Authorities refuse to join discussion of issues in Armenia’s border communities

The opposition Prosperous Armenia Party’s (PAP) parliamentary faction has initiated a working discussion at the Armenian parliament, during which the existing problems in the country’s border communities will be discussed.

According to PAP secretary Arman Abovyan, members of the government and MPs from the ruling My Step bloc have been invited to the discussion, but nobody has showed up.

“I hope that the ruling force will come and take part in this important discussion,” he said.

Abovyan also said that during the discussion a phone call will be held with heads of the border communities to have better understanding of the situation.

Incidentally, opposition Bright Armenia faction is also taking part in the discussion. 


Kapan mayor proposes to arm men from border villages in Armenia’s Syunik

During the discussion of the situation in Armenia’s Syunik Province on Friday, opposition Bright Armenia faction head Edmon Marukyan said that the people of the region have deep concerns about their safety.

"What should we do from now on to offer our compatriots a safe environment in Syunik Province, so that the people of Syunik keep standing firm on their land? It is obvious that if the fears persist, we will witness emigration from Syunik," said Edmon Marukyan, addressing Mayor of Kapan Gevorg Parsyan.

In response to the deputy's question, the mayor stressed the importance of deploying border guards on both sides along the whole border in Syunik.

"And it is important that no regular troops be stationed behind the border guards. A demilitarized zone must be behind the border guards. This will help prevent clashes. In addition, you, as MPs, can introduce a legislative initiative related to arming our village men. In that case, our villagers, our citizens will gain additional confidence. For instance, at present there are complicated procedural issues related to purchasing weapons from a hunting shop. Even to cross the Kapan-Goris road, people must have confidence, and one of the measures to build it is to have weapons. Therefore, you can ease the procedure for acquiring weapons,” Parsyan said.

According to him, men from border villages in Syunik should be armed. In that case people will gain confidence and will know that they can defend themselves, he added.

"Also, you, as lawmakers, should urge the Ministry of Defense to pay close attention to Syunik. We need the attention of the Ministry of Defense, both in terms of firearms and the regular army," the mayor stated. 


Families of missing soldiers ‘unhappy’ after meeting at Armenian government

Families of missing servicemen are unhappy with the meeting held at the Armenian government on Friday. After a three-hour meeting, they say they have not received answers to their questions.

"I am not satisfied with our government’s response. I did not receive an answer to my questions," Sergo Davtyan, the uncle of one of the missing soldiers, told reporters after the meeting.

He said he had also raised the issue of equipment used for DNA testing of unidentified bodies removed from the conflict zone at the meeting.

Earlier on Thursday, Sergo Davtyan along with a group of other protesters blocked Baghramyan Avenue in Yerevan with trucks, paralyzing the traffic on the road.

"I am a missing soldier’s relative. We have been looking for them for 45 days, but have not found the children. I have been to Artsakh. We are sceptical about search operations… This is not a political action and I am not a member of any party.

“These lies have to stop. At first they said we were winning, but now we don’t even know how many soldiers have been taken prisoner, how many are missing and how many casualties we have. We need a normal and educated leader able to hold talks. I don’t want to give names, simply people who can stand by us," Davtyan had said.



Sports: Henrikh Mkhitaryan named Armenia’s 2020 Player of the Year

Armenian national football team captain Henrikh Mkhitaryan has been named Armenia's Player of the Year for 2020 – the 10th time he has won the award.

The AS Roma midfielder collected 133 points to win the title, the Football Federation of Armenia said on Friday, unveiling the voting results.

FC Astana midfielder Tigran Barseghyan came in second with 79 points.

MSK Zilina midfielder Vahan Bichakhchyan took the third place with 25 points.

Separately, Joaquin Caparros has been named Coach of the Year with 134 points.

FC Ararat head coach Vardan Bichakhchyan took the second place with 50 points.

Head coach of the Armenian U-21 team and CSKA Rafael Nazaryan came in third with 48 points.



Protests demanding Pashinyan’s resignation being held in Yerevan

Civil disobedience actions demanding the resignation of Armenian Prime Minister Nikol Pashinyan started in Yerevan on Friday evening.

Protesters blocked traffic on Baghramyan Avenue in city center.

"We saw police using force during yesterday’s protest. Guys, don’t do it! I will greet that policeman as I would greet an Azeri: "assalamu alaikum". Don’t dare to treat our citizens in such a rude manner," one of the protesters said, addressing police.

At the same time, clashes erupted between protesters and other passersby. One of the demonstrators Babken Harutyunyan urged the participants of the rally not to give in to provocations.

"Citizens are also responsible for the fact that we still have a traitor prime minister. People who support betrayal are responsible for that," Harutyunyan said.

Police officers used force against protesters and eventually managed to open the road, detaining two demonstrators.

Another group of activists blocked the street leading to Saralanj with trucks. “Today we are fighting for our dignity and self-esteem," one of the young protesters said.

Anti-Pashinyan demonstrators also blocked the intersection of Sayat-Nova and Abovyan Streets, but police forcibly opened the road after a few minutes. 




Opposition figures Babken Harutyunyan, Arsen Nikoghosyan detained during anti-Pashinyan protests

Police officers illegally detained members of the opposition Homeland Party Babken Harutyunyan and Arsen Nikoghosyan, who, among other activists, took part in protests demanding the resignation of Prime Minister Nikol Pashinyan, the party said in a statement on Friday.

“The Homeland Party condemns the illegal actions aimed at silencing the opposition political forces, which are in line with the orders of Pashinyan, who has seized the post of prime minister. The Homeland Party will not give up. The resignation of the traitor has no alternative," the statement reads.

Azerbaijani forces stationed 100 meters away from residential areas of Syunik, Kapan mayor says

Residents of Armenia’s Syunik Province actively took part in the recent war in Artsakh, both on the battlefield and in the rear. Syunik suffered heavy and irreversible losses, Gevorg Parsyan, the mayor of the town of Kapan in Syunik, told a discussion in the National Assembly on Friday.

“On October 18, the prime minister convened a meeting with the participation of the heads of communities, during which he suggested that we resort to self-defense. And General Artak Davtyan became the coordinator of the defense of Syunik. We promptly organized ourselves and began defending our settlements. In those days we were alone because we received no support from anyone. Then General Davtyan instructed us to take advantageous positions for us both inside and beyond the borders of Armenia,” the mayor said.

“Thus, we chose a line that was far from our settlements. Fierce battles were fought in David-Bek, in the areas of the central and inner Hand. There were victims, but we did not retreat a single step,” he added.

He recalled that the first point of the trilateral statement signed on November 10 says that the parties remain in the positions they were at the time of signing the statement.

“Naturally, we also remained in our positions, ensuring the safety of our settlements. However, in the morning of December 17, a very unexpected order was issued by the Ministry of Defense that we should leave the occupied lines. This caused serious problems for residents of Kapan. Today we have the following picture: the enemy forces are stationed 100 meters away from our specific settlements, for example, from residential areas of Syunik and 1 km away from residential areas of Kapan. Having ceded our positions, we are faced with a serious problem now, as important heights are controlled by the enemy. For instance, the town of Kapan can be easily targeted by the enemy,” Parsyan noted.

He said that there are numerous problems concerning road safety, particularly in regard to Kapan-Goris, Kapan-Chakaten and Kapan-Agarak roads.

“At present, Kapan-Goris and Kapan-Chakaten roads are functioning, while we no longer use Kapan-Agarak road, which is completely under the control of the enemy, and no decision has yet been made on this matter. Fortunately, we have an alternative route, but it requires major renovation. In winter this road is practically impassable. And because of this, the Agarak people are somewhat in a blockade,” he said.

Parsyan noted that there is anxiety among the townspeople, but there is no panic. Nobody understands what awaits them.

“Our citizens often ask me what comes next. I have no answer to this question, but I believe that we must do everything possible to ensure the safety of our population,” the mayor said.




Russia contributes 2mln Swiss francs to ICRC to address humanitarian needs in Nagorno-Karabakh

Russia has made a contribution of two million Swiss francs ($2.25mln) to the International Committee of the Red Cross (ICRC) to tackle humanitarian issues in Nagorno-Karabakh, TASS reported, citing the Russian Foreign Ministry.

"In accordance with the decision of the government of the Russian Federation, a voluntary contribution worth two million Swiss francs was made to the ICRC to finance the costs related to the measures taken to offset the humanitarian impact of the Nagorno-Karabakh conflict," the Foreign Ministry said in a statement on Friday.

The Russian Foreign Ministry pointed out that the field was one of the priorities in "fruitful cooperation of the Russian Federation with the ICRC."

"Our country is taking extensive efforts to help the civilian population and to restore civilian infrastructure in the region," the ministry said adding that Moscow is open to cooperation with the ICRC in the future and hopes that the committee’s efficient work will be continued.



Armenia among top three countries where Russia is most loved, poll shows

Rossotrudnichestvo, Russia’s state agency responsible for overseeing promotion of cultural ties and exchanges, has published the results of a poll entitled ‘Which countries love Russia the most?’, Armenia was placed third, the Russian cultural center in Yerevan told TASS on Thursday.

"We thank everyone who took part in the competition. Tajikistan won the first place in the competition, followed by Serbia and Armenia was placed third in the list of countries that love Russia the most," the agency was told.

Kazakhstan, Kyrgyzstan, Moldova, Syria, Ukraine, Bulgaria and China are among the other top countries.

Armenia parliament majority faction: Naira Zohrabyan should not chair human rights committee of legislature

The majority My Step faction has put into circulation a draft decision to terminate opposition MP Naira Zohrabyan’s powers as Chair of the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly (NA) of Armenia. We are informed about this from the official website of the NA.
 
According to the My Step faction, it is clear that, in practice, there is an impossibility of Zohrabyan's further tenure in the aforesaid position.
 
As case in point, the ruling faction has quoted some posts from Naira Zohrabyan's Facebook page in which, according to the faction, statements are made that violate and debase a person’s inalienable dignity, which is enshrined in the Constitution of Armenia as the highest value, and which contain insults.
 
Accordingly, the ruling bloc finds that Naira Zohrabyan cannot be the chair of a committee the core of whose activity is the protection of human rights.
