Operational Updates

• In September 2019, WFP launched the construction of a greenhouse in a school in Aragatsotn that is part of the Home Grown School Feeding model. The greenhouse, equipped with green energy solutions and hydroponic irrigation systems, aims to foster the school’s sustainable production of fresh vegetables and herbs that will complement daily nutritious meals.
In addition, the investment will support to establish an educational hub for children to learn about horticulture, climate- and nutrition-sensitive approaches to agriculture and agribusinesses.

• WFP Armenia and the Ministry of Education, Science, Culture and Sport signed an agreement to support the Sustainable School Feeding Foundation (SSFF) until the end of 2019. The SSFF was established by the Government of Armenia with technical assistance from WFP Armenia, as a key step for the nationalisation of the school feeding programme and to best prepare for the gradual hand over in 2023.

• Furthermore, the SSFF will lead the development of a National School Feeding Strategy, which also includes establishing monitoring systems, promoting awareness of school feeding as a social safety net and ensuring sustainable funding mechanisms.

Who is standing behind attempts to prevent adoption of anti-tobacco law in Armenia?

Anti-tobacco law in the Armenian Parliament will be considered by economic affairs committee instead of health and social affairs committee, and this is an attempt to ruin such an important bill, senior advisor to the National Institute of Health David Petrosyan told NEWS.am Medicine.

He said that chairman of the health and social affairs committee, who is a doctor, would not oppose the bill, and it would pass easily. Those opposing the measure are explaining the move by the need to clarify whether the bill may impact the economy.

Petrosyan noted that the same problem occurred in most of the countries where national anti-smoking strategies and laws were adopted. Representatives of the tobacco industry as a rule stood behind what was happening.

However, other countries opposed the actions of the tobacco lobby with dignity and enacted laws to preserve the health of their populations.

David Petrosyan recalled that Russian deputy health minister Tatyana Semenova during her visit to Armenia told her colleagues about Russia's experience in the fight against smoking and noted that restaurants and cafes do not suffer from smoking bans. The restaurants suffer no losses, and the example of Russia and Scotland where smoking is banned even in pubs, confirms this.

In neighboring Georgia, anti-tobacco law was also adopted in a tough environment, chairman of Georgian parliament’s health committee Akaki Zoidze said during his visit to Armenia.

They repeated the same phrases as it is being done in Armenia now. The emphasis was placed on possible economic problems. However, nothing terrible has happened since the law was adopted almost two years ago.

 “I would like to appeal to the leadership of the parliament and to the deputies: in all countries without exception, attempts were made to prevent the adoption of the anti-tobacco law, and the tobacco industry always stood behind these attempts,” the doctor said. “The lobbyists of the tobacco industry among deputies and members of the government usually manage to easily figure out how to find out the motivation for their actions. Often it is about a bribe or links to the representatives of the tobacco industry.”

According to the doctor, it is difficult for him to imagine that someone in the parliament of Armenia can seriously believe that the anti-tobacco law can lead to economic problems, especially since no such problems have arisen in any country. If someone continues saying so, it will appear that he is a puppet of the tobacco industry, at least, this is a perception or the representatives of international organizations like the UN and WHO.

The doctor reiterated importance of anti-tobacco law for Armenia, as it will help save thousands of lives. Moreover, it will save a lot of money that you have to spend on treating diseases arising from active and passive smoking.

“I would like to believe that the law will be adopted very soon, and in a few years we will all be convinced that all our fears were in vain. We will also see and feel all the positive changes that this law will bring,” the doctor resumed.

Railroad workers stop strike in Armenia: train movement restored

Engineers were demanding higher salaries, and after three days managed to receive certain concessions

In Armenia, after a three-day collapse of the railroad, the work of the railways has been restored. The leadership of the South Caucasian Railways made certain concessions on the issue of raising salaries.

South Caucasus Railways is a 100 percent subsidiary of Russian Railways.  Since the beginning of 2008, Armenia signed a concession agreement on the transfer of the state-owned closed joint-stock company Armenian Railway to the management of Russian Railways.

The concession agreement entailed the reconstruction of the state-owned enterprise at the expense of the investor, and the investor company was to operate the enterprise and earn income, of course, paying taxes to the state.

Engineers of the locomotive depot in Gyumri, the second city in Armenia, demanded a 30 percent increase in salaries.

Due to the strike of railway workers, the movement of trains was completely stopped from October 22, including the transportation of oil products and grain.

Armenia exports these products, and supply disruptions could lead to severe fines.

The leadership of the Russian Railways met with striking railway workers on the third day of the strike.

After the meeting, the company’s management distributed a message saying: the volume of freight and passenger traffic for nine months of 2019 increased significantly, and this allows the South Caucasus Railways to raise the salaries of drivers by an average of 19 percent.

At the same time, due to downtime, the company lost a profit of 140 million drams (approximately 290 thousand dollars).  This means that it will be difficult for the company to fulfill annual plans, which, in turn, casts doubt on the increase in salaries of all employees.

However, at the end of the meeting, a decision was made:

• to develop a normative act on indexation of 10 percent of the salaries of all employees from November 1, 2019,

• to submit to the board of directors the issue of increasing the hourly pay of locomotive brigades by five percent starting January 2020,

• Considering the positive results of the company’s work, provide for the payment of bonuses to all employees.

The same message states that the salaries of train drivers in 2019 have already increased and amounted to 354,000 drams (about $740).  And the ratio of wages of locomotive drivers to the average wage in Armenia is 198.6%, that is, railway workers are paid almost twice as high.

The strike of the railway workers is not the only intrigue surrounding Russian Railways in Armenia.

One month ago, Russian media reported that the company was preparing to break off its contract with the Armenian authorities. Although the term for transferring the Armenian railways to the concession management of Russian Railways is 30 years, that is, there are another 19 years to go.

It was reported that the reason for this decision is the fact that Armenia allegedly is ‘hindering the work of the South Caucasus Railway company.’

Presumably, this means a criminal case against SCR.  Searches on suspicion of tax evasion were held at the company’s office in August this year.

The Investigative Committee of Armenia has also opened a criminal case against the former deputy minister of transport for allegedly hiding violations revealed in the SCR.

The Investigative Committee continues to check the activities of the company of the past 10 years, checking the effectiveness of the investments promised under the contract.

By the way, the total amount of investments promised by the company was 572 million dollars, 220 of which were planned to be spent in the first five years.

Turkish historian Taner Akçam, one of the leading authorities on the Armenian Genocide, received a Lifetime Achievement Award in recognition of his steadfast devotion to uncovering the truth behind the historic tragic event.

The award was presented in a ceremony held by one of the leading Armenian organisations, the Knights and Daughters of Vartan in Fair Lawn, New Jersey.

Akçam, a professor of Armenian genocide studies at Clark University in Massachusetts, is one of the first Turkish intellectuals to acknowledge and openly discuss the Armenian Genocide.

Armenian American historian Jirair Libaridian, poet Peter Balakian, prominent Turkish modern dance master Zeynep Tanbay, and Ahval's chief editor Yavuz Baydar were present at the ceremony.

 

 

Another notable participant of the event, Dikran Cherchiyan, the son of Hagop Vahram Cherchiyan, an Istanbul Armenian who designed the signature of modern Turkey's founder Mustafa Kemal Atatürk, told Ahval the story behind the signature and recognition of Armenian Genocide in Turkey.

YEREVAN. – The Armenian diplomats are responding skillfully to the international reaction following Armenian PM’s statements on Artsakh, Defense Minister Davit Tonoyan told reporters at the Yerablur Military Cemetery.  

He was asked to comment on the reaction to Nikol Pashinyan’s “Artsakh is Armenia, period” statement, and especially the remark by BBC’s Hard Talk host Stephen Sackur who said “Arstakh is a territory where Armenians live” during his interview with Armenian Foreign Minister Zohrab Mnatsakanyan.

Tonoyan urged “not to draw him in these statements” and added that he had informed about his position before.

Asked how he imagines the settlement of the Karabakh conflict, Tonoyan said: “I imagine it by achieving victory, this is the only option. The Artsakh issue is settled”.

Speaking about the situation on the border, he described it is relatively peaceful.

“The situation is under control, there are shots that are conditioned by engineering works,” he added.

The Defense Minister also commented on the work of the committee investigating the April 2016 war. He assured that the committee is working closely with the Defense Ministry, and all necessary documents are being provided. Asked what he will do if he is called to testify before the committee, Tonoyan replied: “If they call me, I will go there”.

The Minister also ruled out the possibility of a war due to conspiracy: “I exclude the Armenian conspiracy”. He hopes that the committee investigating the April war will put an end to the rumors.

YEREVAN. – If the murderer Nairi Hunanyan is hiding some facts from the law enforces, he has to be punished once again, ex-Armenia ombudswoman Larisa Alaverdyan told reporters.

Hunanyan was leading a group that seized the Armenian parliament on October 27, 1999 and killed Prime Minister Vazgen Sargsyan, president of the Armenian parliament Karen Demirchyan and other six deputies.

“There have to be experienced investigators who can find out what he can say. It is a crime, and it is cynical to turn into a playing card in political field. Do I have to believe a man who committed such a brutal and cynical crime if he is bargaining? Isn’t his freedom the cost of trade?” she wonders.

 Alaverdyan added that neither she, nor many other people could trust Hunanyan’s words. She recalled her meeting with Hunanyan many years ago, adding that he behaved as if he was a hero.

Today is the 20th anniversary of the deadly shootings in the National Assembly (NA) of Armenia.

As a result of the crime committed 20 years ago, NA President Karen Demirchyan, Prime Minister Vazgen Sargsyan, Vice Presidents Yuri Bakhshyan and Ruben Miroyan, MPs Armenak Armenakyan, Henrik Abrahamyan, Mikael Kotanyan, and Deputy Minister of Operations Leonard Petrosyan were killed.

The gunmen were Nairi Hunanyan, Karen Hunanyan, Eduard Grigoryan, Vram Galstyan, and Derenik Bejanyan.

The head of the “October 27” operation was Nairi Hunanyan. Later Hunanyan testified and stated that he had terrorist plans at the state level in 1991, but was unable to carry out due to circumstances.

The court verdict in the “October 27” case was published on December 2, 2003.

According to the court ruling, six convicts—including their head Nairi Hunanyan, his brother Karen Hunanyan, their uncle Vram Galstyan, Derenik Bejanyan, Edik Grigoryan and Ashot Knyazyan—were sentenced to life imprisonment. Hamlet Stepanyan was sentenced to 14 years in prison.

According to the official version, Vram Galstyan committed suicide on April 27, 2004 in his solitary confinement cell.

Hamlet Stepanyan died of a heart attack in May 2010.

One of the defendants in the case, Norayr Yeghiazaryan, died of electric shock, before the verdict was announced, in his prison cell.

Eduard Grigoryan died on November 3, 2017 in hospital.

The defendants were found guilty under Articles 300 (usurpation of state power), 305 (murder of state, political or public figure), 34-305 (attempted usurpation of power), 217 (terrorism), 133 (unlawful deprivation of liberty), and 235 (illegal weapons acquisition, selling, carrying) of the Criminal Code.

    A Marseille, un collégien vit le même destin que le héros du film Fahim sorti ces derniers jours au cinéma. Comme lui, il est arrivé en France avec son père après un long voyage depuis l'Arménie. Comme lui, il est passionné par le jeu des échecs depuis sa toute petite enfance. "En Arménie, c'est une matière comme les autres à l'école, explique Davit Avanesyan. _Je joue chaque jour au moins pendant deux heures. J'aime bien attaquer et trouver des plans."  _Et ça marche : au dernier championnat de France des moins de 16 ans, l'adolescent a remporté 9 victoires sur 9 parties ! Aujourd'hui, Davit évolue dans le championnat "Top jeunes" par équipe.

    Dans le film, Fahim craint de voir son père renvoyer au Bangladesh. Les destins se ressemblent encore car pendant le championnat de France, le père de Davit a été interpellé dans le tramway à Marseille. Depuis, toute la famille vit dans la crainte d'une expulsion. Voilà pourquoi le club d'échecs du jeune garçon se mobilise aujourd'hui. "On se sent démuni, confie William Azari, la manager général de Marseille Echecs. Les pouvoirs publics ne font rien. Davit est trés important pour nous. On n'imagine pas du tout le voir partir. Dans les compétitions, il défend les couleurs de la France".

    YEREVAN, OCTOBER 25, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan awarded former renowned football player, coach Nikita Simonyan with the 1st degree Order for the “Services to the Motherland”.

    The Order was awarded for his great services provided to the Armenian football and the major achievements.

    Pashinyan said it’s a great honor for him to meet today with Nikita Simonyan. He expressed hope to see Simonyan in Armenia soon.

    Nikita Simonyan thanked the Armenian PM for the Order.

After the Eurasian Economic Union’s intergovernmental council completed its most recent session in Moscow, Armenia’s Prime Minister Nikol Pashinyan visited film icon Armen Dzhigarkhanyan to meet the highly decorated legendary Armenian artist, the Prime Minister’s Office said.

    Dzhigarkhanyan, 84, began his career in the film industry as an actor in 1959 and has ever since starred in around 300 movies with his most recent role in 2018. He has received numerous awards and medals by Soviet, Armenian and Russian governments during his career.

    In the artist’s Moscow home, PM Pashinyan thanked Dzhigarkhanyan for the hospitality and said he is happy to meet him. “It is a great honor to meet you”, the Armenian Prime Minister said. “Mr. Dzhigarkhanyan, you enjoy great love and popularity not only among Armenians but also other nations and we are proud to have a countryman like you,” he added. PM Pashinyan also asked the actor about his ongoing creative programs, as well as his health.

    Dzhigarkhanyan thanked the Prime Minister for visiting him and spoke about the activities of the theater run by him and his other projects.

    I want to visit Armenia, my homeland, very much, I think about it all the time,” Dzhigarkhanyan said.
