First international Robotex contest to be held in Armenia

Following DigiTec exhibition and WCIT 2019, the Union of Advanced Technology Enterprises-UATE will present another major event this year, hosting one of the biggest international robotics contests – Robotex.

As the organization reported in a press statement, the international contest will take place on November 9 under the slogan “Smart city” and will gather at one place Armath Engineering Laboratories, more than 50 member-countries of Robotex union, individuals and companies operating in the sphere of robotics.

“The Union has set a goal to turn Armenia into a center for automated robot competitions and invites world contests of the sector to Armenia to make it internationally recognized. This time, in particular, it is the Robotex contest», – Mr. Karen Vardanyan, the UATE CEO stressed.

The competition aims to encourage and publicize interest in robotics, programming, and design, to build interest in the fields of robotics and engineering and to develop engineering thinking. Moreover, competition is a platform for youth involved in robotics and programming to demonstrate their knowledge, skills, and abilities.

The source reminds that UATE became a member of Robotex International Association in July 2019. The latter consolidates around 50 countries, such as the United States, China, India, Greece, Estonia, Colombia and a number of others which are engaged in the development of the robotics sector.

The U.S. House of Representatives on Tuesday voted overwhelmingly to recognize the Armenian genocide, marking a first in more than three decades.

It was a “historic day,” says Berj Apkarian, Fresno’s Honorary Consul to the Republic of Armenia. He says the Fresno area’s Armenian community, one of the largest in California outside of Los Angeles, is abuzz with the news out of Washington. “The Armenian nation in the civilized world have been waiting for over 105 years to bring justice to this cause,” he says.

In a 405-to-11 vote, the House agreed to acknowledge the 1915 slaughter of an estimated 1.5 million Armenians as genocide at the hands of the Ottoman Empire in what is present-day Turkey. In the century since, in which Turkey and the U.S. have remained allies, President Ronald Reagan was the only commander in chief to have ever used the word “genocide” in reference to the atrocities against the Armenians. The House passed similar resolutions in 1975 and 1984, but they were never picked up by the Senate.

“Whether it’s through the lens of being a NATO ally, or wanting to achieve stability in the Middle East, it’s always been problematic in terms of official recognition of the genocide,” says Fresno State University Armenian Studies Professor Sergio La Porta, referring to the U.S.’s silence on the issue as a “gag”.

La Porta says the House’s decision this week was clearly political, a reaction to recent violence in Syria at the hands of Turkish troops following President Donald Trump’s removal of U.S. forces in the country. “It would be better if politics could have been put aside, but barring that I’m just happy that it passed,” La Porta says. An official acknowledgement from the U.S. government, he points out, would not only commemorate the genocide and distance the U.S. from attempts to deny that it happened, but it would also encourage education and public awareness of the genocide.

Berj Apkarian agrees. Especially considering economic sanctions the U.S. government also levied against Turkey in the last month. “All these in my humble opinion transform it into a very strong and solid message,” he says. “This is not a symbolic act.”

Whether the rest of the U.S. government will take up the issue remains to be seen. A companion bill in the Senate has yet to build the same momentum that resulted in the passage of the House bill.

Opponents of the Istanbul Convention blocked Baghramyan Avenue for several minutes

ArmInfo.On November 1, opponents of the Istanbul Convention gathered at the building of the Armenian parliament. In protest of the ratification of the  convention, protesters blocked Baghramyan Avenue for several minutes.  After the intervention of the Deputy Chief of Police Edgar Petrosyan,  who called on the protesters to act within the law and to refrain  from blocking the streets, the avenue was unblocked.

It should be noted that in January 2018, Armenia signed the Istanbul  Convention ("Council of Europe Convention on Preventing and Combating  Violence against Women and Domestic Violence"). However, this  convention has not yet been sent to the country's parliament. The  Istanbul Convention (or the "Council of Europe Convention on  Preventing and Combating Violence against Women and Domestic  Violence") was signed in 2011 in Istanbul (Turkey). Of the 47 member  states of the Council of Europe, 34 have ratified the Convention, 11  have signed.

In Armenia, this convention was opposed by the general public, as  well as the Armenian Apostolic Church, who believe that it  contradicts the national, family and traditional foundations of the  Armenian people.  Earlier, the RA Ministry of Justice sent the  Istanbul Convention to the Venice Commission in order to study its  compliance with the norms of the country's legislation. 

Mouflons have been torn to pieces: Second case of stray dogs penetration was recorded in Yerevan Zoo

ArmInfo.On November 1, around 06:00 a.m., a second case of stray dogs penetration was recorded in the territory of the Yerevan Zoo.

According to the press service of the zoo, three mouflons (2 males, 1  males) were killed as a result of the attack.

According to the staff of the Yerevan Zoo, the pack of dogs that  entered the park is most likely the same pack that attacked the  kangaroo the day before.

To note, three puppies that could not get out of the enclosure were  caught and transferred to a sterilization center.

Considering the incidents of the last two days taking place at the  Zoo, Deputy Mayor of Yerevan Tigran Virabyan suggested director of  the Yerevan zoo Ruben Khachatryan to write a letter of resignation.

It is noted that the proposal was sent after consultations with  Yerevan Mayor Hayk Marutyan.

In turn, the administration of the zoo turns to the appropriate  structures in order to quickly find and neutralize dogs, given the  relevance of the problem and the importance of ensuring public safety.

It is noted that in order to exclude the human factor associated with  the penetration of dogs, the Zoo administration also contacted the  law enforcement bodies of Armenia to begin a preliminary  investigation.  To recall, yesterday, at a Yerevan zoo stray dogs  attaked  three kangaroos. The incident occurred early in the morning  and the vets who arrived at the scene were unable to save rare  animals.  Kangaroo males were donated to Yerevan Zoo by the Chisinau  colleagues in June 2018. The males were to "get acquainted" with the  females that were expected from Amsterdam in December, with the  understandable purpose of breeding.

To recall, since 2011 this is the third case of stray dogs entering  the territory of the zoo due to which animals receive, sometimes  serious injuries and often die. This is due to the lack of fencing  throughout the park, which allows not only dogs, but also foxes exotic animals.  The Yerevan Municipality has already taken up  this problem and has already begun work on fencing the territory of  the park to ensure its safety.  However, it is strange that with such  extensive work, no one even thought about ensuring the safety of the  permanent inhabitants of the Zoo, and a "worthy" fence was not built.

So, the Embassy's statement received by ArmInfo,in particular, said:  "We could not help but pay attention to the report presented in  Yerevan on the presence of the Russian military base in Armenia and  its impact on the human rights situation in the country. Without  questioning the importance of informing of the Armenian society about  various aspects of the activities of 102 RMBs (it is well known that  we are open to dialogue and completely transparent in this regard),  we again ask ourselves the question: why do "studies" of the  fundamental issues of bilateral relations concerning more nor less  than the security and sovereignty of our countries, are financed with  funds from Western foundations, and how, in that case, like < Research> can claim to be objective? ".

To note, the report "The Presence of the Russian Base in Armenia and  Its Impact on the Human Rights Situation in the Country" was  presented in Yerevan. The report was prepared on the platform of the  Eastern Partnership Forum, by the Vanadzor office of the Helsinki  Civil Assembly in collaboration with the Moldovan Association  Promo-LEX and the Ukrainian Foundation for Eastern European Security  Research Initiative and was prepared with the financial assistance of  the EU. The English version of the report analyzes human rights  situations in connection with the presence of the Russian military in  Armenia, Moldova and Ukraine, while the Armenian version of the  report presents the situation only in Armenia.  According to the  authors of the report, the purpose of the study is to study the legal  grounds for the presence of the Russian base and the mechanisms of  its control in terms of ensuring human rights.

YEREVAN, OCTOBER 31, ARMENPRESS. Speaker of Parliament of Armenia Ararat Mirzoyan on October 31 received CEO of the Open Government Partnership (OGP) Sanjay Pradhan, the Parliament told Armenpress.

Speaker Mirzoyan said the OGP values are in full accordance with the Armenian values, and Armenia shares these values. “The rule of law, fight against corruption are closely linked with transparency, accountability, and we adopted just these principles and the strategic vision after the revolution that took place last year. In line with these events, a transition from semi-presidential system to the parliamentary one took place in Armenia, and we are very happy that the Open Government Partnership expands its powers, by also trying to carry out actions in the direction of the parliamentary governance. This really is in full accordance with our approaches”, Speaker Mirzoyan said. He added that the Armenian Parliament has already taken some actions on this path, in particular it opened the doors of its park for the citizens and currently plans to establish a center for visitors so that the citizens can tour in the territory, as well as to establish an analytical expert center.

The OGP CEO said that Armenia plays a key role in the Open Government Partnership initiative and is distinguished among the 79 countries of the initiative as a country that recorded a democratic, an impressive progress. Sanjay Pradhan said the Velvet Revolution was a great signal by the Armenian citizens reflecting the will to make changes in the country. He said the OGP is ready to fully support Arrmenia on the path to democracy.

Speaker Mirzoyan thanked the OGP CEO for the appreciation and support.

At the end of the meeting of member states and ministers of governments of the International Organization of La Francophonie held in Monaco on October 30-31 on the sidelines of the 36th ministerial conference of La Francophonie, Armenia, which hosted the 2018 La Francophonie Summit, transferred the chairmanship of the Summit to Tunisia, the Organization told Armenpress. The meeting was chaired by Armenian Foreign Minister Zohrab Mnatsakanyan and OIF Secretary General Louise Mushikiwabo.

In addition to the reforms program proposed by the Secretary General, the 36th ministerial conference also approved the OIF 2020 budget’s revised draft, 2019-2020 revised program, etc.

The 17th Summit of the International Organization of La Francophonie Summit was held in Yerevan, Armenia in October 2018.

YEREVAN, NOVEMBER 1, ARMENPRESS. U.S. President Donald Trump’s administration is withholding $105 million in security aid for Lebanon, two U.S. officials told Reuters on Thursday, two days after the resignation of Lebanese Prime Minister Saad al-Hariri.

The State Department told Congress on Thursday that the White House budget office and National Security Council had decided to withhold the foreign military assistance, the two officials told Reuters, speaking on condition of anonymity.

According to the report the sources did not say why the aid was blocked.

The administration had sought approval for the assistance starting in May, arguing that it was crucial for Lebanon, an important U.S. partner in the volatile Middle East, to be able to protect its borders.

The aid included border security equipment such as night vision devices and weapons.

But Washington has also repeatedly expressed concern over the growing role in the Beirut government of Hezbollah.

YEREVAN, NOVEMBER 1, ARMENPRESS. As of 09:00, November 1 the Stepantsminda-Lars road is open only for light passenger vehicles.

The Ministry of Territorial Administration and Infrastructure of Armenia said the road is closed for heavy vehicles due to bad weather-related safety concerns.

The Stepantsminda-Lars road is the only land connection between Armenia and Russia, which runs through Georgia. Stepantsminda is a small town in north-eastern Georgia. The road is used for both passenger and cargo transportations and is of major significance. Vehicles pass through the Verkhni (Upper) Lars customs checkpoint into Russia.
