Armenian PM participates in the informal meeting of the leaders of the CIS member states

Prime Minister Nikol Pashinyan participated in the informal meeting of the leaders of the CIS member states in St. Petersburg.

The event was attended by the President of the Russian Federation Vladimir Putin, the President of Kazakhstan Kassym-Jomart Toka, the President of Kyrgyzstan Sadyr Japarov, the President of Belarus Alexander Lukashenko, the President of Tajikistan Emomali Rahmon, the President of Uzbekistan Shavkat Mirziyoyev, the President of Turkmenistan Gurbanguly Berdimuhamedow, the President of Azerbaijan Ilham Aliyev, the First President of Kazakhstan Nursultan Nazarbayev, as well as CIS Executive Secretary Sergei Lebedev.

First, the participants of the meeting took a “family photo”, then Russian President Vladimir Putin greeted those present.

Issues related to the development of cooperation in the CIS area, as well as joint measures to combat the coronavirus were discussed at the meeting.

Anna Popova, Acting Head of the Russian Federal Service for the Oversight of Consumer Protection and Welfare, presented a detailed report on the work and measures taken against the coronavirus.

The meeting ended with an informal dinner of the CIS leaders.

Armenian premier: We hope it will be possible to create completely new moods in Armenia and Artsakh in 2022

Prime Minister Nikol Pashinyan took part in a reception organized at the Central Bank on the occasion of the New Year and Christmas. Nikol Pashinyan congratulated the personnel of the Central Bank and the banking sector of Armenia on the coming holidays, wishing them success and all the best.

In his speech the Prime Minister particularly said.

“Distinguished Chairman of the Central Bank,

Dear representatives of the executive power and the banking sector,

Our economy has gone through very difficult times, I hope we can already say it this way, because the coronavirus pandemic hit since 2020, which was a strong blow to the financial and economic system, followed by the second blow in the form of the war, and then the third blow – the domestic political crisis. We should state that during this entire period the banking sector of the Republic of Armenia, which had previously been able to withstand serious trials, successfully overcame this challenge, and this is extremely important not only for economic, but also for political and psychological stability.

In this regard, I think we should express words of appreciation to the banking sector of Armenia, to the Central Bank for its policy during this difficult period. After all, following the war and the coronavirus we needed a great resource of resistance, serious professionalism in order to be able to maintain the stable situation we have. Especially given the next challenge that came after the coronavirus outbreak, the global challenge of inflation which continues to this day.

In contrast to the banking sector of other countries, our banking sector, in fact, went through double, triple shocks. It’s important to record that the banking sector is not only a very important partner for the Government, but also an indicator, because modern economies, especially the banking sector, are the mirror of moods and in many cases this is a guideline for the Government to develop and implement policies.

I think the dialogue that exists between the Government and the Central Bank is very important in terms of developing and implementing our future strategies. Yes, we should admit that, like in many countries, in many cases in Armenia attempts are made to create certain negative moods around the banking sector, because it is clear that people always take money with pleasure, but returning is not always a pleasant process, mostly due to interest rates.

I recently had the opportunity to say during a discussion about banking sectors. In fact, the modern world is the world created by banks, and this should be recorded with all its disadvantages and advantages. There are many projects that characterize modern civilization, which are growing, evolving, changing the world with huge steps. It should be noted that these mega-projects could not exist in the world if the banking system did not exist.

We have seen such effects in Armenia as well, but I hope that we will be able to implement an agenda of cooperation between the political, economic and financial systems, which will allow to make Armenia a country that meets all modern standards. In this regard, I attach importance to the agenda adopted by the Government to open an era of peaceful development for Armenia and the region, which, I must say, is cadjusted by signals coming from the economy and the banking system, which are often not expressed in texts, but are expressed in numbers, digital signs, statistical data. In this context, I would like to hope that the link between the Government policies and the financial and economic system will be more organic, because that system is the most sensitive indicator that senses risks the earliest, sees opportunities the earliest, which helps the Government to be more operative.

Once again, I want to thank you for the resistance shown over the last two years. I hope that at the state and national level we will finally be able to overcome this situation of survival, procrastination, or short-term thinking, and get out into an era of long-term, stable, peaceful strategic development. In this regard, of course, the role of the banking system is extremely difficult to overestimate. I reiterate, the Central Bank and the banking system are key and essential partners for the Government.

In terms of overcoming the problems caused by the coronavirus, the post-war situation, we have been in a very close partnership, I appreciate that partnership.

Congratulations to all of you, to your families on the coming New Year; we hope it will be really possible to create completely new moods in Armenia and Artsakh in 2022, which will be reflected in the reduction of interest rates, prices, exchange rate stability and better moods for investment, working and spending. The Government, of course, is willing to spend, to invest, to point out that strategic perspective by its own example. But all the same, the private sector, the banking system are a very important teammate in this respect, so that we all succeed in that team game and process.”

Newspaper: Armenia PM attempts to implement plan to oust Artsakh President

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes: An extraordinary situation has been created in Artsakh [(Nagorno-Karabakh)]. The political elite, from the opposition to the authorities, rebelled against the RA leadership. Will [Artsakh President] Arayik Harutyunyan take this situation to the end, starting from Artsakh the process of [Armenia PM Nikol] Pashinyan's rejection? Or is the threat against him [i.e., Harutyunyan] already neutralized and the state interest of Artsakh is no longer important?

Let us recall that at his [Facebook] press conference [last week], Pashinyan stated that he had received such an inheritance of [Karabakh peace] negotiations [from his predecessors] that he could not say whether Artsakh is Armenian. However, he did not publicize any document that would be the proof of this and would not be perceived as his own plan to Azerbaijanize Artsakh, which Pashinyan attempted to bring to fruition in the past one year, especially in recent days.

The thing is that the RA Prime Minister has attempted to implement a plan to oust Artsakh President Arayik Harutyunyan through [Artsakh former defense minister and Defense Army commander, and ex-secretary of the Security Council] Samvel Babayan. First, to thwart the adoption of the budget, then to express impeachment against the Artsakh President. As a result, Artsakh would be deprived of its subjectivity and would no longer be able to elect a president.

However, Arayik Harutyunyan was informed about this conspiratorial plan, [and] as a result of consultations with the opposition, he managed to prevent the first part of this plan; the budget was adopted.

It is not ruled out in Artsakh that we will soon witness the second series of this. Babayan will attempt, through some circles, to generate protests against Harutyunyan.

By the way, after the adoption of the draft budget on December 23, Babayan tried to meet with Harutyunyan, but his proposal was rejected.


Newspaper: Who is seen in Armenia ex-President Robert Kocharyan’s team as next mayor of Yerevan?

YEREVAN. – Hraparak daily of Armenia writes: Yesterday [ex-President] Robert Kocharyan announced that they will definitely run in the Yerevan mayoral elections. "We will find a candidate who will be acceptable and perceptible to the residents of Yerevan," [he said].

According to our information, on the days of expressing impeachment of [now former mayor of Yerevan] Hayk Marutyan, when there were rumors that they may go to snap elections in Yerevan, as the council of elders will not elect a new mayor, the political forces discussed the matter of new elections.

The [opposition] "Armenia" Bloc [led by Robert Kocharyan] considered the candidacy of the [former] president's youngest son, Levon Kocharyan, who was number 50 on the [aforesaid bloc’s] NA [(National Assembly)] [snap election] electoral list. L. Kocharyan told us that they did not have such a discussion, and about his candidacy he said: "As long as there are no scheduled elections, I consider it wrong and untimely to talk about all this."

However, in all probability, there will be no snap elections [in Yerevan]. The second president also spoke about it at yesterday's press conference. "I believe the authorities would have gone to the polls if they had a little confidence that they will win in Yerevan. They did not go [to the polls] because they realize that they will have a serious problem in Yerevan and they cannot apply the same model in the capital as they did in Vanadzor, Goris, or elsewhere. The capital has always been more rebellious," [Robert Kocharyan said].

Karabakh parliament: Artsakh, though shrunken, has statehood, its independence is indisputable

President Artur Tovmasyan of the Artsakh (Nagorno-Karabakh) National Assembly has issued a congratulatory message on the 30th anniversary of the Nagorno-Karabakh Republic Supreme Council of the First Convocation. The message reads as follows: 

30 years ago, on this day, as a result of the elections held on December 28, 1991, the legislative body of the newly created republic was formed – the Supreme Council, which at its first sitting on January 6, 1992, adopted the Declaration of Independence of the Nagorno Karabakh Republic. Proceeding from the inalienable right of the people to self-determination, relying on the free will of the people of the Nagorno Karabakh Republic.

On this occasion, I warmly congratulate the legislative body chairmen, vice-chairmen, chairmen of committees, heads of factions, deputies of all convocations and wish them health, peace and a dignified future.

Azerbaijan responded to the declaration of independence with three wars. During the first Artsakh war 11 deputies of the first convocation of the Supreme Council enlisted in the army and sacrificed their lives. Eternal glory to them, to all the heroes who died for the homeland, I bow to their sacred memory.

On the occasion of the 30th anniversary of the NKR Supreme Council, the Artsakh Parliament intended to convene a special sitting on December 28. However, due to the widespread national quarantine announced in the Republic, no session was convened.

Nowadays, Artsakh, though shrunken, has a statehood, and its independence is indisputable. Next to the final settlement of the conflict is the issue of international recognition of the Artsakh Republic and its borders, and is unconditionally set.

The existence and salvation of the Armenian people who struggled in the crossroads of history was always conditioned by the unity and unanimity of the Armenians.

With our way of life and confidence, we must stand up for our homeland and fight for the protection of our rights. Our will and goals are unshakable, they are not subject to compromise.

We call on all Armenians for unity, mutual understanding and tolerance.

Forcibly displaced Artsakh residents hand letter to Armenia government

A group of forcibly displaced people of Artsakh (Nagorno-Karabakh), who were protesting outside the main building of the government of Armenia, have handed a letter to the government.

The letter presents the problems of the forcibly displaced Artsakh residents, and their demand for a meeting with the Armenian political leadership.

Now they are marching to the UN office, to which also they will submit a letter.

60% of Armenia’s Zangezur Copper and Molybdenum Combine to pass under Russia-registered company control

About 60 percent of the Zangezur Copper and Molybdenum Combine will pass under the control of an industrial company registered in Russia. Chairman of the Competition Protection Commission (CPC) of Armenia, Gegham Gevorgyan, told this to a press conference Tuesday, summing up the results of the passing year.

"This year this was the biggest [business] deal in the sector of extraction of useful minerals," Gevorgyan added.

He noted that another such huge business deal was made in Armenia in telecommunications.

"The Rostelecom shares were acquired by Electric Networks of Armenia company, as well as by individuals," the CPC chairman informed.

Opposition lawmaker: Local producers will face difficult situation if Turkey companies invade Armenia

Even after the [Artsakh (Nagorno-Karabakh)] war [last year] when [Armenian PM Nikol] Pashinyan started talking about the “era of peace,” we were saying that he was going to start a “flirtation” with Turkey. Artur Khachatryan, a member of the opposition "Armenia" Faction of the National Assembly of Armenia, told this to a press conference Tuesday.

"Turkey's preconditions [for normalizing relations with Armenia] are known: the acknowledgment of the territorial integrity of Turkey and Azerbaijan; the suspension of work aimed at the [international] recognition of the [Armenian] Genocide. And now they have added the provision of a land route [via Armenia] between Turkey and the Turkic world. From the point of view of the [Armenian] state, the road is not expected to have any positive impact. When we ask the [Armenian] authorities, ‘Have you made any economic assessment [in this regard]?’ They do not answer. They have not even calculated not only the road, but also the Armenian-Turkish trade and economic relations. If Turkish companies invade Armenia, local producers will face a terribly difficult situation—at least in the sector of textiles, primary agriculture," Khachatryan added.

According to the lawmaker, a broad opposition front is being formed against the Armenian authorities—and in various domains.

"We use all the means available to the parliamentary opposition to inform about Pashinyan's nation-betraying programs, and offer our alternative programs. Also, we show in the parliament what we would do if we were in power.

We have started the resistance movement, we are mobilizing people on the spot; a vivid proof: the [recent] local elections. Of course, somewhere we have defeat, somewhere—victory. But if we look prior to our running [in these elections], defeat was everywhere. The local elections showed that they [i.e., the Armenian authorities] are losing their [approval] rating. We are ready for broad discussions with our compatriots, too" Artur Khachatryan emphasized.
