Foreign direct investments comprise 5,1% of GDP in 2022, says finance minister

A big inflow of foreign direct investments was recorded last year in Armenia, comprising 5,1% of the GDP, Finance Minister Vahe Hovhannisyan told lawmakers at the Financial-Credit and Budgetary Affairs Committee during debates on approving the 2022 state budget report.

“We have a big inflow of foreign direct investments, which comprised 5,1% of the GDP. This is a very high indicator compared to the past years,” the minister said.

The capital accumulation indicator is also very high, he added, explaining that businesses in Armenia have invested their income in developing their own capital capacities. “We are sure that we will notice in the first years the positive impact of these investments on the potential of our economy,” Hovhannisyan added.

States invest in nuclear arsenals as geopolitical relations deteriorate—SIPRI

YEREVAN, JUNE 12, ARMENPRESS. The Stockholm International Peace Research Institute (SIPRI) has launched its annual assessment of the state of armaments, disarmament and international security. A key finding of SIPRI Yearbook 2023 is that the number of operational nuclear weapons started to rise as countries’ long-term force modernization and expansion plans progressed.

The nine nuclear-armed states—the United States, Russia, the United Kingdom, France, China, India, Pakistan, the Democratic People’s Republic of Korea (North Korea) and Israel—continue to modernize their nuclear arsenals and several deployed new nuclear-armed or nuclear-capable weapon systems in 2022.

Of the total global inventory of an estimated 12,512 warheads in January 2023, about 9,576 were in military stockpiles for potential use—86 more than in January 2022.

Of those, an estimated 3,844 warheads were deployed with missiles and aircraft, and around 2,000—nearly all of which belonged to Russia or the USA—were kept in a state of high operational alert, meaning that they were fitted to missiles or held at airbases hosting nuclear bombers.

Russia and the USA together possess almost 90 per cent of all nuclear weapons. The sizes of their respective nuclear arsenals (i.e. useable warheads) seem to have remained relatively stable in 2022,

In addition to their useable nuclear weapons, Russia and the USA each hold more than 1,000 warheads previously retired from military service, which they are gradually dismantling.

SIPRI’s estimate of the size of China’s nuclear arsenal increased from 350 warheads in January 2022 to 410 in January 2023, and it is expected to keep growing.

‘We are drifting into one of the most dangerous periods in human history,’ says Dan Smith, SIPRI Director. ‘It is imperative that the world’s governments find ways to cooperate in order to calm geopolitical tensions, slow arms races and deal with the worsening consequences of environmental breakdown and rising world hunger.’

PM Pashinyan to testify at parliament select committee probing 2020 war

YEREVAN, JUNE 12, ARMENPRESS. Prime Minister Nikol Pashinyan is expected to testify at the parliamentary select committee probing the causes and course of the 2020 Second Karabakh War.

The commission said it sent a formal invitation to Pashinyan to attend a session on June 20 at 10:00.

PM Pashinyan has agreed to participate, the Parliamentary Committee on Defense and Security Affairs said in a statement on Monday.

Government launches Gyumri development task force

Parliament committee OKs government’s 2022 budget report

YEREVAN, JUNE 12, ARMENPRESS. The financial-credit and budgetary affairs committee of parliament has approved the bill on confirming the 2022 government budget report.

The bill will be debated at the plenary session in parliament.

The report was presented to lawmakers at the committee by finance minister Vahe Hovhannisyan.

“We had a forecast of 1 trillion 947 billion drams in revenues in the beginning of the year, the revenues increased by 110 billion drams during the year. Spending was forecast at 2 trillion 184 billion and increased by 103 billion drams. As a result, the planned deficit dropped 6,5 billion drams. Factual spending planned under our adjusted program was executed 100,2% in terms of revenues and 98% in terms of spending, which resulted in a 78% execution of the deficit, that is, by 56 billion less, in total 179 billion,” Hovhannisyan said.

Speaking about the increase of revenues, the minister said that tax revenues stood at 81 billion drams, while other revenues at 51 billion drams. Official grants were reduced by 21,9 billion drams.

A drop in customs duties was recorded, which is related to the decrease of imports in the overall EEU area.

The state debt stands at 10 billion 637 million USD (4 trillion 186 billion drams). The debt has decreased in drams but increased in dollars.

“The government debt-GDP ratio, which was planned at 58,4%, dropped to 46,7%. If we were to neutralize the dram valuation factor our debt would have been around 53%,” Hovhannisyan said.

Drug mule carrying over 120 packages in gastrointestinal tract detained in Yerevan airport

YEREVAN, JUNE 12, ARMENPRESS. An Armenian national has been taken into custody by law enforcement officials shortly after arriving at Zvartnots airport in Yerevan from Rome for allegedly trying to smuggle over 120 packages of hashish in his gastrointestinal tract.

After conducting an x-ray screening at the airport, authorities determined that the suspect needs medical examination at a hospital. The suspect was taken to a hospital where a tomography exam showed packages in the stomach and colon. The substances were removed by medical personnel.

The State Revenue Committee said the drug mule was carrying 110 packages containing hashish and another 16 ruptured packages with the same substance. The total weight of the substance was 652 grams.

A criminal investigation is underway.

Red Cross facilitates transfer of patients from Nagorno Karabakh

YEREVAN, JUNE 12, ARMENPRESS. The International Committee of the Red Cross facilitated on Saturday the transfer of 16 patients from blockaded Nagorno Karabakh (Artsakh) to Armenia for treatment. The attendants of the patients accompanied them.

Another 19 patients, together with their attendants, returned to Nagorno Karabakh from Armenia after receiving treatment.

The Ministry of Healthcare of Artsakh said that the Red Cross used a mini-bus to transport the patients and Azerbaijan has edited the images of the vehicle for its propaganda purposes so the Red Cross sign isn’t visible.

Former Italian Prime Minister Silvio Berlusconi dies at 86

YEREVAN, JUNE 12, ARMENPRESS. Former Italian Prime Minister Silvio Berlusconi has died aged 86.

He died at the San Raffaele hospital in Milan, according to Italian media.

In April, Berlusconi was treated for a lung infection linked to a previously undisclosed case of chronic leukaemia, according to the BBC.

A flamboyant billionaire media tycoon, Berlusconi first came to office in 1994 and led four governments until 2011.

Reacting to the news, Italy's Defence Minister Guido Crosetto said Berlusconi's death left a "huge void".

"An era is over… Farewell Silvio," Mr Crosetto wrote in a tweet, adding that he "loved" Berlusconi "very much".

PM Pashinyan felicitates President Ferdinand Romualdez Marcos Jr. of Philippines on National Day
