YEREVAN, JANUARY 19, ARMENPRESS.  A commemorative event dedicated to the 12th anniversary of the murder of founder and editor-in-chief of “Agos” periodical Hrant Dink takes place in front of “Agos” periodical, where he was killed in 2007.

ARMENPRESS reports a lot of people have gathered in the place where 12 years ago the Istanbul-Armenian intellectual was murdered. Like every year since 2007, today also people have gathered with posters reading “For Hrant, for justice”, “We are all Hrant, we are all Dink”.

Armenian Member of the Turkish parliament Garo Paylan is also present at the commemorative event.

Commemorative events will be organized also in other Turkish cities, as well as in Germany, USA and Belgium.

In May 2017 an Istanbul Court has launched proceedings on the new indictment on Hrant Dink’s murder case.

Previously the court had sent back the indictment to the prosecutor twice, based on irregularities.

50 people, including Fethullah Gülen and the former prosecutor Zakarya Oz, are charged with being involved in the murder of the Istanbul-Armenian journalist Hrant Dink, who was shot dead outside the Agos office in 2007.

After the failed military coup in Turkey, authorities are attempting to accuse Fetullah Gulen and the Gulen movement in plotting Hrant Dink’s murder.

PASADENA—On January 10, the Pasadena Chapter of the Armenian National Committee of America held its annual holiday reception at the Pasadena Hovhannes and Hripsime Jivalagian Youth Center. The reception was attended in full capacity with the presence of local and state elected officials, community leaders, members, and supporters of the regional Armenian-American community.

California State Senator Anthony Portantino and Pasadena City Mayor Terry Tornek delivered remarks about the partnership of the ANCA – Pasadena Chapter and ongoing efforts to work with the ANCA and the Armenian-American community of Pasadena and San Gabriel Valley. Los Angeles County Economic Development Corporation District Manager and former Los Angeles County Special Assistant, Assessor David Gevorkyan, served as the event’s Master of Ceremonies. As a former ANCA – Pasadena Chapter treasurer and board member, David Gevorkyan reminded guests of the challenging work carried out by ANCA’s local chapters and encouraged attendees to continue supporting the service of ANCA’s volunteers and activists.

As an annual tradition, the Pasadena Chapter’s annual report was delivered by its 2018-2019 former Pasadena Recreation and Parks Commissioner and current ANCA – Pasadena Chapter Chairperson, Donig Donabedian. Mr. Donabedian itemized the accomplishments of the Board mentioning the newly formed partnership between the ANCA – Pasadena Chapter and the County of Los Angeles with the establishment of the “Vote Center Placement Project”, fundraising for the 210 Freeway “Armenian Genocide Memorial” freeway signs, being part of and contributing to the Pasadena Police Chief Recruitment Panel and strengthening relationships with local and state government officials.

The event was highlighted with a special presentation in honor of retiring Pasadena Police Sergeant Gregory Afsharian’s thirty years of service in law enforcement and for the honorable representation of the Armenian-American community. Sergeant Afsharian was presented with a certificate of appreciation with the participation of Mayor Terry Tornek, City Manager Steve Mermell, and City Treasurer Vic Erganian.

I heard so much caterwauling about my “Bad News Beginning” piece a couple of weeks ago that I went out of my way for a feel-good piece this week. I hope all sensitive readers will find their nerves soothed by this, especially those who thought I was being too hard on Nikol Pashinyan.

To my mind, the best news was that Yerevan is to have new 20 hectare (almost 50 acres) forest-park. After the early 1990s denuding of the city when trees were chopped down for fuel, this is a great step forward, both for its human, recreational, and environmental values. If the new government keeps doing things like this, it’ll become a true hero in people’s eyes. The only caution is that this kind of project takes time to come to fruition and people have short memories when it comes to elections.

The most inspiring item came out of Bolis. The outfit publishing the “Looys” (light, in Armenian) newspaper has announced that within a month, the first ever Armenian TV channel in Turkey will start broadcasting bilingually (Armenian and Turkish). This speaks to the tremendous heart our compatriots living under the Turkish yoke have.

I’m not much of a churchy sort. But, learning that the first modern church (Syriac in this case) to be built in Bolis has finally gotten its permits, after being delayed since 2013, can only be greeted with joy. Could this and the previous item be tiny indicators that things are starting to go in a better direction in Erdoğan-land after some five years of going backwards on the road to becoming a decent member of the international family?

And while we’re on a thread of justice-related good news, we should also celebrate Donald Trump’s signing of the Elie Wiesel Genocide and Atrocities Prevention Act into law. This should also calm down readers who seem to think I am unfoundedly opposed to Trump. I’ll always give credit where credit is due. This legislation codifies a lot of pre-existing policies and was recognized by the ANCA as a “landmark bipartisan genocide prevention measure” which I hope will clear the way for better behavior by both the legislative and executive branches of the U.S. government when it comes to Armenian Genocide recognition.

When Erdoğan asserts that Bolton made a ‘serious mistake,’ and Ankara won’t ‘swallow’ his comments on Syria’s Kurds, I can only grin. Erdoğan’s arrogance manifesting itself will help keep Turkey-U.S. relations tense, creating opportunities for Armenian-issues related progress in Washington. Bolton had stated that any military action launched by Turkey in Syria must safeguard Kurdish lives.

Turning our attention back to Yerevan, it’s heartening to learn that the government has allocated nearly 4,000,000,000 trams/drams for more than 200 priority projects in provinces. This is important in two ways. First, it enables people to remain in their homes, dwelling throughout the country, thus making it more resistant to Turkic attacks from the east and west. Second, it helps ameliorate decades of Soviet era neglect when the focus of development was Yerevan. Our homeland must be developed and firm throughout, not just in the capital.

Finally, just as I had a drop of good news in my bad news piece, so is it necessary to not be Pollyannaish. Two news items out of Yerevan I noticed are potential problems. One is that the justice ministry seeks criminal liability for defamation of on-duty lawyers. The other was about Pashinyan griping that the media is out to damage the government through constant criticism because most outlets are owned by supporters of the previous, oligarchic, regime. While both of these items seem to have some merit, they also point in a direction that is rife with the risk of limiting, if not squelching, dissent or even simply differing opinions on policy. This must not be allowed to progress lest our homeland becomes more like Turkey, the largest jailer of journalists in the world.

Enjoy the good, but be alert and respond to the bad.

Asbarez: Armenian Parents’ Support Group Celebrates Homenetmen’s Hrashq Program

EAGLE ROCK, Calif.—The Armenian Parents’ Support Group of the Lanterman Regional Center held its third annual Christmas celebration on Tuesday, December 18 at the Homenetmen Western Region’s Headquarters. Among the attendees was California State Senator Anthony Portantino, parents of the support group, a few special needs children, Lanterman Service Coordinators and members of the Armenian American community at large.

The purpose of this support group, which meets every third Tuesday of the month at the Library Connection in Glendale located at 1100 E. Chevy Chase Drive, is to bring together parents of special needs children, organize lectures on various subjects pertaining to the special needs community presented by various professionals such as attorneys, occupational therapists, speech and language pathologists, psychologists etc…

The meetings enable parents to become better advocates for the rights of their children by becoming better informed. The group also holds open topic discussions which in the past have included the following: “The stigma of raising a child with stigma with special needs in the Armenian American community”. “What will happen to my special needs child when I am no longer here? ”The impact of raising a child with special needs on marriages and siblings.” These open discussions enable parents to express their thoughts freely and in a non-judgmental environment.

Nanor Kabakian, facilitator of the support group welcomed the attendees, gave an overview of what the support group accomplished in 2018 and shared the plans for the upcoming year.

Kabakian also gave an overview of the Homenetmen Hrashq Program since its inception to the present time and encouraged all attendees to participate in it as it gives children the opportunity to practice social skills, communication skills as well as improve their overall physical well-being.

Representing the 25th State Senate District, Senator Anthony Portantino joined the support group meeting along with representatives of the Homenetmen Western Region Executive Committee to meet the parents in attendance, most of whom had enrolled their children in the Homenetmen Hrashq Program. Ms. Kabakian thanked Senator Portantino for his support of Homenetmen Hrashq, citing that he was there cheering on the 20 Hrashq athletes as they made their entrance into Birmingham High School’s stadium during the Navasartian Games’ closing ceremonies last July.

The senator shared some of his personal life experiences with the special needs community and praised the Homenetmen Hrashq Program for providing an invaluable service to the community, not least of which, the parents, for their utter dedication to their children.

Kabakian and Homenetmen Western Region Executive Chairperson, Hagop Tufenkjian, presented Senator Portantino with a Homenetmen Hrashq Jersey to thank him for his support of Homenetmen Hrashq on behalf of all the special needs parents in the Armenian American Community whose children participate in this program.

Turkish Parliament Rejects Paylan’s Demand to Investigate Dink’s Murder

ISTANBUL—Garo Paylan, an Armenian member of the Turkish Parliament representing the People’s Democratic Party (HDP) urged the Turkish parliament to take up the case of the Armenian editor Hrant Dink, who on January 19, 2007 was gunned down in front of the offices of the Agos newspaper, which he founded.

“After being murdered, Hrant Dink became a symbol of equality, pluralism, democracy and justice in Turkey. Twelve years have passed since his murder, but this case is still not resolved,” Paylan said in remarks in Parliament.

Presenting the details of Dink’s murder, the lawmaker said the state has also its share of guilt.

“Hrank Dink has been targeted by nationalists after publishing an article in 2004 about Ataturk’s daughter and first female fighter pilot Sabiha Gokcen, which revealed that Gokcen had an Armenian origin. At that time the Turkish General Staff issued a statement on this article, Dink also received warning from the Istanbul Governor’s Office,” Paylan explained.

He also emphasized that Turkish officials and media also contributed to the intensification of nationalist moods against Dink.

The Turkish parliament, however, rejected Paylan’s demand and proposal to investigate and contribute to disclosing the case.

Book Review: May Chaderjian’s ‘Letters to Barbra’ Have a Long Life

As a reader who had the chance to read the manuscript before publication, I thank Paul Chaderjian for letting me into the world of “Adam Terzian,” a world in which the past, the present, and the future co-exist in conflict, never in harmony, a world that is marked with the trauma our parents and grandparents lived and unwillingly transmitted to us to shape our identity that we have to live with tragically, in conformity; and if we object, if we turn away, we are doomed; we cannot find peace. The sense of belonging is displaced, it becomes meaningless, only a source of pain and compunction, an anxiety.

If you are looking for a leisurely, easy read, a narrative that takes you on a smooth ride of chronologically recorded episodes, this book is not for you. It needs your full commitment and concentration. It is not a text you just read and forget, but something you live with. Here, the reader becomes the subject, the teller of his/her own life story. And this is because the author offers an exceptional style and language that grabs, that pulls the reader deep into the world he describes.

Letters to Barbra is profound. The torrent of ideas, the thoughts flying back and forth in time, the anachronistic sequence of events make the text difficult to digest. It does not read smoothly like a novel or an ordinary autobiography. So, I do not see it to gain popularity immediately after its release. One is to expect more than that. Chaderjian writes, “I wrote because I had to write.” So, I would add, you read because you have to read and see the mirror image of your life, a part of yourself in the complexity of your identity, an Armenian caught in the web of intricate relationships defying time and space.

Chaderjian had the courage to be honest with the character he created. As an eleven-year old boy, this character, named Adam, witnessed the Beirut bombing, the fears and tears during that senseless civil war. But that experience did not remain in the past. It comes forth like an episode recurring throughout Adam’s life, thus showing the persisting impact of the trauma. And although, the purpose of writing letters to Barbra—Barbra Streisand, a Hollywood idol of the time—comes to light only towards the end of the text, it is obvious that this “game” Adam played so faithfully was a catharsis he sought, a need that did not subside over the years. The burden of the past and its impact on his/our everyday life is there, resonating, as Adam experiences, in debilitating downfalls, unsatisfying successes, the real life and not the imagined or coveted, or the ideal in multicultural, multireligious Los Angeles, the transgenerational pain, the unfulfilled parents’ expectations. And in addition to all that, the true face of the Diaspora and the “homeland” and its people with a huge gap between them. Chaderjian/Adam felt that gap. He recognized the truth before many of us did.

Letters to Barbra is an artistic chronicling of generational struggle for self-realization and quest for identity. Now that it is published and available, let it run its own life. May that be a long one.

European Court Accepts Appeal By Indicted Armenian Tycoon

The European Court of Human Rights (ECHR) has ordered Armenian law-enforcement 
authorities to enable a prominent businessman prosecuted on corruption charges 
to receive adequate medical care.

Lawyers for the millionaire businessman, Samvel Mayrapetian, seized upon the 
decision on Friday to again demand that he be allowed to undergo such treatment 
in Germany.

Mayrapetian was arrested in October on charges of “assisting in bribery” which 
he strongly denies. He was freed on bail late last month and has remained in 
hospital since then, reportedly suffering from a life-threatening form of 
pancreatitis.

Immediately after his release, Mayrapetian asked Armenia’s Special 
Investigative Service (SIS) for permission to leave for Germany, saying through 
his lawyers that Armenian hospitals cannot cure his disease. The SIS rejected 
the request, leading the tycoon to appeal to the ECHR.

The Strasbourg-based court accepted the appeal late on Thursday. It said that 
the Armenian authorities must allow Mayrapetian to undergo the kind of 
treatment that is recommended by his doctors. It gave the authorities 15 days 
to report back to the ECHR on their compliance with its order.

One of Mayrapetian’s lawyers, Karen Batikian, insisted on Friday that his 
medical condition is effectively treated only at a special clinic located in 
the German city of Dresden. Batikian said he has therefore again asked the SIS 
to allow his client’s departure to Germany.

“I insist that Samvel Mayrapetian wants to travel to Germany for solely medical 
reasons and will return to Armenia and participate in all investigative and 
judicial proceedings after his treatment is complete,” Batikian told RFE/RL’s 
Armenian service.

The SIS did not immediately react to the ECHR order.

The law-enforcement agency has still not publicized details of the accusations 
leveled against the tycoon who had greatly benefited from close ties with 
Armenia’s former governments.

Mayrapetian, 59, one of the country’s leading real estate developers who also 
owns a national TV channel and a car dealership. His company was involved in a 
controversial redevelopment of old districts in downtown Yerevan during the 
1998-2008 rule of former President Robert Kocharian. Some media outlets for 
years linked Kocharian’s elder son Sedrak to the Toyota dealership.

Kocharian is currently held in pretrial detention, having been charged in 
connection with the deadly breakup of post-election opposition protests in 
March 2008. He denies the accusations as politically motivated.



Kocharian’s Detention Extended

A court in Yerevan on Friday refused to grant bail to former Armenian President 
Robert Kocharian and allowed law-enforcement to hold him in pretrial detention 
for two more months.

Kocharian was again arrested on December 7 more than four months after being 
charged with overthrowing the constitutional order during the final weeks of 
his decade-long rule that ended in April 2008. He denies the accusations as 
politically motivated.

Earlier this month the Special Investigative Service (SIS) asked the court of 
first instance to extend Kocharian’s arrest. The court granted the request. It 
also rejected a petition to free Kocharian on bail which was submitted by his 
lawyers.

One of the lawyers, Aram Orbelian, told reporters that they will likely appeal 
against the ruling. He also did not rule out another appeal to the European 
Court of Human Rights.

Orbelian again accused the authorities of exerting pressure on this and other 
Armenian courts dealing with the high-profile case. He pointed to SIS chief 
Sasun Khachatrian’s and Prime Minister Nikol Pashinian’s leaked phone 
conversations with the Artur Vanetsian, the director of the National Security 
Service (NSS), which were posted on the Internet last year.

Vanetsian can be heard saying in those audio clips that he told a judge to 
allow Kocharian’s first arrest in July. The NSS chief claims that the audio was 
doctored and that he never issued orders to the judge.

Kocharian is specifically accused of illegally using Armenian army units 
against opposition supporters who protested against alleged fraud in a disputed 
presidential election held in February 2008. Law-enforcement authorities say 
that amounted to an overthrow of the constitutional order.

Eight protesters and two policemen were killed when security forces quelled the 
protests on March 1-2, 2008. Kocharian declared a three-week state of emergency 
on that night.

The 64-year-old ex-president says the accusations are part of Pashinian’s 
political “vendetta” waged against him.

Pashinian played a key role in the 2008 protests and spent nearly two years in 
prison because of that. He has strongly defended the criminal case against 
Kocharian and denied orchestrating it.



Ex-Minister Denies Corruption Charges

Former Environment Minister Aram Harutiunian denied through a lawyer on Friday 
corruption accusations brought against him by an Armenian law-enforcement body.

The lawyer, Karen Hakobian, said that Harutiunian has not fled Armenia but 
refused to shed more light on his whereabouts after a Yerevan court issued an 
arrest warrant for him. Nor did Hakobian say whether his client will surrender 
to the Special Investigative Service (SIS) following the court’s decision.

The SIS formally charged Harutiunian on Thursday with receiving $14 million in 
bribes while in office in 2008. It reiterated prosecutors’ recent allegations 
that an Armenian businesswoman, Silva Hambardzumian, paid the bribes in return 
for obtaining a dozen mining licenses from the Ministry of Environment 
Protection.

Hambardzumian made the same claims when she spoke to RFE/RL’s Armenian service 
(Azatutyun.am) in late October.

Hakobian dismissed the charges as “nonsensical.” “Those licenses were never of 
any use to anyone,” he said, adding that nobody would have paid millions of 
dollars for the right to search for, rather than mine, metals in several 
potential deposits in Armenia.

“I think that the investigation will continue and these accusations will be 
refuted,” the lawyer told journalists.

Hakobian also said that the former minister was not allowed to travel abroad 
recently, before being indicted by the SIS. “Mr. Harutiunian wanted to leave 
the country for the purpose of his wife’s medical treatment but his departure 
was illegally blocked at the border checkpoint [of Yerevan’s Zvartnots 
airport,]” he said.

Harutiunian served as environment minister from 2007-2014 and was elected to 
the Armenian parliament in 2017 on then President Serzh Sarkisian’s Republican 
Party’s ticket. The prosecutors attempted to arrest him in early December. The 
outgoing parliament, in which the Republicans had the largest group, declined 
to lift Harutiunian’s immunity from prosecution.

Prime Minister Nikol Pashinian clearly referred to Harutiunian when he stated 
in late October that law-enforcement authorities have all but solved the 
largest ever known case of bribery in Armenia’s history.



Serzh Sarkisian Said To Stay In Politics

Former President Serzh Sarkisian has no plans to retire from active politics or 
resign as chairman of the Republican Party of Armenia (HHK), an HHK spokesman 
indicated late on Friday.

Eduard Sharmazanov insisted that Sarkisian did not leave the political arena 
when he stepped down as Armenia’s prime minister in April amid mass protests 
against his continued rule.

“There is no such issue on our agenda,” Sharmazanov told reporters when asked 
about possible changes in the leadership of the former ruling party.

“[Sarkisian] is the chairman of our party. We had elected him, our congress had 
elected him. The president still has something to say and to do,” he said after 
a meeting of the HHK’s governing board chaired by Sarkisian.

Sharmazanov made clear in that regard that the HHK is planning to hold its next 
congress in 2020, rather than this spring, as was suggested by some senior 
party figures earlier.

Sarkisian, who governed Armenia for ten years, has made very few public 
statements and appearances since his dramatic resignation which came two weeks 
before the protest leader, Nikol Pashinian, was elected the country’s prime 
minister. The protest movement was sparked by Sarkisian’s attempt to extend his 
decade-long rule after Armenia’s transformation into a parliamentary republic 
engineered by him.

Sarkisian did not run in snap parliamentary elections held on December 9. The 
HHK’s list of election candidates was headed by former Defense Minister Vigen 
Sargsian. Some observers suggested that the latter could soon replace the 
ex-president as HHK leader.

According to official election results, the HHK won only 4.7 percent of the 
vote, narrowly failing to clear the 5 percent threshold to enter the new 
parliament. Pashinian’s My Step bloc got as much as 70 percent.

Also, the new authorities brought embarrassing corruption charges against 
Sarkisian’s former chief bodyguard and one of his two brothers. The other 
brother had his $30 million Armenian bank account frozen by the National 
Security Service last summer. Pashinian demanded afterwards that Aleksandr 
Sarkisian “return the money to the state budget.”

“While Pashinian fought against us, we don’t fight against him,” said 
Sharmazanov. “We fight against policies which we believe do not serve the 
security of Armenia and Artsakh (Nagorno-Karabakh).”

Sharmazanov claimed that Pashinian’s government has made “many mistakes” since 
taking office in May. In particular, he denounced its plans to downsize the 
state bureaucracy by reducing the number of government ministries.

“Zhoghovurd” reports on Human Rights Watch’s latest report which criticized the 
former Armenian government but praised the current authorities in Yerevan. The 
paper says HRW at the same time warned the latter to ensure the due process of 
law in the renewed criminal investigation into the May 2008 violence in 
Yerevan. “That is to say that international structures will be monitoring the 
course of the March 1 probe,” it says. “In this regard, the new authorities 
must bring their actions into conformity with the letter and the spirit of the 
law in order, first and foremost, to prevent any damage to Armenia’s 
reputation.”

Lragir.am reports on “interesting statements” made at the Dashnaktsutyun’s 
ongoing convention taking place in Nagorno-Karabakh. In particular, the 
longtime head of the party’s decision-making Bureau, Hrant Markarian, announced 
his resignation earlier this week. “Markarian described his resignation as an 
act of ‘tactical flexibility,’ which means that he will try to have the party 
led by a faction controlled by him,” writes the publication. “An Armenian media 
report has said that Markarian is promoting Armen Rustamian and a pro-Russian 
faction. But there may be a revolution in Dashnaktsutyun that will see people 
acting in Armenia’s, not in Russia’s, Iran’s or others’, interests elected to 
the Bureau … There is a political vacuum in Armenia. [Prime Minister Nikol 
Pashinian’s] My Step alliance does not have healthy counterweights, and the 
country needs a mature political force that can shoulder responsibility for 
opposing [the government.]”

“Hraparak” comments on corruption charges brought against former Environment 
Minister Aram Harutiunian. The paper fears that Harutiunian has fled the 
country. It claims that the authorities ignored its recent warnings about such 
a possibility.

Հայաստանի Հանրապետության կառավարության գերակա խնդիրների լուծման շրջանակներում Քաղաքացիական ավիացիայի կոմիտեի կողմից Երևան քաղաքի «Զվարթնոց» միջազգային օդանավակայանի աերոդրոմին շնորհվել է «E» դաս համաձայն քաղաքացիական ավիացիայի միջազգային կազմակերպության (ICAO) ստանդարտների: Այս մասին հայտնում է  Քաղաքացիական ավիացիայի կոմիտեն:


«Զվարթնոց» միջազգային օդանավակայանի աերոդրոմին «E» դասի շնարհումը հնարավորություն կտա օդանավակայանում առանց որևէ սահմանափակումների շահագործել «E» դասի օդանավեր, մասնավորապես` A330, B747-100/200/300/400/SR/SP, B777-200/200ER/300/300ER, B787, MD11:

Արցախի Հանրապետության ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի հայտարարությունը Բաքվի հայ բնակչության զանգվածային ջարդերի 29-րդ տարելիցի կապակցությամբ:


«1990 թվականի հունվարի 13-19-ը Ադրբեջանի մայրաքաղաք Բաքվում հայ բնակչության նկատմամբ իրագործվել է պետական իշխանությունների կողմից կազմակերպված զանգվածային կոտորած: Էթնիկ հողի վրա իրականացված բռնություններին զոհ են գնացել հարյուրավոր հայեր, թալանի ու բռնագրավման է ենթարկվել հայերի ունեցվածքը: Ֆիզիկական ոչնչացման անմիջական սպառնալիքի ներքո Բաքվի քառորդ միլիոն տեղահանված հայությունը` որպես փախստական, բնակություն է հաստատել աշխարհի տարբեր երկրներում:


Պատմական արդարությունը վերականգնելու և իր ինքորոշման իրավունքը իրացնելու նպատակով ոտքի ելած Արցախի հայության ձայնը լռեցնելու համար Բաքվի իշխանությունները Գորբաչովի վարչախմբի թողտվությամբ իրագործել են ծրագրված ցեղասպանություն ադրբեջանահայության նկատմամբ: Հակառակ միջազգային իրավապաշտպան կազմակերպությունների կողմից արձանագրված փաստերի՝ Ադրբեջանի իշխանությունները մինչ օրս կոծկում են իրենց ցեղասպան գործողությունները, նենգափոխում իրողությունները և խուսափում պատասխանատվությունից:


Հարգելով Բաքվի կոտորածին ու բռնի տեղահանությանը զոհ գնացած անմեղ հայերի հիշատակը՝ Ազգային ժողովի արտաքին հարաբերությունների մշտական հանձնաժողովը.


դատապարտում է այլատյացության, ծայրահեղականության ու ահաբեկչության ցանկացած դրսևորում,


պնդում է, որ Բաքվի, ողջ Արևելյան Անդրկովկասի, ինչպես նաև Հյուսիսային Արցախի ու Նախիջևանի հայության հանդեպ կազմակերպված բռնությունները լիովին համապատասխանում են ՄԱԿ-ի` 1948թ. «Ցեղասպանության հանցագործությունը կանխելու և պատժելու մասին» կոնվենցիայով սահմանված ցեղասպանության հանցագործության իրավական ձևակերպմանը,


կոչ է անում միջազգային հանրությանը, իրավապաշտպան կազմակերպություններին և խորհրդարանական կառույցներին Բաքվի հայ բնակչության զանգվածային ջարդերին տալ իրավական գնահատական և քայլեր ձեռնարկել Ադրբեջանում պետական մակարդակով շարունակվող հակահայկական քարոզչության դեմ,


վերահաստատում է, որ Բաքվում կազմակերպված ջարդերը պատմական վաղեմության ժամկետ չունեն, և Արցախի Հանրապետությունը հետևողական է լինելու ադրբեջանահայության ցեղասպանության կազմակերպիչներին և իրականացնողներին պատասխանատվության ենթարկելու հարցում»:

ՀՀ-ում 2018թ. արձանագրվել է սպանության 36 դեպք. նվազագույն ցուցանիշը 1980 թ-ից ի վեր

2018թ. ընթացքում Հայաստանի Հանրապետությունում գրանցվել է սպանության 36 դեպք: Այս ցուցանիշը նվազագույնն է՝ առնվազն վերջին 38 տարվա կտրվածքով: Ընդ որում՝ նշվածներից 3-ը վերաբերում է անձի անհետ կորելու փաստերին:


Ինչպես հայտնում դատախազության մամուլի ծառայությունից, նախորդող՝ 2017թ. համեմատությամբ (արձանագրվել է 47 դեպք, որից 6-ը՝ անհետ կորածների հետ կապված) հանրային ամենամեծ վտանգավորություն ունեցող այս հանցատեսակով դեպքերը նվազել են 11-ով կամ 23.4 տոկոսով, իսկ 2016թ. (66 դեպք, որից 10-ը՝ անհետ կորածների հետ կապված) նույն ժամանակահատվածի համեմատությամբ՝ 30-ով կամ 45.4 տոկոսով: Հատկանշական է, որ վերջին երեք տարվա կտրվածքով, փաստորեն, ավելի քան եռակի անգամ նվազել են նաև անձանց անհետ կորելու դեպքերը:


Ըստ տասնամյակների կատարված համեմատական վերլուծությունը վկայում է, որ եթե 1980-ականներին (1980-1989թթ.) սպանությունների տարեկան միջին ցուցանիշը կազմել է 60 դեպք, ապա 1990-ականներին՝ այդ թիվը կտրուկ ավելացել է՝ դառնալով 160: Ընդ որում՝ այս երկու տասնամյակների անցումը, որը պատմականորեն նշանավորվում է ԽՍՀՄ փլուզմամբ և ՀՀ անկախության շրջանի մեկնարկով, աչքի է ընկել սպանությունների ցուցանիշի կտրուկ աճով: Այսպես՝ 1989թ. Հանրապետությունում արձանագրվել է սպանության 88 դեպք, հաջորդ տարի՝ 1990թ, արդեն՝ 178 դեպք կամ կրկնակի ավելի: 1990թ. սկսած՝ սպանությունների եռանիշ թվով ցուցանիշը պահպանվել է մինչև 1997թ: Ընդ որում՝ 1990-1997թթ. ժամանակահատվածում տարեկան տեղի են ունեցել եռանիշ թվով սպանություններ, և այդ իմաստով վատթարագույն ցուցանիշն արձանագրվել է 1992թ.՝ 305 դեպք:


2000-2009թթ. տարեկան տեղի ունեցող սպանությունների միջին թիվը կազմել է 73, իսկ 2010թ մինչև 2018թ. ընկած հատվածում՝ 50: Ընդ որում՝ վերջին տասնամյակում /2008-2018թթ./ սպանության դեպքերը նվազել են շուրջ 53.8%-ով /78-36/:


Սպանությունների վիճակագրությունը, դրա շարժընթացի միտումները, ի թիվս այլ հանգամանքների, կարևորագույն ցուցիչ ու ելակետ են յուրաքանչյուր երկրում հանցավորության ընդհանուր վիճակի, դրա դեմ տարվող պայքարի, հատկապես կանխարգելիչ միջոցների, ինչպես նաև հասարակության իրավագիտակցության, սուցիալ-հոգեբանական բազում գործոնների մակարդակի գնահատման համար:


ՀՀ գլխավոր դատախազությունում իրականացվում են նման բնույթի կրիմինոլոգիական ուսումնասիրություններ, որոնց առավել ընդգրկուն արդյունքները ևս կհանրայնացվեն: Այդ ուսումնասիրությունների արդյունքում միջոցներ են ձեռնարկվելու հանրապետությունում հանցավորության դեմ պայքարի ռազմավարության մշակման, պլանավորման ուղղությամբ:
