Chaarat To Extend Kapan Purchase Date After Armenian Regulator Consent

LONDON (Alliance News) – Chaarat Gold Holdings Ltd on Monday said it secured antimonopoly clearance for the Kapan acquisition from the State Commission for the Protection of Economic Competition of the Republic of Armenia.

At the end of October, the AIM-listed gold development company has agreed to buy the Kapan polymetallic mine from FTSE 250 member Polymetal International PLC for USD55 million.

In mid-December, Chaarat said Polymetal has agreed to accept USD10 million of the USD55 million in convertible notes, rather than USD5 million as originally agreed, provided the acquisition closes no later than January 15.

On Monday, Chaarat said the transaction is progressing as planned, however, due to the upcoming public holidays in Armenia and Russia, the company is in talks with Polymetal regarding the potential extension of the acquisition closing date to the end of January.

"Chaarat continues to work with Polymetal on key transitional details and is making significant progress in filling senior operational roles at the Kapan mine, identifying operational improvements and developing a detailed first 100-day plan," Chaarat said in the statement Monday.

Chaarat shares were trading 5.1% higher on Monday at 30.75 pence each. Polymetal shares were up 1.6% at 842.60p.

EDB provides Armenia with loan to upgrade electricity grid

The Eurasian Development Bank (EDB) has provided a 20 million US dollar loan to the Electrical Networks of Armenia (ENA).

The project aims to implement the uninterrupted supply and distribution of electricity throughout Armenia, contribute to the country’s sustainable economic growth, help and maintain employment and ensure stable electricity supplies to consumers.

“The loan will be directed to the reconstruction of the electrical grid’s network economy, the improvement of the electricity metering system and effects on the qualitative change in the company’s financial conditions,” said Vsevolod Smakov, the head of the EDB’s industry and energy unit.

Karen Harutynyan, the general director of ENA, said that the loan represented the first step of the 10-year investment programme in the company, which is worth of a total of 726 million US dollars and aims to modernise its distribution networks and substations, connect new consumers, replace and install electricity metres and implement global management standards.

“Investors, before extending loans, assess all possible risks, including the possibility of lowering tariff rates. Besides, power grids are guided in their activities by margin rates, which are regulated by law,” said Mr Harutynyan.

The loans have been granted at interest rates of 2.7-3.7 per cent, low for Armenia. The EDB is also working with the European Bank for Reconstruction and Development (EBRD) and Asian Development Bank (ADB) on a programme to modernise Armenia’s electricity grids, as well as negotiating with the EBRD, ADB and International Finance Corporation (IFC) to secure a long-term credit package.

Robert Fisk recommended my book Ottomans and Armenians, A Study in Counterinsurgency as required reading in the Saudi military academies in his recent piece.

However, Fisk selectively claims that I wrote the Armenian rebellion was “widespread” and he alludes that it really wasn’t a rebellion at all. What I said, in context, was the rebellion was “small and localised, but widespread” (page 221). The pattern of intelligence reports about these acts in 1915 led the Ottoman decision-makers to believe that a major insurrection was imminent. As I make crystal clear in my book – it does not matter whether this was true or not… what matters is that the Ottomans believed it to be true at the time.

Second, Fisk glosses over the facts that the Armenian revolutionary committees, urged on and supported by the Russians and British, actively rebelled in 1915 in concert with Russian offensive military operations. Moreover, important expatriate personalities in the pre-1914 Armenian diaspora actively inflamed revolutionary tendencies in the Ottoman Empire. There is incontrovertible archival evidence supporting this in Kew, Saint Petersburg, Paris, and Istanbul.

Third, explicitly Ottomans and Armenians, A Study in Counterinsurgency does not address the issue of whether or not the events of 1915 constituted a genocide. I am a military historian and my book addresses how the Ottomans approached the military problem of an imminent rebellion occurring in the middle of a major conventional war, as well as outlining the military history of Ottoman counterinsurgency campaigns (such as the one in Yemen that Fisk highlighted) in the late imperial period. My book demonstrates the mass relocations in 1915 were limited to a geographic area of six eastern Anatolian provinces (and a few key cities located along the lines of communications). My book is about causes and decisions and not about the effects on the relocated population.

Finally, since Fisk brought up my explanation of the Boer War, I would point out that Ottomans and Armenians is a military history and not a social or cultural history. The ill-treatment of Boer civilians was a cause celebre in Britain at the turn of the century – as was the treatment of relocated Cubans by the Spanish in 1895 and relocated Filipinos by the Americans in 1902.

Rouhani praises Armenian-Iranians’ patriotism

TEHRAN – President Hassan Rouhani said on Monday that Armenian-Iranians have practiced altruism and devoted their lives to the country which is really praiseworthy.

“Our Armenian fellow countrymen have practiced altruism along with Muslims, and today they are ready for altruism and this is very praiseworthy,” Rouhani said as he visited the family of an Iranian Armenian who lost their son in defending the country.

The visit to the Alfred Gabri family took place on the New Year’s Eve, where Rouhani congratulated the family of the martyr on the new Christian year.

He said, “Your son practiced altruism on the path of [protecting] the country. It is not easy to [tolerate] loss of a child, but your son was martyred on the path of the homeland which make it tolerable.”

According to ISNA, Alfred Gabri was martyred by the Mujahedin Khalq Organization in 1991 in the western city of Gilan-e Gharb when he was 20 years old.

Vice-President for Martyrs and Veterans Affairs Hojatoleslam Val-Moslemin Shahidi accompanied Rouhani in the visit. A plaque of appreciation was given to the family of the martyr.

According to some reports, 300,000 – 370,000 Christians live in Iran.

Last year the number of people arriving in Armenia exceeded the number of those who left, Armenian Acting Prime Minister Nikol Pashinyan wrote on his Facebook.

"From January 1 to December 25, 2018 the difference between those who left and those who arrived in Armenia was +20 713,” he wrote adding that the number of those who arrived in Armenia was 20 thousand 713 more than those who had left.

Last year's figure was 25,932. That is, the number of those who left the country in 2017 was 25 thousand 932 more than the number of people arriving, acting PM added.

The hub of Iranian Armenian life in the Jolfa of Isfahan has come to life with New Year lights.

Jolfa is in the south of the city and was built during the reign of Shah Abbas I (1571-1629). Most of its residents were Armenians who were turned out of Jolfa on the banks of Aras River in Azerbaijan and moved here. They also named their new home away from home Jolfa. One of the most visited tourist attractions here is the Vank Church, where Iranian Armenians celebrate New Year by praying for "a world full of peace" without wars.

A sharp increase in particularly serious crimes has been registered in Armenia.

According to the National Statistical Service, the increase in crimes in Armenia was 13%, with the number of especially serious crimes increasing by 30%.

A total of 20,267 crimes were registered in January-November 2018, comparing with 17898 crimes registered last year.

A total of 209 especially serious crimes were committed in 2018, comparing with 161 as of the same period last year. The number of serious crimes was 3224, last year – 2404. At the same time, the number of murders decreased up to 34 instead of 46.

The number of crimes with the use of firearms and ammunition increased up to 53 comparing with 49 last year.
