Armenian, Cameroonian FMs discuss development of cooperation

YEREVAN, NOVEMBER 1, ARMENPRESS. Minister of Foreign Affairs of Armenia Zohrab Mnatsakanyan and Minister of Foreign Affairs of Cameroon Lejeune Mbella Mbella held a meeting within the framework of the 36th Ministerial Conference of La Francophonie in Monaco, the foreign ministry said in a news release.

During the meeting Mnatsakanyan and Mbella expressed mutual readiness to make joint efforts for enriching the bilateral agenda and to work in the direction of utilizing the existing big potential in the Armenian-Cameroonian relations.

In this context they attached importance to organizing consultations between the foreign ministries and activating high-level contacts and mutual visits.

The FMs outlines the scopes of enhancing directions of bilateral cooperation.

IT, smart development, innovation and commercial-economic sectors were pointed out as promising directions.

FM Mnatsakanyan briefed his Cameroonian counterpart on Armenia’s achievements in the abovementioned sectors and stressed Armenia’s readiness to implement exchange of experience programs.

The sides praised the cooperation and mutual support between the countries in international organizations. In this context they addressed the La Francophonie as an important arena for enhancing cooperation in the francophone region and addressing problems facing the societies.

The ministers discussed the results of the 36th Ministerial Conference, priorities of Armenia’s presidency in the organization and the planned joint work.

YEREVAN, NOVEMBER 1, ARMENPRESS. Healthcare spending will be increased 21,7%, Minister of Finance Atom Janjughazyan told lawmakers at parliamentary committee debates of the 2020 state budget.

“It is expected that under the 2020 state budget 109 billion drams will be allocated to healthcare, around 21,7% or 19,4 billion drams more than in 2019,” he said.

Minister of Healthcare Arsen Torosyan said in 2020 the healthcare policy will be directed at strengthening public health services, disease prevention and promotion of healthy lifestyle.

Wandering dogs near the Yerevan Zoo have attacked three red kangaroos and killed them.

Zoo Animal Care Coordinator Artyom Makaryan says the kangaroos' cages had been restored in the last spring, considering the likelihood of such occurrences, but this was due to the lack of a fence in the area.

"The zoo will be 80 years old next year, and its still has the issue of fencing the entire area. All parks must be fenced, as the park is a special object, and there may be cases of escaping animals; if we had a fence, this would not be the case," says Artyom Makaryan.

When asked about why haven't security measures been taken yet when this is already the third case of wandering dogs entering the park, and which has led to a decline in animals, the cordinator replied that they have a special security team that keeps the likehood of such cases very low. "ln this particular case, however, the number of the dogs was high and also, it wasn't particularly difficult to kill a kangaroo, so the team couldn't save the animals. As for the problem of wandering dogs in general, we are more attentive to this issue. When we notice a crowd of dogs, we alert and resolve the issue."


A1+: Minimum salary for teachers set


For the first time in Armenia the minimum wage for teachers is set at the state level. Under the new funding formula, according to the salary calculation coefficients, the minimum salary of teacher will be about 108,000 drams (including tax). 

 

The corresponding decision was adopted at the October 31 sitting of the RA Government, which will enter into force on January 1, 2020, and will become a legal guarantee that any teacher who teaches full-time will no longer be paid below the prescribed rate.

This unique presentation invites the general public to watch key scenes from The Promise extended with audiovisual testimony of survivors and witnesses to the Armenian Genocide. Through an interactive guided viewing with Dr. Carla Garapedian and Sedda Antekelian, Education and Outreach Specialist, Armenian Genocide Education at USC Shoah Foundation, attendees will learn about significant details about the production of the film and how testimony extends the historical understanding of the Armenian Genocide beyond the film.

Dr. Carla Garapedian is the Associate Producer and Historical Consultant of The Promise, 2016. Garapedian is an accomplished and renowned filmmaker, award-winning director of the film “Screamers”, writer and broadcaster. Garapedian continues to produce film and documentaries, consults on diverse projects and programs and serves as an active advocate and researcher.

Sedda Antekelian is the Education and Outreach Specialist, Armenian Genocide education at USC Shoah Foundation. Antekelian develops testimony-based educational content for educators and students and leads educator training workshops on how to teach with testimony in the classroom. Antekelian has experience in the educational sphere for over eight years.

Artsakh Foreign Minister delivered a speech in US Congress

ArmInfo. On October 30, Foreign Minister of the Republic of Artsakh Masis Mayilian, who is on a working visit in the United States, delivered a speech as the  keynote speaker at an event in the U.S. Congress dedicated to the  independence of Artsakh.

As the press service of Artsakh MFA reports, the event was organized  at the initiative of the Congressional Caucus on Armenian Issues and  through the joint efforts of the Embassy of the Republic of Armenia  and the Permanent Representation of the Republic of Artsakh to the  United States, as well as the Armenian National Committee of America  and the Armenian Assembly of America.

The Foreign Minister of Artsakh expressed his gratitudee to the  Congressmen present at the event for supporting the Resolution  recognizing and condemning the Armenian Genocide in the Ottoman  Empire in 1915-1923 adopted by the House of Representatives of the  U.S. Congress the day before.

In his speech, Masis Mayilian touched upon the processes of  state-building and international recognition of the Republic of  Artsakh and expansion of its international cooperation, as well as  the peaceful settlement of the Azerbaijan-Karabakh conflict.

Congressmen speaking at the event reaffirmed their determination to  continue to contribute to strengthening the security of the Republic  of Artsakh and its international recognition.

Congressmen Brad Sherman and Frank Pallone solemnly handed to the  head of the delegation of the Republic of Artsakh, Foreign Minister  Masis Mayilian a copy of the U.S. House of Representatives' H.Res.296  Resolution recognizing and condemning the Armenian Genocide.

The holding of the International Biology Olympiad in Armenia in 2022 will help equip local schools with high-tech laboratories

ArmInfo.The holding of the International Subject Olympiad in Biology in Armenia in 2022 will help equip local schools with modern equipment. As Minister of  Education, Science, Culture and Sports of the Republic of Armenia  Arayik Harutyunyan said at a budget hearing in the parliament on  October 31, hundreds of laboratories will be acquired for the  competition to be transferred to school institutions.

Harutyunyan informed that in 2020 the budgetary financing of the  ministry will amount to 179.5 billion drams, of which 2.2 billion  drams will be allocated to support the apparatus, 145 billion drams  to the education sector, and 12.6 billion drams to science. Another  12.9 billion drams were used in the field of culture and 4 billion  drams will be used to develop sports. In general, budget financing of  the education sector will increase by 18.9 billion drams. Part of the  additional budget increase will be directed to a 10% increase in  teacher salaries. The Minister also said that the budget plans to  almost 2.5 times increase the payment of compensation for  transportation costs to teachers and students. This item of  expenditures in 2020 will be about 200 million drams.

He also reminded that due to the increase in tax collections, it was  possible to implement a program worth over 800 million drams, under  which engineering laboratories are being created in schools. It is  expected that these works will cover up to 50% of local schools.

The Office will continue to implement programs aimed at improving the  conditions in secondary schools.  Schools in 22 communities of the  country will be repaired. In the coming years, the number of  preschool educational institutions will also be increased. According  to Harutyunyan, in 2020 it is planned to overhaul 8 agricultural  colleges.

The Minister drew attention to the fact that investment programs  worth 2.5 billion drams were implemented this year. <We have  ready-made draft programs for 2020-2021, requiring financing in the  amount of 28 billion drams. If there are additional budget revenues  that can be directed to our sphere, we will be able to immediately  provide existing projects for implementation>, he said.

To recall, on July 10, at a closed meeting, the Armenian government  approved a medium-term spending program for 2020-2022. According to  the program, economic growth is projected to average 5% per annum.  Growth will mainly be driven by growth in services and industry. So,  in 2019, a 5.4% growth is forecasted, against the budgeted 4.9%, and  during 2020-2022. – 4.9%, 5% and 5.1%, respectively.

Ruben Safrastyan urged to wait for the results of the behind-the-scenes negotiations between the Turkish and American sides

ArmInfo.Turkey's first reaction to the adoption by the US Congress of a resolution on the Armenian Genocide was milder than expected. However, we should wait for the  results of the behind-the-scenes negotiations between the Turkish and  American sides. Director of the Institute of Oriental Studies of the  National Academy of Sciences of Armenia, Ruben Safrastyan, stated  this at a meeting with reporters on October 31, recalling the planned  visit of Turkish President Tayyip Erdogan to the United States,  scheduled for November 13.

, Safrastyan said.

According to the forecasts of the Orientalist, the United States and  Turkey will be able to achieve some mutual agreement, and Turkey will  not tighten its rhetoric.

At the same time, Safrastyan did not rule out that recent events  could lead to increased pressure on the Armenian community of Turkey.

"In fact, the Armenians of Constantinople are hostages," the director  of the Institute of Oriental Studies said, recalling that tens of  thousands of people in Turkey are being persecuted for their  political views.
