YEREVAN, NOVEMBER 24, ARMENPRESS. Acting Prime Minister of Armenia Nikol Pashinyan will organize rallies from time to time also after the December 9 early parliamentary elections, ARMENPRESS reports Pashinyan told the reporters about this during the city-wide rally on November 24.

“Last time we organized a rally during the elections of Yerevan City Council. From time to time you will see us rallying also after the elections”, Pashinyan said.

According to the acting PM, they will try to be in all the administrative districts of Armenia during the rally.

Acting Prime Minister of Armenia Nikol Pashinyan is confident that regular elections will take place in Artsakh and the people will form a legitimate authority, Pashinyan said, commenting on the announcement of representative of “Sasna Tsrer” Party Jirair Sefilian, saying that a revolution should take place in Artsakh to “prevent explosion”.

To the question if he sees any need for revolution in Artsakh, Pashinyan said, “I have expressed my full support to the Artsakh authorities and I am confident that the regular elections will take place in Artsakh. The people of Artsakh will form legitimate authorities. The decisive power in Artsakh are the people of Artsakh”, ARMENPRESS reports the acting PM as saying.

YEREVAN, NOVEMBER 24, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan has commented on the possibility of amending the Constitution.

Speaking to reporters today during a city-wide march in Yerevan, Pashinyan said that Constitutional amendments should not be an end in itself. “Constitutional amendments must be a measure for reaching a certain goal. In places when we will require utilizing this measure, we will utilize it,” he said.

Asked if he plans to keep the current parliamentary system of governance if he reaches success in the general election, Pashinyan said: “Yes, I don’t see the necessity to change it at this moment.”

Asked about the probability of reducing the powers vested in the Prime Minister of the country, he said that a balance of powers of the PM and the parliament should exist, but it should be done in a way so that the structure of power doesn’t break.

YEREVAN, NOVEMBER 24, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan says in case of having success in the upcoming general election and being re-elected to office he plans to re-appoint Zohrab Mnatsakanyan as foreign minister and Davit Tonoyan as defense minister.

Reporters asked Pashinyan today during a march if Mnatsakanyan and Tonoyan will continue serving in the Cabinet in their positions, and the caretaker Prime Minister said they will.

Armenia’s Prime Minister Nikol Pashinyan resigned on October 16 to trigger the process of disbanding the parliament.

Pashinyan took office after massive protests in April forced president-turned PM Serzh Sargsyan to resign. But Sargsyan’s Republican Party (HHK) still has most seats in the 105-seat parliament. Since taking office, Nikol Pashinyan has numerously said that the incumbent parliament doesn’t represent the people and that early elections should take place as soon as possible.

In accordance to the Constitution, when a Prime Minister resigns the parliament must elect a new PM within two weeks. Lawmakers deliberately failed to elect a new PM as a formality in order to pave the way for dissolution.

The last round took place on November 1 and the parliament was dissolved by virtue of law.

Later on the same day, President Armen Sarkissian signed an order on dissolving the parliament and calling early elections on December 9.

The parliament will function until the new parliament is elected.

The government is formally a caretaker government until a new government is formed after the election.

YEREVAN, NOVEMBER 25, ARMENPRESS. The Im Kayl (My Step) bloc will hold a campaigning event on November 26 in the town of Talin in Aragatsnotn Province and in the towns of Maralik, Artik and the city of Gyumri of Shirak Province, caretaker Prime Minister Nikol Pashinyan said live on Facebook.

Pashinyan is member of the board of the Civil Contract, a party that is part of the bloc, and he also leads its electoral list.

“The campaigning for the early election of National Assembly is beginning tomorrow, and from tomorrow, I, of course must actively participate in this campaigning,” Pashinyan said.

Pashinyan is member of the board of Civil Contract, a party that is within the Im Kayl bloc.

“I’m taking a vacation from tomorrow to fully participate in the campaigning,” Pashinyan said on Facebook today.

Im Kayl will hold campaigning events tomorrow in four Armenian towns: 11:00 in Talin (Aragatsotn Province), 13:30 in Maralik (Shirak Province), 15:00 in Artik (Shirak Province) and 17:00 in Gyumri (Shirak Province).

Armenia will vote to elect a new parliament on December 9.

Prime Minister Nikol Pashinian acknowledged “possible mistakes” made by his government after marching through Yerevan with supporters for nearly ten hours on Saturday.

“Today we have held the longest march in the history of the Third [Armenian] Republic. Our march lasted for 9 hours and 25 minutes. We walked 37.5 kilometers,” he said at the end of the marathon rally held two days before the official start of campaigning for the December 9 parliamentary elections.

“First of all … we have once again demonstrated that our will is stronger than a rock and our spirit never surrenders and nobody and nothing can stop us on the path of building a free and happy Armenia because we enjoy the trust of our people,” he said outside the prime minister’s office in Yerevan.

“In a sense, it was a walk of atonement,” Pashinian went on. “We have been leading Armenia for six months in a governmental capacity. And this was a march of atonement for possible mistakes made by us. This was a march of atonement for those citizens who have become embittered at some point and experienced disappointment during this time.”

The premier did not specify those mistakes.

Walking through various parts of Yerevan, Pashinian wore blue jeans and a black cap and chanted his trademark slogans through a megaphone in scenes that were meant to be reminiscent of this spring’s “velvet revolution.”

Pashinian began the long march from the city’s northern Nor Nork district where he was joined by hundreds of supporters in the morning. He again declared there he has delivered on all the promises which he made to Armenians when leading the mass protests that brought him to power in May.

He argued that he launched a crackdown on corruption and broke up economic monopolies after taking over the government, and prevented fraud in local elections subsequently held in various parts of the country. He said his government has also ensured that everyone is equal before the law.

Speaking to RFE/RL’s Armenian service (Azatutyun.am) during the rally, Pashinian reiterated his pledges to carry out an “economic revolution” that will improve the lives of many Armenians. He said his government has already created a level playing field for all businesses and is planning major tax cuts that that will boost the real incomes of 350,000 Armenians in the coming months.

Pashinian also stated that the government is now helping unnamed private investors to launch $500 million worth of investment projects that could lead to the opening of several manufacturing plants already next year. He refused to give details of those projects.

Pashinian’s political opponents, notably former President Serzh Sarkisian’s Republican Party (HHK), accuse him of lacking clear economic plans. They say that economic growth in Armenia has slowed down since the revolution.

Some critics also pounced on attendance at Saturday’s demonstration, which was visibly lower than during similar marches staged by Pashinian in April and May.

The premier hit back at them later in the evening.

“To those who talk about the allegedly small number of participants of today’s march, I say: walk 37 kilometers and see how many people from your family will join you and whether you will reach your destination at all,” he wrote on Facebook. He insisted that tens of thousands of people took part in the march in one way or another.

Pashinian’s My Step alliance is widely expected to win the upcoming elections.

Armenia’s acting Prime Minister Nikol Pashinyan urged all the lawyers present legal norms not allowing conduction of march two days before the official launch of the election campaign or carry out provincial visits, the PM stated speaking to reporters today.

He said his actions are not legally banned.

“Do you mean to say that the acting PM should not leave his office? Is any citizen restricted in conducting march any day he wants?” Pashinyan said, urging lawyers, and especially Republican ones, find any legal norm that restricts a citizen to conduct march any day he wants.

He said no one is banned to make campaign calls before the official campaign launches. “I have always contacted with people, I am doing it now and will do in future as well,” he said.

Asked about the nature of upcoming Saturday march in Yerevan, Pashinyan said, “It is of walking nature. Let them show me all the international norms which do not allow it. Let us stop groundless speeches. I call on all citizens of Armenia to vote for My Step bloc, what have I done now? Have I violated administrative resources? My election campaign started yet in 2007 and will continue till the end of my political activity,” he said.
