Bolton’s Mission to the South Caucasus

Amid the continuing clamor of the midterm elections, the Trump administration is confronting Russia and Iran as they continue to bite into the liberties and order we enjoy, either through terrorism or by destabilizing whole regions of the globe.

In particular, National Security Advisor John Bolton recently visited the South Caucasus region of Europe and Asia. After a bizarre Obama-imposed stint in the cold, allies Azerbaijan and Georgia are back as priorities while Armenia is on notice with some forthright realities.

Bolton told the Armenian service of Radio Free Europe/Radio Liberty: “We are going to squeeze Iran because we think their behavior in the Middle East and, really globally, is malign and needs to be changed.”

Accenting the geopolitical/strategic importance of the region situated adjacent to Russia and Iran, Bolton held frank and substantive consultations with the leaders of Georgia, Azerbaijan, and Armenia. In Armenia’s case, though, the talks were characterized as “tough.”  

The South Caucasus, literally at the crossroads of East and West, is key to these U.S. plans. The region, particularly Azerbaijan, is vital to the energy diversity and security of Europe and Western markets, holding much of the Western-friendly portion of vast oil and gas resources in the Caspian Basin.  Azerbaijan is also the only nation to border both Iran and Russia, as well as enjoying a stable, Western-oriented and emerging democratic government. Important, too, Azerbaijan is one of the few Muslim-majority nations (though staunchly secular) on which the U.S. and even Israel can truly depend.  

In general, Bolton’s discussions ranged from how to reinvigorate and enhance already significant strategic partnerships in the case of Azerbaijan and Georgia, to how the U.S. may assist Armenia in extricating itself from its current status as a vassal of Moscow and its deep dependence on the mullahs in Tehran.

Clearly, Ambassador Bolton’s agenda with each nation includes renewed sanctions on Iran and ways to forestall Russian irredentism and neo-imperialism. Armenian leadership was heard referring to the current and upcoming sanctions on both Iran and Russia as “misguided,” “foolish” and “unwise.”

Thought by most observers as being genuinely understanding of Armenia’s ominous economic, geographic, and geopolitical/strategic circumstances, Bolton maintained his and the Trump administration’s customary straightforwardness. Although this seems to have rankled many in Armenia, it did give leaders of the entire region an accurate, unvarnished picture of U.S. positions on a range of issues.

Long suffering from economic and geopolitical isolation stemming from the now 25-year-old Nagorno-Karabakh (NK) war, Armenia won key battles in the 1990s with the help of Soviet Army troops and the materiel support of Iran. However, it unquestionably lost the peace.

Armenia’s unreasoning desire to maintain its hold on Nagorno-Karabakh, a region internationally recognized as part of Azerbaijan, leaves only a border with Iran accessible — Azerbaijan and fraternal Turkey closed their borders in response to ethnic cleansing and wholesale murder of Azeris at the hands of Armenians.

Consequently, in order to illegally occupy Nagorno-Karabakh with near impunity, Armenia mortgaged its future to Russia. Yerevan can no longer live without Moscow’s support politically, in terms of weapons, and weighty and regular infusions of funds. Thus, Armenia has de facto become a vassal state of Russia, doing their bidding and voting as Moscow orders in international forums, in return for Moscow’s support on this one issue.    

Ambassador Bolton presented Armenian leaders with a feasible and practical solution, explicitly taking away the issue that keeps Armenia so indebted and obligated to Moscow and Tehran.

Making peace with Azerbaijan would finally put the Nagorno-Karabakh conflict to bed. In doing so, the solitary nation would immediately open itself up to world markets and possibly to the numerous large-scale oil and gas infrastructure projects that have brought such wealth to its neighbors Georgia and Azerbaijan. Strikingly, Ambassador Bolton conveyed that the U.S. would support Armenia in this endeavor.

Bolton told RFE/RL that “current circumstances” highlight the importance of Armenia and Azerbaijan “finding a mutually satisfactory agreement to the Nagorno-Karabakh issue.”  Further, “Once that happened, then the Armenian-Azerbaijani border would open,” said Bolton, adding, “The Turkish border, I believe, would almost certainly open.”

Bolton acknowledged that he understood why Armenia needed Iran, but asserted that the solution was to end the conflict with Azerbaijan.

So, the door to peace between Armenia and Azerbaijan ostensibly remains open. So, too, does the door to freedom for Armenia and stability in the region. A valuable byproduct would be to restrain the freewheeling of Russia and Iran.

YEREVAN. – There is no final decision regarding the future of Armenia's Diaspora Ministry, acting Minister Mkhitar Hayrapetyan said.

The official believes that during the past years the Ministry of Diaspora was playing a symbolic role.

“If the Diaspora Ministry has to be a symbolic agency that is not to solve precise tasks, let it be a department,” Hayrapetyan emphasized.

Asked whether he will retain his post, Hayrapetyan urged to wait until the results of the early parliamentary elections. The acting minister added that he is ready for working either in the parliament, or in the government.

The incumbent authorities have already declared their intention to cut the number of ministries.

Germany arrests two Armenian mafia mobsters with 35 kg of marijuana

They participated in a shootout between criminal clans in the city of Erfurt in 2014 and 2016.

German police arrested 31-year-old Artur Z. and 26-year-old Karo S. (names changed) on suspicion of drug trafficking in the territory of the federal state of Thuringia, according to MDR THÜRINGEN. 35 kg of marijuana were found during searches.

Artur Z. and Karo S. were among the leaders of the Joker gang, which included young people from Armenia and Azerbaijan. The group was engaged in racketeering, robbery, and drug trafficking. Subsequently, the Joker gang fell apart, but two men continued their criminal activities. The suspects participated in the firefight between Armenian clans in the city of Erfurt in July 2014. Artur Z. also joined a shooting between the Armenian and Moldovan groups near a nightclub in Erfurt in June 2016.

According to the publication MDR THÜRINGEN, the investigators tried to establish ties between the Armenian mafia and the drug trade, but they did not have enough evidence.

For three years, the Federal Criminal Police Office (BKA) together with the German Land Police Agency has been conducting a secret operation to search and arrest representatives of Armenian organized crime groups under the code name FATIL – Fight Against Thieves In Law. German police drew attention to the Armenian criminal groups after a shootout between participants of two organized criminal groups at a casino in Erfurt in 2014. Then two people of Armenia aged 27 and 54 were injured.

As part of the operation, 14 criminal cases were initiated. Investigations have been initiated against 42 people who are charged with money laundering. The materials featured the names of boxers Artur Abraham, Karo Murat, and the Armenian ambassador in the country, Ashot Smbatyan, but the law enforcers could not find convincing evidence against them and other suspects. The names of the suspected thieves in law are still not disclosed.

Turkey and Armenia: the truth is more complicated

Your article “ Finding Armenia” (FT Magazine, November 17) wrongly describes the events that unfolded in eastern Anatolia during the final years of the Ottoman Empire. Labelling these events as a “genocide” perpetrated by one side against the other and vilifying the Turkish nation has long been the main feature of the one-sided Armenian approach. It is unacceptable and obviously disputable from a variety of standpoints, including legal and historical.

A closer look at the history of the first world war and the final period of the Ottoman Empire would reveal that reality is much more complex than what some Armenian circles would have you believe.

That being said, Turkey does not deny the hardship and suffering of many Ottoman Armenians, along with all the other constituent nations of the Ottoman Empire, during the first world war. What we oppose is creating a “hierarchy of sufferings” and baselessly accusing a nation of the biggest of all crimes.

Turkey firmly believes that drawing enmity from the past only fuels ill feelings and prevents the Turkish and the Armenian people from becoming any closer.

Acting Prime Minister Nikol Pashinyan on Wednesday, November 21 met Armen Harutyunyan, the head of Beltekhnika, a Lithuanian company engaged in the production of agricultural equipment.
 
At the meeting in Yerevan, the sides discussed issues related to Beltekhnikas initiative to implement an investment project for the production of agricultural machinery such as tractors in Armenia.
 
Reaffirming the Armenian governments interest in implementing the proposed investment project, Pashinyan said it will generate new jobs in line with his governments drive for providing favorable conditions for investors.
 
Harutyunyan said they are going to produce modern farm equipment, affordable for local farmers, part of which will be exported to the European market.
 
The new plant will be created on the basis of the former Hayelectromash factory. $5-7 million will be invested in the first stage, followed by an additional investment of $10-15 million. Harutyunyan said his team will start working on its implementation as early as December 1, 2018.
 
The first plants annual output capacity is 3,000 tractors. The second plant will increase the output by additional 5,000 tractors. Nikol Pashinyan welcomed the initiative and expressed confidence that it was going to be a success story.

Marianna Mkrtchyan. Baku resents of not receiving an invitation to participate in the tenth annual Assembly of the EU's Eastern Partnership Civil Society Forum, which is scheduled for December 10-12 in Tbilisi.

As haqqin.az writes, paradoxically, only representatives of the Azerbaijani government have not been invited to the event, which will be held under the auspices of the Eastern Partnership in Tbilisi, meanwhile at the debate, in particular on the issues of "Time for Change in the Eastern Partnership": are we coping ? "the speeches of Vice-Premier of Ukraine Ivanna Klympush-Tsintsadze, Vice-Premier of Moldova Yuri Leanca, Deputy Foreign Minister of Belarus Oleg Kravchenko, Acting Foreign Minister of Armenia Zohrab Mnatsakanyan are scheduled.

At the same time, the Internet portal, citing diplomatic sources in Brussels, writes that in the European Union it was decided to limit the participation of official Baku by a representative of the Azerbaijani embassy in Georgia, moreover, the Azerbaijani diplomat will participate in the meeting as an observer.

"According to diplomatic sources, the head of the Armenian government Nikol Pashinyan will take part in the Assembly as an honorary guest. The European Union invited the Armenian prime minister to take part in the discussion on December 11. It is noteworthy that the involvement of the Prime Minister of Armenia in the Assembly's work will take place the very next day after parliamentary elections in Armenia, and apparently, Pashinyan uses the platform provided for him to declare victory of democratic values in his country. However, according to the Brussels diplomats, the absence of representatives of the Azerbaijani government at the discussion platform of the Eastern Partnership can not at all be associated with Pashinyan's supposed victorious march. Most likely, the reason is the draft Final Declaration that will be brought to the Assembly's members. The draft declaration recognizes territorial integrity and inviolability of the borders of Ukraine and Georgia in the context of the "aggressive policy" of Russia and there is no identical wording expressing the attitude of the European public to the integrity of Azerbaijan and the consequences of the Karabakh conflict ", haqqin.az writes.

At the same time, the site, referring to sources in the government of Azerbaijan, notes that official Baku plans to enter into a dialogue with the EU and official Tbilisi, and begin a trial around the current situation: "The perplexity of the Azerbaijani government causes this frankly scandalous and provocative situation on the territory of the strategic ally of official Baku – friendly Georgia." To recall, the Eastern Partnership is a special project of the European Union, created for the development of EU integration ties with six post- Soviet countries: Azerbaijan, Armenia, Belarus, Ukraine, Moldova and Georgia.

Azerbaijani press: Minister: Azerbaijan isolates Armenia from all transport projects in region

Azerbaijan has isolated Armenia from all transport projects being implemented in the region, Azerbaijani Economy Minister Shahin Mustafayev said.

Mustafayev made the remarks at a press conference in Baku on Nov. 23 dedicated to Azerbaijan’s transport and transit potential.

The minister stressed that a number of transport corridors pass through Azerbaijan.

“First of all, it the East-West corridor, which consists of three routes, is worth mentioning,” Mustafayev said. “It starts in China and passes through Kazakhstan, and then Azerbaijan, Georgia and Turkey via the Baku-Tbilisi-Kars railway. The second route passes through Tajikistan, Uzbekistan, Turkmenistan, Azerbaijan, Georgia and Turkey. The third route passes through Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey [this route is also called Lapis Lazuli].”

“The second transport corridor is North-South transport corridor,” he said. “The corridor starts in Northern Europe and passes through Azerbaijan, Iran, the countries of the Persian Gulf and also covers the Asian countries.”

"Azerbaijan equally cooperates with all neighboring countries in this area, except Armenia,” the minister said. “This is one of the main directions of Azerbaijani President Ilham Aliyev’s policy."

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Azerbaijani press: Expert: Armenians in miserable condition because of own aggressive policy

The ideology of the Armenians is historically based on such anti-human actions as betrayal, toadying, begging, venality, psychological readiness for any action to achieve the goal, said Aydin Guliyev, editor-in-chief of the Baku Khabar newspaper.

“Not only the statements of medieval European and Russian thinkers about the Armenian psychology and ideology of the Armenians, but also significant historical facts beginning from the 6th century up until now testify to that,” he told Trend.

"Armenians resorted to various lowdown acts to worsen relations between the Byzantine Empire and the Sasanid Empire, between Byzantium and the early Arab states, between the German, French, English kings, who organized the crusades, and the emperors of Byzantium, between Russia and the Ottoman Empire, between Tsarist Russia and the Safavid Shahs," Guliyev said. “It is impossible to erase these facts from history.”

Guliyev also said the heirs and followers of the state, built on the psychology of corruption, betrayal and begging will never be able to conduct their activity based on the values of humanism.

The expert added that to hide the historical falsifications, the current Armenian leadership is forced to beg, hiding behind the "charity marathon".

He added that thereby the Armenian leadership further improves the art of begging inherent in Armenians.

“The fact of collecting 1.2 million euros by Armenian acting Prime Minister Nikol Pashinyan during the recent visit to France by begging clearly testifies to that,” Guliyev added.

"After the collapse of the Soviet Union, Armenian leaders could not collect much money by begging,” the expert said. “For example, more funds were collected during first Armenian President Ter-Petrosyan’s term in office as compared to Robert Kocharyan’s period. Despite that during Sargsyan’s term in office the method of begging was used very often, Sargsyan was able to collect less money than Kocharyan."

“By creating the image of unhappy people who are surrounded by hostile countries, the Armenians received funds from abroad,” Guliyev said.

"During the first days of independence, such a fraudulent tactic was successful and even some people who were not Armenians sent money to Armenians,” he said. “But over the years the situation changed. Thanks to the decisive efforts of Azerbaijani diplomacy, everybody in the world understood that Armenians are not a poor nation. On the contrary, everybody all over the world understood that Armenians are in such a miserable condition because of their aggressive policy.”

Հայաստանի Հանրապետության ազգային անվտանգության ծառայության օպերատիվ ստորաբաժանումների եւ քննչական դեպարտամենտի իրականացրած լայնածավալ օպերատիվ-հետախուզական միջոցառումների եւ համալիր քննչական գործողությունների արդյունքում բացահայտվել է կեղծ թղթադրամների պատրաստմամբ եւ իրացմամբ զբաղվող հանցավոր խումբ, հայտնաբերվել են ավելի քան 850 հազար ԱՄՆ դոլար կեղծ թղթադրամներ, որից 25 հազարը՝ իրացման պահին, իսկ մնացած մասը՝ պատրաստման փուլում, ինչպես նաեւ դրանց տպման համար նախատեսված սարքավորումները:


ԱԱԾ-ի մամուլի ծառայությունից հայտնում են, որ ԱԱԾ աշխատակիցները, իրացնելով կեղծ փողերի շրջանառության վերաբերյալ ստացված տվյալները՝ օպերատիվ-վերահսկողության ներքո կազմակերպել են 25 հազար ԱՄՆ դոլար կեղծ թղթադրամի գնումը, որից անմիջապես հետո ընդհանուր թվով 13 բնակարաններում եւ ավտոմեքենաներում իրականացվել են միաժամանակյա խուզարկություններ, որոնց արդյունքում էլ հայտնաբերվել են պատրաստման փուլում գտնվող շուրջ 835 հազար ԱՄՆ դոլար կեղծ թղթադրամները, դրանց տպման համար նախատեսված համակարգչային սարքավորումներ եւ այլ պարագաներ: 


Կեղծ թղթադրամների տպման վայրում հայտնաբերվել է նաեւ շուրջ 1.5 կգ քաշով «մարիխուանա» տեսակի թմրամիջոց, որի մի մասը կշռված եւ փաթեթավորված է եղել՝ հնարավոր է, որ նախատեսվել են իրացման համար:


Քրեական գործով բացահայտվել են խմբի 7 անդամ, կատարվել են ձերբակալություններ: Նախաքննությունը շարունակվում է: Միջոցներ են ձեռնարկվում՝ շրջանառության մեջ դրված կեղծ փողերի այլ նմուշներ հայտնաբերելու ուղղությամբ:
