Russia says will continue dialogue with Armenia over CSTO

Russia will continue dialogue with Armenia regarding the Collective Security Treaty Organization (CSTO), Kremlin spokesperson Dmitry Peskov has said in response to Armenian Prime Minister Nikol Pashinyan’s comments that the issue of a possible withdrawal is still on the agenda.

“Overall, the CSTO has a reputation among its member states, it shows its effectiveness in various situations. Regarding the Armenian Prime Minister’s statement, we will continue dialogue with our Armenian friends. We will talk to them also about our future participation in the CSTO’s activities,” Russian news media quoted Peskov as saying.

The CSTO has a potential for development, Peskov said.

Pashinyan reveals parts of 2020 trilateral statement which Armenia rejected during drafting

YEREVAN, MAY 22, ARMENPRESS. Prime Minister Nikol Pashinyan has revealed the terms of the 2020 Nagorno Karabakh ceasefire agreement which Armenia rejected during the drafting phase.

“Yes, there were items which we removed, and we said that we won’t sign it no matter what. One of the items pertained to the enclaves, the other pertained to a corridor through the territory of Armenia,” Pashinyan said on Monday.

Pashinyan said that there were officials who were in favor of signing the agreement with the clause on enclaves. “In the future, some of those people accused us of treason and demanded our resignation, but this is a fact. I regret that these conversations weren’t recorded, because in that case many people wouldn’t have the option of speaking,” he said.

PM Pashinyan said he held a discussion with various officials before signing the 9 November 2020 trilateral statement. Pashinyan said that during the meeting he told those present that the matter wouldn’t be put up for vote in order not to place responsibility on others. After the discussions he decided to sign the document.

Some of those present emotionally didn’t want the document to be signed. Pashinyan said he himself didn’t want to sign it emotionally.

Armenia can’t afford to come under Western sanctions, says Pashinyan

YEREVAN, MAY 22, ARMENPRESS. Prime Minister Nikol Pashinyan has said that increasing supervision for abiding by the Western sanctions against Russia is being discussed with all Western partners.

At the same time, Pashinyan said that the sanctions issue is also on the discussion agenda between Armenia and Russia.

Speaking at the press conference on May 22, PM Pashinyan said that Armenia is giving the same response to both Western and Russian partners in these discussions.

“This issue is being discussed with all our Western partners, they are raising this issue. But before that, this issue was on our discussion agenda with Russia. And we are giving the same response to both. We are saying that Armenia is a member of the EEU, Armenia has strategic, collegial relations with Russia, deep economic relations of strategic significance, but Armenia cannot afford to come under Western sanctions due to these and other circumstances. Therefore, in our relations with Russia we will act in the volume that will allow us not to come under Western sanctions. First of all, Armenia doesn’t have that much of resources to come under such sanctions, besides, if we were to come under such sanctions it wouldn’t be good for any of our allies, while we would ruin our relations with our Western partners,” Pashinyan said.

U.S. Embassy visa fee increases effective May 30

YEREVAN, MAY 22, ARMENPRESS. The U.S. Department of State has increased certain nonimmigrant visa (NIV) application processing fees globally.  These fee increases are effective as of May 30, 2023, the U.S. Embassy in Armenia said in a press release.

The application fee for visitor visas for business or tourism (B1/B2s) and other non-petition based NIVs, such as student and exchange visitor visas, has increased from $160 to $185.  The application fee for certain petition-based nonimmigrant visas for temporary workers (H, L, O, P, Q, and R categories) has increased from $190 to $205.  The application fee for a treaty trader, treaty investor, and treaty applicant in a specialty occupation (E category) has increased from $205 to $315.

Armenia, UK attach importance to signing comprehensive and enhanced partnership agreement

YEREVAN, MAY 22, ARMENPRESS. Armenian Foreign Minister Ararat Mirzoyan and UK Minister for Europe Leo Docherty during their May 22 meeting in Yerevan expressed readiness to take practical steps for fully utilizing the potential in the economic, scientific and cultural areas.

Mirzoyan said at a joint press conference with Docherty that they attached importance to the existing partnership between Armenia and the UK and are hopeful that they will be able to intensify cooperation in areas of mutual interest through joint efforts.

“We attach importance to the launch of the strategic dialogue between Armenia and the United Kingdom. We hope for it to be reflected in our partnership in multilateral platforms as well,” Mirzoyan said.

Although trade has increased, FM Mirzoyan said he hopes the trade turnover will have increased a lot more when they meet again in the future.

“We both attached importance to the strengthening of the legal-contractual framework of relations between Armenia and the UK, namely in terms of signing a comprehensive and enhanced partnership agreement. We believe that conducting mutual high-level visits will promote this direction,” he added.

The Armenian Foreign Minister added that during the meeting they also discussed the reforms agenda aimed at strengthening the democratic institutions and the rule of law, human rights, unwavering fight against corruption and ensuring effective governance.

“In this context we appreciate the UK’s continuous support to Armenia’s democratic reforms,” Mirzoyan said.

YEREVAN, MAY 22, ARMENPRESS.  Armenian Foreign Minister Ararat Mirzoyan presented details from the Washington negotiations. ARMENPRESS reports, Mirzoyan said during the press conference held on May 22 that some progress was made in the negotiations in Washington in the sense that it was possible to agree on two more articles of the draft peace treaty, but it is possible to agree on several other articles in a direct, long, sincere conversation.

"I can say that during these conversations, the parties understand each other's concerns, intentions and ideas very well. Apart from the two articles I mentioned, I think there is a possibility of agreement regarding the other articles as well. This is not only my assessment, I was assured by other parties as well.

Of course, there are articles and topics where the positions of the parties are quite far from each other. These are the articles that deal with the most difficult issues. But there was also quite an effective discussion in this direction," said Mirzoyan.

The Foreign Minister also reaffirmed Armenia's commitment to establishing a long-lasting, stable and dignified peace in the South Caucasus.

"Armenia cannot take constructive steps alone," said Mirzoyan.

He also mentioned that it is fundamental for Armenia to have certainty in the demarcation process.

As Armenpress was informed from the Ministry of Defense of the Republic of Armenia, the US Ambassador to the Republic of Armenia Kristina Kvien and the military attaché also participated in the meeting.

Asbarez: Pashinyan Confirms He Agreed to Azerbaijani Control of Artsakh

Prime Minister Nikol Pashinyan on Monday all but confirmed that by agreeing to recognize Azerbaijan’s 86,600 square-kilometer territory, he was signaling his readiness for Azerbaijani control of Artsakh.

Armenia is ready to recognize Azerbaijan’s 86,600 square kilometers territorial integrity which includes Nagorno Karabakh, but the rights and security of the Armenians of Nagorno Karabakh must be discussed through Baku-Stepanakert dialogue, Pashinyan said during a press conference on Monday.

He said it is important to create international guarantees for the direct talks between Stepanakert and Baku over the rights and security of Armenians in Nagorno Karabakh.

“We mean, for example, that the issue of the rights and security of Armenians of Nagorno Karabakh could get forgotten and Azerbaijan could continue its policy of ethnic cleansing and genocide against Armenians of Nagorno Karabakh through force,” Pashinyan added, stressing the need for international guarantees.

The renewed focus on Armenia and Azerbaijan recognizing each other’s territorial integrity sharpened when European Council President Charles Michel announced that during the May 14 talks he hosted in Brussels, Pashinyan and President Ilham Aliyev of Azerbaijan had affirmed their commitments to the mutual recognition and spelled out the square kilometers at the center of a peace treaty being discussed between the two countries.

The talks last week in Brussels followed four days of negotiations between the Armenian and Azerbaijani foreign ministers, Ararat Mirzoyan and Jeyhun Bayramov, mediated by Secretary of State Antony Blinken. Mirzoyan and Bayramov were hosted by their Russian counterpart Sergei Lavrov on Friday in Moscow.

Peace Agreement
Pashinyan sounded an optimistic note about the Washington talks saying that a new tenor of “understanding” emerged that allowed the sides to communicate more clearly and comprehend each other’s apprehensions and approaches.

“We hope [the Azerbaijani response] will reflect the discussions, agreements and the progress of understanding during the Washington talks. If Azerbaijan would convey its response this week and one week were to be enough for studying it, if we were to see that we find these proposals and approaches to be acceptable in terms of compromise logic, then why not? But so far we haven’t received their response,” Pashinyan explained.

Foreign Minister Mirzoyan presented a more tempered response to the so-called peace treaty, saying that while there were agreements on some elements, longer and more sincere discussion is needed on others, since divergent approaches on many issues still remain.

“I can say that during these conversations [talks with Azerbaijan], the parties understand each other’s concerns, intentions and ideas very well,” Mirzoyan told reporters on Monday. “I think there is a possibility of agreement regarding the other articles as well. This is not only my assessment, I was assured by other parties as well.”

But there was also quite an effective discussion in this direction,” added Mirzoyan, who said that while Yerevan is commitment to peace, Armenia “cannot take constructive alone.”

Border Delimitation
During talks in Moscow on Friday, Russian Foreign Minister Lavrov said that no peace agreement can be effective without the complete opening of transport links and delimitation of borders between Armenia and Azerbaijan.

Mirzoyan emphasized on Monday that it was critical for Armenia to have certainty in the border delimitation and demarcation processes.

During his press conference Pashinyan said maps draws by the Soviet military’s general staff in 1975 should serve as the basis for delimitation talks with Azerbaijan.

He also said that reciprocal withdrawal of forces from the border using the said map would desire stability.

“I will emphasize that ensuring border security is an important part of the negotiations process. It is no secret that Azerbaijan continues to engage in a policy of military pressure in an attempt to gain more beneficial conditions in the talks through such military ultimatums,” Pashinyan said, adding that Baku’s continue military aggression is a violation of international obligations assumed by the sides, specifically during the October 31, 2022 meeting in Sochi, where the sides clearly agreed to not use force.

Pashinyan and Aliyev are scheduled to meet in Moscow on Thursday.
