Turkey continues to make efforts towards finding ways to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict, Turkish Foreign Minister Mevlut Cavusoglu said at a meeting with representatives of the International Federation of Journalists in Ankara, Trend reports Jan. 30.

The minister stressed that the Turkish side will pay special attention to the Karabakh issue this year as well.

“If Russia uses its influence in this issue, we will solve it,” Cavusoglu said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno Karabakh and the surrounding districts.

Presenting this position by the influential US newspaper regarding Armenia’s occupation policy and publication of the article during the negotiations between the Azerbaijani and Armenian foreign ministers in Geneva on resolving the Armenia-Azerbaijan Nagorno-Karabakh conflict, are aimed to remind Armenia about the US position. On the other hand, it is a kind of message of the international community to Yerevan in response to Armenia’s disclosure of a document submitted by the OSCE Minsk Group co-chairs, including the US, as a peace plan for the two countries involved in the conflict.

Azerbaijani and Armenian foreign ministers discussed the possible next steps to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict, Trend reports referring to a joint statement made by Azerbaijani and Armenian foreign ministers and co-chairs of the OSCE Minsk Group.

“The Co-Chairs of the OSCE Minsk Group (Igor Popov of the Russian Federation, Stéphane Visconti of France, and Andrew Schofer of the US) met separately and jointly with Armenian Foreign Minister Zohrab Mnatsakanyan and Azerbaijani Foreign Minister Elmar Mammadyarov in Geneva on January 28-30,” the message said. “They were joined in their meetings by Personal Representative of the OSCE Chairperson-in-Office, Andrzej Kasprzyk.”

“Over three days of intensive discussions, the co-chairs and the ministers discussed the following agenda items: implementation of agreements and proposals discussed in 2019 and possible next steps to prepare the populations for peace; principles and elements forming the basis of a future settlement; and timing and agenda for advancing the settlement process,” the message said.

“The co-chairs reiterated their full commitment to helping the sides find a peaceful solution to the conflict and the principle of confidentiality in the settlement process, as well as the need for creativity and a spirit of compromise to achieve a fair and lasting peace,” the message said. “The ministers agreed to meet again in the near future under co-chair auspices.”

Սահմանադրական դատարանի ճգնաժամը շուտ պետք է հանգուցալուծվի և այն կարող է լուծվել սահմանադրական փոփոխությունների միջոցով: Այս մասին այսօր՝ հունվարի 30-ին, լրագրողների հետ զրույցում ասել է ՀՀ արդարադատության նախարար Ռուստամ Բադասյանը՝ անդրադառնալով վարչապետ Նիկոլ Փաշինյանի հայտարարությանը, որ սահմանադրական ճգնաժամը շուտով կլուծվի։


«Ես էլ եմ կարծում, որ Սահմանադրական դատարանի ճգնաժամը շուտ պետք է հանգուցալուծվի։ Ինչ վերաբերում է վաղ կենսաթոշակի մասին օրենքին, մինչեւ փետրվարի 27-ը ժամանակ կա, եւ որեւէ մեկը չի կարող գնահատել՝ աշխատեց այն, թե ոչ։ Բայց դրանից մեծ տրագեդիա չի լինի, եթե որեւէ մեկը վաղ կենսաթոշակի չդիմի, որեւէ տրագեդիա չի լինի, եթե որեւէ մեկը դիմի։

Բադասյանը չբացառեց, որ ամբողջությամբ նոր Սահմանադրական դատարան կունենանք:


Ավելի վաղ ՀՀ վարչապետ Նիկոլ Փաշինյանը հայտարարել էր, որ Հրայր Թովասյանը չի կարող լինել Սահմանադրական դատարանի նախագահ, քանի որ ընտրվել այդ պաշտոնում «կեղծիքի միջոցով»:


Հայաստանի ներկայիս իշխանությունների համար Սահմանադրական դատարանի նախագահի գործունեությունը խնդրահարույց է նաև այն պատճառով, որ Թովմասյանը այդ պաշտնում է ընտրվել նոր սահմանադրության ուժի մեջ մտնելուց մի քանի շաբաթ առաջ՝ 2005 թվականի սահմանադրությամբ՝ թույլ տալով պաշտոնավարել մինչև 65 տարին լրանալը:


Մինչդեռ մյուս թափուր տեղի համար ընտրությունը կազմակերպեցին նոր Սահմանադրության ուժի մեջ մտնելուց հետո, երբ դատավորը կարող է պաշտոնավորել միայն 12 տարի, իսկ նախագահը՝ միայն 6։

PARIS, JANUARY 30, ARMENPRESS. France is one of the main guarantors for the continuation of peaceful negotiations on the Nagorno Karabakh conflict, French President Emmanuel Macron said during the annual gala dinner of the Coordination Council of Armenian Organizations of France (CCAF).

“In the settlement process of the Nagorno Karabakh conflict France plays its role within the frames of the OSCE Minsk Group Co-Chairmanship and is one of the main guarantors for the continuation of peaceful negotiations”, President Macron said.

The French President said he is in contacts with both the Prime Minister of Armenia and the President of Azerbaijan, stating that ensuring the operative connection between the Armenian PM and the Azerbaijani President is one of the key steps to ease tension.

“France is just ought to stand with Armenia taking into account the democracy created by the efforts of a very young state of a millennia-old nation, as well as the achievements that are now being recorded thanks to the recent revolution”, the French President said.

The CCAF annual gala dinner was also attended by famous Turkish historian Taner Akcam who recognizes the Armenian Genocide.

YEREVAN, JANUARY 30, ARMENPRESS. The Armenian government approved today the draft decision on abolishing visa requirements for the citizens of Serbia.

During today’s Cabinet meeting deputy foreign minister Avet Adonts said on October 25, 2019 the government of Serbia adopted a unilateral decision to abolish visa requirements for the Armenian citizens holding ordinary passports. This decision came into force on November 2, 2019.

The Armenian government’s today’s decision will enter into force on the tenth day after its official publication.

Prime Minister Nikol Pashinyan attached importance to the adoption of this decision. “It’s a good decision, and I think that this trend of eliminating visa regime with different countries is a good reaction for our country”, the PM said.

In response the deputy FM said Armenia currently has a visa-free regime with 63 states, adding that in line with this the launch of talks on setting visa-free regime with the EU remains a priority for the Armenian foreign ministry.

The populist statements of the Armenian current leadership are usually voiced for the sole purpose of resolving numerous domestic political problems in Armenia, Head of the Baku Network Expert Council, PhD Elkhan Alasgarov told Trend.

In this sense, recent remarks made by Armenian Prime Minister Nikol Pashinyan at a press-conference in Armenia’s Kapan town once again confirmed this.

Referring to the Armenian media, the expert reminded that Pashinyan actually accused Armenian ex-President Serzh Sargsyan that during his power, a document on the Nagorno-Karabakh conflict settlement was adopted, which, according to Pashinyan, was on the negotiating table. In accordance with the document, Armenia was to transfer seven occupied districts to Azerbaijan.

“Pashinyan thereby accused his opponents, the Karabakh clan, including Sargsyan, of allegedly agreeing to withdraw the Armenian troops from the occupied Azerbaijani territories, in particular, to return seven Azerbaijani districts with the condition of preserving the corridor between Armenia and Karabakh,” Alasgarov said.

“Obviously, Pashinyan wants to solve various socio-economic problems, including those related to the purchase of Russian gas, and at the same time, he is trying to win Sargsyan’s associates, the Karabakh clan to his side,” the expert said. “In fact, he is trying to divert the attention of Armenian people from economic problems to those on the political agenda."

Further, the expert drew attention to the negative reaction of the OSCE Minsk Group to the statements of the Armenian Prime Minister, calling it reasonable.

"The dissatisfaction of the OSCE Minsk Group co-chairs is quite justified, since the Armenian prime minister struck the blow not only to the negotiation process, but also to the position of international mediators that has been developed over many years. In my opinion, Pashinyan framed the OSCE Minsk Group co-chairs with this statement. Thought in the framework of the meeting of the Azerbaijani and Armenian foreign ministers with the participation of the OSCE Minsk Group co-chairs, international mediators expressed dissatisfaction with the Armenian foreign minister," Alasgarov said.

The Azerbaijani expert suggested that at the negotiating table in Geneva, the OSCE Minsk Group co-chairs might invite Mnatsakanyan to make a statement that would disavow Pashinyan’s recent statements on the settlement of the Karabakh conflict.

"If the Armenian minister is not proactive on this issue, it is quite possible that the international mediators will issue a new statement confirming the fact that the Armenian side behaved incorrectly, making the OSCE Minsk Group’s long-term activity useless and worthless," Alasgarov said.

While the negotiations between Azerbaijani Foreign Minister Elmar Mammadyarov and Armenian Foreign Minister Zohrab Mnatsakanyan were held in Geneva, Armenian Prime Minister Nikol Pashinyan visited the occupied Azerbaijani territories, Azerbaijani political analyst Shabnam Hasanova told Trend.

“Of course, this step not only overshadows the negotiation process, but it is also at odds with efforts which are made to resolve the Armenia-Azerbaijan Nagorno-Karabakh conflict as a whole,” the political analyst said.

“These Pashinyan’s actions are nothing more than an attempt to divert attention in a different direction through various maneuvers,” Hasanova said. “Pashinyan has always resorted to this trick. His authority among the Armenian citizens is undermined, and he is trying to attract attention by any means, including populist statements and maneuvers."

"On the eve of the meeting of the Azerbaijani and Armenian foreign ministers in Bratislava in December 2019, Pashinyan used a similar method. This is evidenced by his visit to Nagorno Karabakh and a meeting with separatists, as well as by the statement of the press secretary of the "leader" of so-called "Nagorno Karabakh Republic" David Babayan about the impossibility of a meeting between the Armenian and Azerbaijani communities," the political analyst said.

Shabnam Hasanova emphasized that the format of negotiations within the framework of the OSCE Minsk Group is unchanged, Azerbaijan and Armenia are the only parties to the negotiations, and Pashinyan's dream of setting Karabakh separatists at the negotiating table is doomed to collapse, like his other aspirations and maneuvers.

US Ambassador to Azerbaijan Lee Litzenberger has commented on the latest meeting of Azerbaijani and Armenian foreign ministers with mediation of OSCE Minsk Group co-chairs, Trend reports.

He said it is always gratifying to see parties meet to conduct constructive and substantive negotiations,

Litzenberger expressed hope that the public read the joint statement of the Foreign Ministers of Azerbaijan and Armenia and the co-chairs of the OSCE Minsk Group after the talks.

"Once again, we hope that the negotiations will continue," the ambassador said.
