Russian Foreign Ministry confirms return of Karabakh Azerbaijanis to homeland

Russian Foreign Ministry spokesperson Maria Zakharova confirmed today the obligation to return the Karabakh Azerbaijanis to their homeland, answering a question from the correspondent of Vestnik Kavkaza regarding Armenian Prime Minister Nikol Pashinyan's statement about Yerevan's support for this process and the promise "not to challenge their rights" to live in Khankendi and other cities and villages in mountainous Karabakh areas.

Maria Zakharova stressed that the Russian position on the issue of the return of Karabakh Azerbaijanis has not changed since November 9, 2020, when the first trilateral Statement was signed, which determined the stages of the post-war settlement of Armenian-Azerbaijani relations.

"The answer to your question is contained in the statement of the three leaders dated November 9, 2020. The seventh paragraph, direct quote: 'Internally displaced persons and refugees shall return to the territory of Nagorno-Karabakh and adjacent areas under the supervision of the United Nations High Commissioner for Refugees.' There is nothing left to say," she said.

Thus, the Russian Foreign Ministry reiterated Moscow's commitment to the full implementation of all the signed trilateral agreements, which include, among other things, the return of Azerbaijanis to the territories, where Russian peacekeepers are currently deployed. It is expected that next year this will be the major topic of the Armenian-Azerbaijani peace processes.

Mikhail Mishustin’s telephone conversation with Prime Minister of Armenia Nikol Pashinyan

Prime Minister of the Russian Federation Mikhail Mishustin had a telephone conversation with Prime Minister of the Republic of Armenia Nikol Pashinyan.

The heads of the governments discussed key issues of Russian-Armenian trade and economic cooperation and integration cooperation within the Eurasian Economic Union. They considered common priority goals in fighting the coronavirus.

Mr Mishustin and Mr Pashinyan also exchanged congratulations on the New Year and on Christmas.

Prime Minister hands awards to Armenia’s 10 best athletes of the year

Prime Minister Nikol Pashinyan participated in the solemn awarding ceremony of the 10 best athletes of 2021. The event was attended by the Chief of Staff of the Prime Minister Arayik Harutyunyan, Minister of Education, Science, Culture and Sports Vahram Dumanyan, Deputy Minister of Education, Science, Culture and Sports Karen Giloyan, Secretary General of the National Olympic Committee of Armenia Hrachya Rostomyan, numerous representatives of Armenian sports.

PM Pashinyan delivered remarks, where he particularly said,

“Dear representatives of the sports community,

Dear athletes and dear coaches,

First of all, I would like to thank all of you for the competions you participated in in 2021, especially for the victories ones.

You know that particularly in 2021 all of us, our society had twice greater need for victories. And in the socio-psychological situation that has been established in the Republic of Armenia after the 44-day war, sports performances are gaining more importance and significance at the state and national levels. In this respect, especially the competitions of 2021, the participation in those competitions, the successes registered in those competitions deserve double appreciation.

In general, I must say that our strategic perception is that sport is the most important driving force for the normal development of the country, it is not only about the development of sports in itself, but the development of the country in general, because the success recorded in the field of sports leads to economic success, the awareness of the country increases. Thus, the economic attractiveness, the tourist attractiveness of the country rise, resulting in economic effects. Sporting success also expands the country’s, let me say, diplomatic capabilities, because it enhances the country’s international reputation by making it more recognizable, more flexible in international relations, and creating greater opportunities.

Success in the field of professional sports stimulates more and more people to go in for sports, which in turn results in several effects inside the country, starting from the general public health, because we should record that in our country more than 100 billion AMD is spent from the state budget on healthcare. But I want to emphasize that most of that money is spent on treating people, not preventing disease. And sport is one of the factors that will help us overcome this problem.

Today we have a serious problem in terms of maintaining the health of our youngsters, and the achievements in professional sports, our famous athletes, I think, should encourage youngsters to do sports. This is also behind the political course we have adopted, we have promised that those who will conquer the title of an Olympic champion, we will build sports schools in their name in the settlements they want. At the same time, we do this not only to pay tribute to our athletes, but we are convinced that such sport centers will be more attractive for young people to go there and do sports and physical culture.

I only briefly listed the parallel effects that sport brings, but I want to go back to the beginning. Our success in professional sports is very important for our state and national pride, for restoring, increasing and developing our trust in our state and national power.

Once again, I want to thank all the coaches, all the athletes, to assure once again that sport is really a strategic direction for our development. In the recent years, I think the Government’s expenditures in this area are very noticeable, although we understand that there is still a lot to do, I am confident that, depending on the situation, we will continue the program of capital investments for the development of sports. We hope that it will help all of you to represent Armenia in international arenas with more and more tangible success, and the Armenian flag will be raised more and more often in different parts of the world, the anthem of Armenia will be heard more and more often, more and more rejoicing people will meet you at Zvartnots airport.

I thank you, I congratulate the top 10 athletes of 2021.”

Prime Minister Nikol Pashinyan presented awards to the 10 best athletes of the year: Greco-Roman wrestlers Arthur Aleksanyan, Malkhas Amoyan, weightlifters Simon Martirosyan, Gor Minasyan, Varazdat Lalayan, gymnast Arthur Davtyan, boxers Hovhannes Bachkov, Davit Chaloyan, freestyle wrestler Arsen Harutyunyan, woman chess player GM Elina Danielian. European Individual Chess Championship champion Elina Danielian was not present at the event due to her participation in the World Rapid & Blitz Chess Championship being held in Warsaw these days. The head coach of the Armenian women’s team Zaven Andriasyan took part in the award ceremony instead of her.

The prize fund of the “Top 10 athletes of the year” contest is 50 million AMD. Each athlete included in the top ten will receive 4 million AMD, and 1 million AMD will be allocated to the members of their coaching staff.

Charges pressed against Israeli kamikaze drone maker suspected of attacking Armenian positions

Israeli drone-maker Aeronautics and three of its senior employees were charged on Wednesday with violating the law regulating defense exports in its dealing with one of its most prominent clients, Haaretz reports.

A gag order issued by the Rishon Letzion Magistrate’s Court prevents the publication of further details.

The firm has been under investigation for the past several years. In 2018 the Justice Ministry said prosecutors intended to press charges against its employees for aggravated fraud and violations of the defense export law.

In an unusual announcement in August 2017, the Defense Ministry said that it had suspended the marketing and export license for one of the firm’s attack drones to a significant customer in a foreign country. Police later launched an investigation into the matter.

That same month it was reported that the Defense Ministry’s Security Agency opened a probe into a complaint alleging that Aeronautics representatives demonstrated the use of a kamikaze drone in Azerbaijan by attacking a manned position of the Armenian army.

The company denied the claim at the time and said that any operational use of the aircraft was only carried out by the buyer of the drone. Aeronautics Defense added that it never carries out demonstrations against live targets, as was the case in this instance.

Founded in 1997 under the name NETS Integrated Avionics Systems, Aeronautics manufactures UAVs for military surveillance and defense and for the commercial sector. The company nearly collapsed in 2011, but was rescued by private equity investors Viola, Beresheet and KCPS, which today hold a combined 36 percent of its shares.

Armenia lifts the ban on import of Turkish goods

As a result of interdepartmental discussions, a decision was made not to extend the embargo on Turkish goods, the Ministry of Economy reported.

Over the past year, the ban on Turkish goods has had both positive and negative economic consequences, the Ministry said.

On the positive side it pointed to newly established or expanded production of light industry goods, construction materials, furniture, but the main negative effect of the embargo is the significant impact on inflation, which has been reflected especially in a number of consumer goods.

The Ministry said there have been a number of requests from Armenian businessmen to lift the ban on the import of Turkish goods. It noted that a number of businesses have started to produce goods to replace Turkish ones, and added that they will be consistent in ensuring the viability and competitiveness of such companies in the new conditions, assisting them with additional tools if necessary.

With the lifting of the ban on the import of Turkish goods, the principle of reciprocity is expected to create more favorable conditions for the export of Armenian goods, the Ministry of Economic stated.

Armenia had imposed the ban on January 1, 2021 in response to Turkey’s role in the 44-day war against Artsakh.

Flyone Armenia granted permit to operate Yerevan-Istanbul flights

Armenian aviation authorities have issued a permit to Flyone Armenia airline to operate charter flights on Yerevan-Istanbul-Yerevan route, Armenpress reports.

“Flyone Armenia had recently applied to the aviation authorities of both Armenia and Turkey with the request to operate charter roundtrip flights from Yerevan to Istanbul. We are thankful to the Armenian aviation authorities for the approval,” President of Flyone Armenia Board Aram Ananyan said.

Asked when the flights will be launched, Ananyan said they are awaiting the permit from the Turkish aviation authorities.

Earlier on December 16, the Turkish Foreign Minister Mevlut Cavusoglu said that Ankara is considering bids from both Turkish and Armenian airlines for operating flights between Istanbul and Yerevan. Then, the Turkish authorities said that the Turkish Pegasus airline would operate the flights.

HRD: Azerbaijani cameras keep Armenian civilian homes under surveillance

PanARMENIAN.Net - Armenian Human Rights Defender Arman Tatoyan has revealed that several homes and a fish farm in the village of Vorotan, Syunik province are under the constant surveillance of Azerbaijani cameras.

Tatoyan noted that such surveillance violates not only the right of residents to a safe and peaceful life, but also their right to privacy and family life.

"By the way, the house where the armed Azerbaijani soldiers are stationed and are controlling life inside said homes belong to an Armenian citizen," Tatoyan said.

"Azerbaijani armed forces, including the Border Guard, are always seen in front of the house. According to the citizens' calculations, there are about 150-200 employees in total. Moreover, all these employees are armed, most of them are masked."

Azerbaijani forces violated Armenia’s border in several sections in the provinces of Syunik and Gegharkunik on May 12 and 13 and are still refusing to withdraw their troops from the area. On November 16, the Azerbaijani side launched a fresh offensive in the province of Syunik, during which Armenian soldiers were killed and taken captive.

Armenian Minister speaks deadlines for rail route through Nakhijevan

PanARMENIAN.Net - "Active discussions" on the renovation of the Armenian section of a rail route to Azerbaijan are currently underway, Minister of Territorial Administration and infrastructure Gnel Sanosyan has said, according to Sputnik Armenia.

Sanosyan believes it will take about 10 months to a year to transport cargo through the Yeraskh-Julfa section.

"In certain areas a large-scale process needs to be implemented, which could last years. In other parts, it will be easier to restore [the railway] and exploit it," Sanosyan was quoted as saying on Wednesday, December 29.

The Deputy PMs of Armenia, Russia and Azerbaijan first meet in person on January 30 in Moscow to discuss new transport communications that would link Armenia, Russia and Azerbaijan. New rail and road routes in the South Caucasus are expected to connect the Azerbaijani Autonomous Republic of Nakhichevan with the rest of the country, for which a road will be built through the territory of Armenia. There will also be road and rail routes through the territory of Azerbaijan to connect Armenia to Russia.

Turkey announces one of its preconditions for normalization of relations with Armenia

The vice-chairman of the ruling party of Turkey has touched upon the matter of normalization of relations with Armenia.

Regarding the normalization of Armenian-Turkish relations, Omer Celik stressed that Turkish President Recep Tayyip Erdogan has several principal views on this matter: Azerbaijan's positive attitude to the process, opening of archives, removal of the Armenian Genocide issue from political tribunes and leaving it to historians, Anadolu Agency reported.

"The initiative to normalize relations with Armenia can take place on the condition that Armenia abandons its aggressive and invasive policy against Azerbaijan. Besides, the most sensitive point for President Erdogan is that our Azerbaijani brothers and [Azerbaijan president] Mr. [Ilham] Aliyev look positively on the normalization of Turkey's relations with Armenia," Celik said.

Armenia’s Pashinyan: We have to do everything depending on us to go for solutions

In 2022, we must make every effort to make it a year of growth and rebirth. Prime Minister Nikol Pashinyan stated this at Thursday’s Cabinet meeting of the government of Armenia.

"This is the main message of today. It is clear that the post-war agenda and the aftermath will be felt for a long time to come. We must overcome this situation step by step, try to solve all the existing problems that are on the foreign agenda.

My conviction is the following that we have to do everything depending on us to go for solutions. (…). On the other hand, we need to realize that this is not easy. No matter how great our readiness is to take responsibility and make decisions, we need to record that the making of those decisions virtually always does not depend only on us.

We must be able—through our foreign policy, also all the subjects on whom decision-making also depends—to mature a process where we can ultimately be able to fix the situation, be able to complete our agenda of opening a peaceful era for the region. This is a difficult process," the Armenian PM added.
