditions. As president, Serzh Sargsyan has carried out a multi-vector foreign policy and enjoys good relations with both the West and Russia. What foreign policy will parliamentary Armenia have?

The Russians are not enthusiastic about Armenia’s move towards parliamentary regime as they perfectly know what means and technologies Armenian parties apply. Internal political flexibility implies flexibility in foreign policy, but critics warn that with an unsettled conflict in Nagorno-Karabakh, such a switch can be dangerous.

Poland will continue efforts to promote a peaceful resolution of the Nagorno-Karabakh conflict, the Polish Foreign Ministry said in a statement issued on the Krakow meeting.

“The Foreign Ministry welcomes the outcome of the Krakow meeting of the foreign ministers of Armenia and Azerbaijan, Edward Nalbandian and Elmar Mammadyarov,” reads the statement.

“Poland will continue efforts to promote respect for the principle of peaceful resolution of disputes and conflicts based on international law.”

The ministry further noted that Poland will play an active role in this field as part of its non-permanent membership of the UN Security Council in 2018-2019.

The Foreign Ministers of the two countries met in Krakow on Jan.18 with the participation of the co-chairs of the OSCE Minsk Group, Andrew Schofer (USA), Stefan Visconti (France) and Igor Popov (Russia), and Ambassador Andrzej Kasprzyk, Personal Representative of the OSCE Chairperson-in-Office.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
