YEREVAN, NOVEMBER 26, ARMENPRESS. The Orinats Yerkir (literally translated to Country of Law, aka Rule of Law) party began the election campaign today from its head office.

“We are beginning the campaign from the yard of a church, by saying that our party is committed to our national values, we consider the Armenian Apostolic Church’s role and place in the life of our people to be extremely important, we attach importance to the Armenian family’s traditional kind and spirit,” party leader and number 1 on the proportional list Arthur Baghdasaryan told reporters.

“The nation faces serious issues. It is impossible to solve the problems of thirty years in 8 months, but it is possible to show how Armenia should develop. We don’t see today the clear pathway or vision for this development, and therefore we are running for parliament, by presenting our competitive approaches and programs, our ideas, in the event of realization of which people will smile,” he said, adding that they will campaign across the country and will meet with representatives of different social classes.

YEREVAN, NOVEMBER 26, ARMENPRESS. The recent peaceful, velvet revolution in Armenia has certainly changed a political situation, and the political situation directly affects the investment environment, acting deputy prime minister Tigran Avinyan told reporters, reports Armenpress.

He said the new government has taken very concrete actions for the improvement of the investment environment, in particular the Tax Code reforms which is one of the components for the improvement of the overall investment climate, the anti-corruption activity and etc.  

“Armenia, being a member states of the Eurasian Economic Union (EAEU), is a market of 200 million consumers. We also have different agreements with the European Union, there are broad opportunities for exporting the goods to the Middle East, and in this sense Armenia can certainly act as a bridge between the EU, EAEU and the Middle East”, he said.

As for the US sanctions on Iran, the acting deputy PM said they definitely affect the development of trade, our economic relations. “I think that all political issues will be solved within the course of time, and we will be able to move forward without any restrictions”, he said.

Commenting on the question regarding less number of people in Pashinyan’s rallies, the acting deputy PM said only the number of people cannot determine whether the rally is successful or not. “It was a summary of the government’s activity. The activity of the transitional government started with a rally and ended with a rally as well, and now we are entering a very interesting stage”, Avinyan said, assuring that it’s time for everyone to talk about their programs in the political field.

YEREVAN, NOVEMBER 26, ARMENPRESS. The election campaigning program of the Republican Party of Armenia (HHK) is summed up in its motto – “If you are concerned [worried], vote for Republicans”, HHK Vice President, MP Armen Ashotyan told a news conference when introducing the party’s program.

Ashotyan is running for parliament as number 5 of the HHK electoral list.

“What should the citizen of the Republic of Armenia be concerned about. We are sure that the citizen of the Republic of Armenia must be concerned over Armenia’s security, Artsakh’s future, the [military’s] combat-readiness, strong borders, new price hikes, social problems and the threat of losing jobs. We believe that people will also [seek] an idea and a team in politics apart from emotional reflections, that people will [seek] experiences figures, who not only are capable of working in the future, but who were also able to revise their past, to get positioned as principled [loyal] professional people, and, who are ready to also have their clear stable role in building Armenia’s future,” Ashotyan said.

He said that the program’s component part is comprised from the latest statement of the HHK Council, that was the basis for refining the program, as well as the campaigning program for the 2017 parliamentary election.

Asked why citizens should vote for the HHK, Ashotyan replied: “Why vote for Republicans? Because we have a history, knowledge, experience, and we know and have admitted our mistakes. We are ready to serve our country”.

According to Deputy Speaker of Parliament Arpine Hovhannisyan, the number 2 candidate on the HHK list, their party doesn’t want to be in the status of an observer, on the contrary – they feel responsibility toward processes in the country.

“When you are in the status of an observer, you are again responsible. We don’t want to be in a status of observer. Secondly, we have fully realized our political path – the flaws that we had, and the achievements that we had. We have knowledge, we have experience, we have readiness for serving the Republic of Armenia. We want to allow ourselves to voice the issues that we see in terms of both what we have done, and what we haven’t done,” she said.

YEREVAN, NOVEMBER 26, ARMENPRESS. Acting Prime Minister of Armenia Nikol Pashinyan says China is a key partner for Armenia, reports Armenpress.

“China is a very important partner for us. We in fact have very good relations, but I think that our relations must be more active and developed. And we hope to see new investments from China in Armenia’s economy”, Pashinyan said in an interview with the Chinese Phoenix TV.

Asked in which sectors Armenia expects investments from China, the acting PM said the Chinese businessmen can make investments in the construction of new roads, textile industry and high technologies.

Nikol Pashinyan expressed hope that some Armenian products will also be available in the Chinese market. “I think there is a very great potential to further develop our relations”, he said.

Pashinyan noted that the development of political relations with China is also very important for Armenia. “We have discussed this issue also with the Chinese Ambassador to Armenia. I have invited the President of China to Armenia, and I will visit China with a great pleasure”, he said.

168: “I’ve said it before, and I’ll say it again — it was misuse of administrative resources” – Varuzhan Hoktanyan publishes the international standards upon Nikol Pashinyan’s demand

Project Director of Transparency International Anti-Corruption Center Varuzhan Hoktanyan recently declared that, according to international standards, the regional visits of Nikol Pashinyan during the pre-election period is misuse of administrative resources. However, Nikol Pashinyan does not think so. “What does ‘international standard’ mean? Does this mean that the Acting Prime Minister of the Republic of Armenia should not leave the office?” Pashinyan declared, demanding that the international standards be published.

In an interview with 168.am, Project Director of Transparency International Anti-Corruption Center Varuzhan Hoktanyan presented the international documents based on which he had made such a statement.

“First, there is the 1990 OSCE Copenhagen Document, Paragraph 5.4 of which states that there has to be “a clear separation between the State and political parties; in particular, political parties will not be merged with the State”. Later, this served as a basis for the definition of misuse of state (administrative) resources during elections. Misuse of administrative resources during elections is misuse of public (state, community) resources by the ruling political parties or candidates in order to have an unsubstantiated advantage during elections. Ruling political parties already have an advantage from the perspective of the use of administrative resources (because only they can possess such resources), and this is why it is accepted to distinguish between use of administrative resources and misuse of administrative resources,” Hoktanyan clarified.

Varuzhan Hoktanyan also made a reference to Section G of Chapter 2 of the OSCE/ODIHR Handbook for the Observation of Campaign Finance (Handbook for the Observation of Campaign Finance. @OSCE/ODIHR 2015. ISBN 978-92-9234-903-5, pp. 22-23), which is devoted to misuse of administrative resources.

“Section G of Chapter 2 particularly states the following: “Common problems that may be observed include the use of government offices or vehicles for campaigning and the campaigning of public sector employees during work hours”.

This was the main problem here. I took as a basis the fact that public sector employees and employees of state institutions attended the opening of a school in Martuni during work hours, and after listening to what Pashinyan said during the opening ceremony, I can state that there was also campaigning. I am placing the main emphasis on the fact that the event took place during work hours. I have said it before, and I will say it again — this specific episode was misuse of administrative resources.

Yesterday, the Central Electoral Commission (CEC) published a clarification stating that the Electoral Code does not contain any regulation with respect to periods that are not within the period of the election campaign (26 November-7 December); therefore, whatever is done before the specified period shall not be observed as campaigning.”

The CEC clarifies that the RA Electoral Code defines a specific period referred to as the period of pre-election campaign and to which the rules defined by the Electoral Code apply.

“The period of pre-election campaign for the snap elections of the National Assembly scheduled for 9 December 2018 starts on 26 November and ends on 7 December. This is exactly the period during which the rules defined by the Electoral Code for use of public resources, campaigning and ensuring of financial transparency apply in order to ensure equal opportunities for political parties and candidates running in the elections,” the statement reads.

At the same time, as Varuzhan Hoktanyan stated, according to the internationally accepted good practices, there should not be misuse of administrative resources before the period of pre-election campaign prescribed by law, including prior to the launch of the official campaign, starting from the day of promulgation of the legal act on holding elections (in Armenia’s case — the decree of the RA President).

Hoktanyan said that even though Armenian legislation does not define the concept of “misuse of administrative resources”, according to the above-mentioned international standards, Pashinyan’s regional visits during the pre-election period can be observed as misuse of administrative resources, if Pashinyan has campaigned during work hours in the course of those visits.

“I will not be surprised to find out that the working day of the Prime Minister is not regulated and that he can campaign whenever he wants. The march held today is on a Saturday, meaning that it cannot be observed as misuse of state resources.”

As far as the already placed pre-election posters are concerned, Hoktanyan said there is no misuse of administrative resources there.

“There is a financial monitoring handbook for pre-election campaigns for NGOs, and there are examples of misuse of administrative resources on the part of institutions on page 98. Among those examples are campaigning during work hours, use of government vehicles for campaign and more. The book also states campaigning during events not linked to elections. Pashinyan can say this is not the case, but this is my opinion. Anti-campaign is also a type of campaign. During their years in power, some members of the Republican Party of Armenia would say that people don’t have to vote for the Republican Party of Armenia, but this should not be said directly or by spattering other political parties,” Varuzhan Hoktanyan noted.

“When the Civil Contract Party was an opposition party and Transparency International would speak out about this, the political party would encourage Transparency International and tell us that there should not be campaigning during work hours,” Hoktanyan emphasized.

Touching upon the issue of whether the Acting Prime Minister is obliged to be on leave starting from the launch of the official campaign until the end of the campaign, Chief of Staff of the RA Prime Minister Eduard Aghajanyan said that the RA President, Deputies of the National Assembly and government officials can combine campaigning and the performance of their official duties during the pre-election period.

However, making a reference to the OSCE/ODIHR Handbook for the Observation of Campaign Finance (see page 22), Varuzhan Hoktanyan stated that manifestations of misuse of administrative resources could be prevented, if the Acting Prime Minister and other officials were on leave.

168: Public TV to air interviews, programs involving all candidates of parliament, final live debate to feature leaders of all participating forces

During the campaigning period for the general election, the Public Television will air daily interviews with political leaders, as well as debates in order for voters to have in-detail access to the political programs of all candidates running for parliament, the broadcaster said in a press release.

In accordance to the rules of the Central Electoral Commission, the Public Television will provide equal airtime to all candidates.

The debate programs will feature 4 political forces each day from November 26 to December 3. The candidates for parliament will debate over issues ranging from education, culture, tax policy, to healthcare, corruption, security and foreign policy, among others. All forces will participate in the debates 3-4 times during the campaigning period.

The final debate will feature the leaders of the political parties and blocs running for parliament. It will air live.

Acting defense minister of Armenia Davit Tonoyan, accompanied by the leadership staff of the ministry, the Armed Forces and General Staff, NGO representatives and war volunteers, today visited the Yerablur Military Pantheon to pay tribute to the memory of the National Hero of Armenia, Hero of Artsakh Monte Melkonyan on the latter’s 61st birthday anniversary.

The officials laid flowers at the tombs of Commanders Vazgen Sargsyan, Andranik Ozanyan, the Berdapar memorial for the memory of Armenians fallen for the independence and freedom of Armenia and Artsakh.

Pashinyan highlights anti-corruption combat also in terms of increasing country’s appeal for foreign investors

The combat against corruption in Armenia is carried out not only for establishing justice and rule of law, but also for improving the investment environment, caretaker Prime Minister of Armenia Nikol Pashinyan said in an interview to the Chinese Phoenix TV.

“We believe that the anti-corruption combat will enable us to make the investment environment more attractive for foreign investors. Therefore, we are doing it not only for establishing justice and the rule of law. In addition, we hope that the situation when there won’t be any corruption in our country will attract foreign investors, in order for them to come and make investments in Armenia,” Pashinyan said.

He added that economic monopolies existed in Armenia. “There were people who had a lot more rights than others. I can guarantee that everyone is equal before the law in Armenia. And our government’s next priority is the creation of a truly independent judiciary in the country, because, unfortunately, our judiciary was also corrupt, and now we are working in the direction of making our judiciary truly independent,” he said.

Pashinyan also stressed that while walking the streets of Yerevan one can see many smiling people, and noted that the situation wasn’t the same six months ago.

“Most people in Armenia weren’t happy and were feeling disrespected. We were a country that always had problems regarding election results, when each time the results were rigged. But now we have eliminated this problem, and now, as Prime Minister of Armenia, I can guarantee that never again will we have such a problem,” he said.
