Over 2,500 Russian servicemen take part in snap drills in Armenia

ROSTOV-ON-DON, January 22. /TASS/. Over 2,500 Russian servicemen in Armenia have taken part in snap drills that involved aviation and missile defense systems, the press service of the Southern Military District said on Tuesday.

"Over 2,500 servicemen at a Russian base in Armenia completed tasks after receiving an alarm signal and preparing the equipment for emergency withdrawal from the places of permanent deployment," the press service said adding that over 500 units of equipment were used in the drills.

The servicemen will be deployed to unfamiliar locations where they will receive training tasks.

The press service noted that most stages of the drills will use fighter jets and army aviation, as well as S-300V and Buk-M1-2 missile defense systems.

PanARMENIAN.Net – A network of 23 electric vehicle charging stations will be built throughout Armenia in 2019, the government revealed in a Facebook post on Tuesday, January 22.

The move comes after the cabinet of ministers approved VAT exemption for electric motor vehicles and motorcycles (non-hybrid) starting from July 1, 2019.

The decision will be effective until July 1, 2022.

According to the document approved by the government, the bill seeks to promote the use of electric cars in order to help curb air pollution.

Armenian Church commemorates St. Vahan of Goghten

The Armenian Apostolic Church honors today the memory of St. Vahan of Goghten.

Vahan of Goghten was the son of Prince Khosrov, the governor of the province of Goghten. In childhood, together with many other Armenian princes, he was captivated by the Arabs and was taken to Damask, where is circumcised and renamed Vahab, Qahana.am says.

Vahan was a very clever and skilled young man. Receiving proper education he undertook various responsibilities in the royal court. Even though he was brought up and educated in Arabic environment, Vahan knew about his ancestors. He hadn’t forgotten that he had been Christian and came from a noble family.

In 719 AD The Armenian Pontiff Hovhannes of Odzoun paid a visit to the governor of Damask, and upon his request the governor allowed the captives to return to their homeland. Taking the opportunity Vahan also expressed wish to visit his homeland and was allowed on condition of returning. Reaching Armenia, Vahan became aware of the governor’s death and took a decision to remain in his homeland. He married the daughter of the Prince Babken, the governor of Syuunik province, and lived there. However, the new governor of Damask began the searches for Vahan. The latter concealing himself, wandered in his homeland, in Georgia, visited many churches and monasteries and finally stopped in the town Resafa, in Syria. Rejecting the governor’s suggestion to change his faith, he was martyred in 737 AD. On the day of the saint’s commemoration a special church hymn is sung, the author of which is his sister Khosrovidukht.

Blogger Lapshin: Karabakh conflict is more necessary for Aliyev`s authorities than for the people of Azerbaijan

ArmInfo. Apparently, the history of Azerbaijan is not too rich, and 3 factors have found significant place in it – the Karabakh conflict, the Azerbaijani Laundromat and  Alexander Lapshin. The blogger Alexander Lapshin said this in an  interview with ArmInfo correspondent.

He noted that today the solution of the Karabakh problem itself is  not so important for Baku as the frozen conflict itself, in order to  constantly focus public attention on the presence of an external  enemy. "Of course, Armenia's external enemy is. And my arrest was  also artificially inflated in order to create an image of the enemy  for the people of Azerbaijan. Thus, the Azerbaijani authorities  divert the attention of citizens from existing problems, switching  them to the so-called enemies," the blogger noted.

Lapshin also said that today protests are held in Azerbaijan  demanding the release of blogger Mehman Huseynov, which once again  demonstrates the dissatisfaction of Azerbaijani citizens with Aliyev  and his policies. "I think such protest actions will sooner or later  lead to a change of power, this moment is already brewing, but it's  hard to say exactly when it will happen. The residents of Azerbaijan  see that the change of power has occurred in Armenia and they want to  repeat this scenario in their homeland. After all, in fact, the  country receives huge funds from the sale of oil, meanwhile, people  live very poorly, much worse than in Armenia, "Lapshin stressed.

The blogger noted that the change of power in Azerbaijan is  beneficial to the people, but it is unlikely to be in the hands of  Armenia. "Today, Aliyev does not pose a threat to Armenia, he is  predictable and not dangerous, besides, he is satisfied with Russia.  And it's hard to say what the situation will be if a new government  comes in, a number of opposition representatives are very determined,  including in the Karabakh issue. There are two options – either to  intensify the negotiation process, or to start a war. It is very  difficult to say which scenario they prefer, "the blogger said.

To the question of ArmInfo correspondent, how much the people of  Azerbaijan are interested in the Karabakh issue, Lapshin answered:  "The Azerbaijani people as a whole want to live in a free country,  live better. They know perfectly well what is happening in their  country – they live in the country, they fear for themselves, they  are much more concerned about their children and all these problems  than the resolution of the Karabakh conflict and it is needed not so  much by the people as by the authority of Aliyev. Today, two Aliyev  and Pashayev clans have usurped power in the country, but there are  other clans want to take power into their own hands, " said Lapshin. 

Lydian: 1,300 people lost their jobs in Armenia due to illegal blockade of roads leading to Amulsar deposit

ArmInfo. Due to the illegal blockade of roads leading to the Amulsar deposit, over the past 6 months, 1,300 people (of whom 460 are residents of communities  surrounding the mine) were employed by Lydian, and its contracting  companies lost their jobs. 

This is stated in the official communication of the company.According  to the source, Lydian continues to monitor the social situation in  the communities, which is a component of the company's social  responsibility. The monitoring also includes migration indicators,  which were collected on the basis of data provided by employment  centers, community elders and employees of the company's social  group. 

According to the data obtained, the outflow of the population for the  period starting from the time of the blockade of roads to this day  increased annually, whereas during the period of construction work on  the Amulsar deposit in Gndevaz, Goraik and Saravan communities there  were no cases of migration. So, at the end of 2018, 6 people migrated  from the community of Gndevaz, 12 from Saravan. Migrants on a  permanent basis from Jermuk, there are 64 people, against 34 people  in the same period a year earlier.

However, along with the completion of construction work, seasonal  migration has increased in all 4 communities. According to the data  received, the number of temporarily migrated citizens for seasonal  work from Jermuk was 219 people, against 80 people a year earlier in  the same period.The blockade of Amulsar roads not only led to the  loss of several hundred direct jobs, but also had a negative impact  on indirect jobs in these communities: <During 2017, contractor  companies in the communities made purchases of $ 200 thousand (food,  fuel, transport and hotel services, etc.). These ongoing significant  financial flows created significant opportunities for local business  growth, expansion and job creation. And since June 2018, due to the  illegal blockade of roads, this possibility has disappeared>, the  report says.Recall that Lydian Armenia is a subsidiary of British  Lydian International, whose shareholders are also major international  institutional investors from the United States, Great Britain, and a  number of European countries, including the EBRD. 

The Amulsar project is the largest industrial project in Armenia  today for the development of the Amulsar gold deposit with a total  value of $ 370 million. In August 2016, the project for the  construction and development of the deposit was launched. Preparatory  work has been going on since 2006. The life of the Amulsarsky deposit  will be 10 years and 4 months, with an average of 200 thousand ounces  of gold (about 10 million tons of ore) planned annually. The stock is  listed on the Toronto Stock Exchange. Amulsar deposit is the second  largest reserves in Armenia.Note that since June 2018. The roads  leading to the Amulsar deposit  are closed by a group of people  opposing the mine.

Russian expert: Pashinyan`s opponents may create uncompromising attitudes in Armenian society regarding a consensus resolution of the Karabakh conflict

ArmInfo. Antagonism is growing in the societies of Armenia, Artsakh and Azerbaijan regarding the relativity of the possibility of a compromise solution to the  Karabakh issue. Alexander Krylov, President of the Scientific Society  of Caucasus Caused Studies, Chief Researcher of the IMEMO RAN  expressed this opinion, during the Yerevan-Moscow TV bridge.

According to him, this trend is particularly obvious in Armenian  society. "Perhaps this is due to recent political processes in  Armenia – opponents of Prime Minister Pashinyan and the new  authorities are trying to create uncompromising attitudes in the  society in order to put the country's leadership in a difficult  position in the negotiations. Under such conditions no one in Armenia  or in Azerbaijan will not compromise against the will of the people;  it will become a political suicide ", the expert explained.

Taking into account the prevailing circumstances, according to him,  it is not excluded the resumption of hostilities or the establishment  of an international dictate in the conflict zone. "Both options,  obviously, do not proceed from the interests of the parties," he  concluded.

Azerbaijani human rights activist: Revival of Stalinist practice in Azerbaijan is one of the reasons for protest actions in Baku

ArmInfo. After a period of depression that we have seen in Azerbaijani society recently, a certain shake-up occurred in the country at the beginning of this year, Arif Yunusov, Head of the Department of Conflictology at the Institute for Peace and Democracy (Netherlands) expressed such an opinion to ArmInfo.

 

"This shake-up was largely due to the case of Mehman Huseynov, a blogger who shot video materials about corrupt officials, as well as the ruling family in Azerbaijan. As a result he was imprisoned on completely fabricated charges, a common practice in modern Azerbaijan. Now, in addition to this, our authorities have recently decided to revive the old Stalinist practice, when the following rule was applied to political prisoners: before the end of the prison sentence, on a false pretext, new articles of the prosecution and the term were added to their case",  he said.

 

On January 19, an opposition rally in support of political prisoners was held at the Mehsul Stadium in Baku. According to the organizers, more than 20 thousand people took part in the action. The protesters demanded the release of the blogger Mehman Huseynov, who was on a hunger strike, and also demanded the resignation of Ilham Aliyev.

 

According to Yunusov, one of these prisoners, Mehman Huseynov, could not stand the use of Stalinist methods in his attitude and in response went on a hunger strike. According to estimates of the human rights activist, this action has found great support in society. Not only representatives of the opposition joined the action, but even political prisoners began hunger strike in prisons. After that, a well-known resolution of the European Parliament followed, which even more stirred up Azerbaijani society.

 

On January 17, the European Parliament adopted a resolution on Azerbaijan, which focused on the violation of human rights in this country. The reason for the adoption of the resolution was the conclusion and extension of Mehman Huseynov's term.

 

"All this factors have led to the rally, where much more people came than expected by many, especially the authorities. As a result, the authorities and Ilham Aliyev personally are obviously confused. They now have a bad luck, especially in relations with Europeans. But they so far have enough resources and therefore currently it is too early to talk about the likelihood of the development of revolutionary events following the example of Armenia, "Yunusov summed up.

Isn’t it funny to pay for the hamster? – demonstrator (video)

Members of the Armenian Cynological Union held a demonstration in front of Yerevan Municipality against the decision to pay 5,000 AMD annually for keeping domestic animals. President of the Union Stepan Zakaryan mentioned that the law is incomplete, and it is not even defined what is a pet and what is not.

The demonstrators mentioned that even there are no elementary conditions for taking care of the animals. Deputy President of the Union Liana Gharibyan could not understand why she should pay the same 5,000 AMD for all domestic animals.

“Isn’t it funny to pay for the hamster? Let’s be more concerned about building parks for animals.”

Gevorgyan Hovhannes, who has three dogs, said he was ready to pay a tribute, but if they create conditions and say for what they should pay that tribute for.

Press Secretary of Yerevan Mayor Hakob Karapetyan stressed that there was a law on tribute in previous years. According to him, in 2011, the fee has been set from 0 to 5,000 drams, and in 2016,  5000 drams was set up by editing.

According to Karapetyan, the fee for tribute is not put into forced currently.

Because of illness Hatspanyan could not do much. Yazicjian noted that Hatspanyan wanted a civil society to be created in Armenia.

“During the Velvet Revolution and after that, many friends from abroad applied me, and I have made their request: go and bow their head in front of his tomb in Yerablur and put a flower. And they wanted him to see, to be happy with the spiritual awakening of the Armenian people,” continues Yazicjian.

Referring to the optimization of the ministries, the historian said that Hatspanyan was for that, but he was demanding to be strict, increase salaries and raise the effectiveness of the rest of the ministerial institutions.

According to him, Hatspanyan made some criticisms during Levon Ter-Petrosyan’s and Robert Kocharyan’s terms in office, and after them he was extremely critical towards during Serzhik’s presidential tenure.
