‘Worse than coronavirus,’ lawmaker calls for crackdown on drug trafficking citing national security threat

YEREVAN, APRIL 25, ARMENPRESS. A senior Member of Parliament of Armenia is calling for stronger measures in combating drug trafficking which he described to be a national security threat.

“Perhaps we don’t fully understand the present-day situation in Armenia. We don’t realize that a very serious percentage of teenagers are drug addicts,” MP Armen Khachatryan, the Deputy Chairman of the Parliamentary Committee on Defense and Security Affairs warned at a parliament session.

“We don’t realize that this poses a serious national security risk. And our reforms, laws, words about the bright future would be in vain if drugs were to continue spreading at this rate. We don’t realize that this is a lot more dangerous and worse than the coronavirus [pandemic],” he said.

He called for stronger measures in combating drug trafficking.

The lawmaker even suggested introducing a new employment regulation in the public sector, requiring employees to pass a drug test once or twice a year or face termination in case of refusing to do so.

Deputy Minister of Internal Affairs Arpine Sargsyan told lawmaker that 2023 is a year of combating drug trafficking.

Calls to Australia’s political leaders to recognise Armenian Genocide

Armenian-Australians calling on Australia’s political leaders to recognise Armenian Genocide

With the support of sections of the Greek community, a series of events have been planned nationwide by the Armenian Genocide Commemorative Committee as they call for both the Prime Minister Anthony Albanese and Opposition Leader Peter Dutton to recognise the genocide of 1915.

This year marks the genocide’s 108th anniversary and Australia’s Armenian community, with Assyrians and Greeks in support, have organised a series of initiatives to commemorate the occasion.

The ultimate goal they are striving for is to have the leaders of Australia’s major political parties to formally recognise it as genocide.

This weekend’s events open with a “March for Justice” in Sydney on Sunday 23 April, with various members of Australia’s Armenian, Assyrian and Greek communities meeting at Hyde Park before marching towards Sydney’s Customs House near Circular Quay.

On behalf of the Greek community, representations will include people of Pontian and Asia Minor descent, those with direct personal and family connections to the Genocides of the Hellenes and the indigenous peoples of eastern Thrace and Anatolia said Dr Panayiotis Diamadis, Director at the Australian Institute for Holocaust and Genocide Studies, to Neos Kosmos.

“This is the annual opportunity for our community, many of whom are descendants of survivors of the Genocides, to show that we will continue to honour the memory of our ancestors,” Dr Diamadis told Neos Kosmos.

As for the collaboration between the three communities, he stressed “it is the result of the gradual development of cooperation and coordination of the three communities that we have more awareness of the just cause of political recognition of the Genocides in Australia than at any time since the 1920s”.

“We have now moved to the field of political cooperation in pursuit of the justice of recognition for our ancestors, so unjustly lost,” the research said.

Executive Director of the Armenian National Committee of Australia, Michael Kolokossian, urged all people to participate in the march.

“We call on our broader community, and our Assyrian and Greek compatriots, to turn up and make their voices heard as the Prime Minister and Leader of the Opposition prepare statements which will be delivered on the 24th of April,” said Mr Kolokossian.

Concurrently with the march, Western Australia will hold a memorial service at the Subiaco Fallen Soldiers’ Memorial, this being the first time the state has organised a commemorative event.

On Monday 24 April, the day of the anniversary, a national commemoration will be held at the Concourse Concert Hall in Chatswood NSW, with a keynote from Dr Umit Kurt at 7pm while a candlelight vigil is planned in Melbourne at the State Library.

On the same day, an Adelaide commemoration has been organised for 6 pm at the Migration Museum.

Two other commemorations have also been set in NSW to conclude the events: at the Holy Trinity Armenian Apostolic Church in Western Sydney, on Wednesday 26 April at 7.30 pm and at Memorial Park, organised by Ryde City Council on Saturday 29 April 2.30 pm.

Assembly Welcomes Jewish Community Relations Council Message of Solidarity

Washington, D.C. – In a recent letter to the Armenian Assembly of America this week, the Jewish Community Relations Council (JCRC) expressed its continued solidarity with the Armenian community and people, particularly in Artsakh, where the continued blockade of the Lachin Corridor has caused a humanitarian crisis for the Armenian people since December 2022.

Reflecting on the "shared experience" of the Jewish and Armenian peoples as targets of genocide in the 20th century, the JCRC appreciated the two communities building "strong bonds of solidarity over decades through ongoing joint advocacy and collaboration."


"At this time of year when both of our communities pause to remember our histories, and as we join with the Armenian community in the coming days to commemorate their experience of genocide, it is fitting and necessary as well that we pause to bring attention to the plight of the Armenian community in Nagorno Karabakh/Artsakh."

In 2020, the JCRC called upon the U.S. to intervene during the 44-day war and to deescalate the conflict, and once again "calls upon the United States Congress to meet the pressing humanitarian and recovery needs in Artsakh."


"We cannot sit idly by as the Armenian people face the risk of another extraordinary humanitarian disaster," the statement concluded.


"The Assembly welcomes this statement of solidarity with the Armenian people of Artsakh and appreciates our close and continued partnership with JCRC and the Jewish community," said Assembly Co-Chairs Anthony Barsamian and Van Krikorian. "We hope other interfaith, government, and civic organizations will follow suit and express similar sentiments to help bring an end to the inhumane blockade on the Lachin Corridor and the genocidal policies of the Aliyev regime."

AZERBAIJAN: Fined for religious celebration, then arrested

At least seven Shia Muslims faced court cases for taking their children to
a celebration in a shopping centre of the anniversary of the birth of
Fatima, the daughter of the Islamic prophet Mohammad. Four were fined two
months' average wage. One of those fined, Mail Karimov, was arrested at the
court and is among hundreds of Shia Muslims in jail under investigation on
drugs charges which human rights defenders say are fabricated. The criminal
trial of Shia Imam Sardar Babayev continues in Baku.

In late January and early February, a Baku court heard cases against at
least seven Shia Muslims for taking their children to a celebration in a
shopping centre of a key religious festival, the anniversary of the birth
of Fatima Zahra, the daughter of the Islamic prophet Mohammad. After police
brought the cases, at least four of the men were each fined the equivalent
of about two months' average wage. The four appear not to have appealed
against their fines.

The four denied that any organised religious event had taken place. The
court decision in the case of one of the Muslims, Tabriz Qulubayli, notes
his defence: "He takes his children for a walk and entertainment on
religious holidays" (see below).

The court sent back to police the case against a fifth Muslim as the record
of an offence had not been completed correctly. Forum 18 has been unable to
find out if the cases against the other two Muslims led to any punishment
(see below).

Telephones at the 2nd Police Station of Khazar District – which brought
the cases against the Muslims – went unanswered each time Forum 18 called
(see below).

The woman who answered the phone at the Baku City Office of the State
Committee for Work with Religious Organisations on 20 April put the phone
down after Forum 18 asked to speak to the head, Anar Kazimov. Subsequent
calls went unanswered (see below).

One of those fined, 40-year-old Mail Karimov, was arrested at the court on
2 February, the day the fine was handed down. Another Baku court ordered
him held the same day for four-months as police investigate him on
drug-related criminal charges. His family found out he had been arrested
only two days later (see below).

Exiled human rights defender Arif Yunus put the number of devout Shia
Muslims the regime arrested between January and mid-April at 370. "The
regime has had cameras in all mosques since 2009 to identify the most
active believers and the police and secret police have lists of prominent
and respected believers, like Karimov," Yunus told Forum 18. "So when the
order to arrest people comes, they know who to go for" (see below).

The criminal trial on treason charges of Shia Imam Sardar Babayev – who
has been under arrest since in October 2021 – began in Baku in March and
continues (see below).

The Supreme Court in Baku is due to hear on 8 June the appeal by Jehovah's
Witness conscientious objector Seymur Mammadov against his conviction for
refusing compulsory military service on grounds of conscience. He was
initially jailed, but the sentence was changed on appeal to a one-year
suspended sentence. The regime has repeatedly refused to honour its
commitment to the Council of Europe to introduce an alternative to
compulsory military service by January 2003 (see below).

 The European Court of Human Rights (ECtHR) in Strasbourg has been in
contact with the regime about one of the cases lodged by Imam Babayev about
his long pre-trial detention, as well as on three cases where individuals
were jailed or fined for holding religious meetings (see below).

The ECtHR is still considering nine cases from Azerbaijan related to
violations of the right to freedom of religion or belief, lodged between
2014 and 2022 (see full list below).

Fined for children's presence at Muslim celebration

The anniversary of the birth of Fatima Zahra, the daughter of the Islamic
prophet Mohammad, a key festival especially for Shia Muslims, was marked
this year on 13 January. That day, Shia Muslims went with their young
children to the Zagulba shopping centre in Buzovna. The shopping centre is
located on the Absheron peninsula east of Baku in the city's Khazar
District.

The date coincided with the eighth anniversary of the founding of the
Muslim Unity Movement. The charter of the movement describes one of its
aims as "the protection and development of national and moral Islamic
values in society" and particularly concentrates on young people.

The regime has jailed numerous Muslim Unity Movement members. The
movement's leader, prisoner of conscience Taleh Bagirov (also known as
Bagirzade), is serving a 20-year sentence handed down in January 2017

 ). He is being held in
the high-security Qobustan prison, 40 kms (25 miles) south west of Baku.

On 14 January 2023, officers of the 2nd Police Station of Khazar District
– including Lieutenant Javanshir Asgarov – drew up records of an
offence against at least seven Muslim men. The cases were then handed to
Khazar District Court.

The men were all accused of violating Administrative Code Article 515.0.3.
This punishes "clergy and members of religious associations holding special
meetings for children and young people, as well as the organising or
holding by religious bodies of organised labour, literary, or other clubs
and groups unassociated with holding religious ceremonies".

"In Baku, a group of parents involved children in the performance of
religious rituals illegally," the Interior Ministry told the local media on
14 January. "On 13 January, the local police received information about a
group of people in the village of Buzovna involving their minor children in
the performance of religious rituals. An investigation is currently
underway." It added that "legal measures" would be taken against those who
"illegally involve minors in the performance of religious rituals".

Telephones at the 2nd Police Station of Khazar District went unanswered
each time Forum 18 called on 20 April.

On 26 January, Judge Huseyn Huseynli of Khazar District Court sent back to
police the case against one of the men as the record of an offence had not
been correctly completed, according to the decision seen by Forum 18. It
does not appear that the case was returned to court.

Between 26 January and 2 February, various Judges heard the other cases,
according to the decisions seen by Forum 18. On 31 January, Aga-Ali
Yahyayev (in his absence) was given the minimum fine of 1,500 Manats (two
months' average wage for those in formal work). In separate hearings on 1
February, Tabriz Qulubayli and Zamin Abdullayev were also fined 1,500
Manats each. On 2 February, Mail Karimov was also fined 1,500 Manats.

The court decision in Abdullayev's case records his denial of any
wrongdoing: "On 13 January 2023, his friend wrote to him and informed him
that there is entertainment for children in Zagulba shopping centre located
in the village of Buzovna," the court decision notes. "He took his two
children and went to that party, and they played there. He had no intention
of attending any religious gathering."

The court decision in Qulubayli's case notes his denial that he or his
children attended any religious gathering: "He takes his children for a
walk and entertainment on religious holidays."

Forum 18 was unable to find out if the court punished the two other Muslim
men, Rasif Chiraqov and Khosrov Azizov.

None of the men appear to have appealed against the court decisions to Baku
Appeal Court.

Arrest

On 2 February, the day Khazar District Court fined him, officers of
Sabunchu District Police's 14th Station arrested Mail Kamal oglu Karimov
(born 1983). His family found out about his arrest only two days later,

Also on 2 February, Baku's Sabunchu District Court ordered Karimov held in
pre-trial detention for four months. Police are investigating him on
charges of large-scale drug trading under Criminal Code Article 234.4.3.

During a 7 February search of Karimov's home, police tried to plant
"religious leaflets of a provocative nature or with photographs of
Ayatollah Khomeini and other Iranian leaders", the political prisoners list
notes.

connected to or sympathetic to Iran

Yunus noted that earlier the regime arrested Sunni Muslims, but now Shia
Muslims are being targeted. "Earlier the regime often brought
administrative cases. Now there is mass repression of believers and
criminal cases." He said that while the regime accuses those they have
arrested of ties to Iran, almost all are being investigated on
drugs-related charges.

Supreme Court to hear conscientious objector's appeal on 8 June

Jehovah's Witness conscientious objector Seymur Afqan oglu Mammadov (born
16 August 2000) lodged an appeal to the Supreme Court in Baku on 14
February against his conviction for refusing compulsory military service on
grounds of conscience. Judge Ilkin Rajabov is due to hear Mammadov's appeal
on the morning of 8 June, the Supreme Court website notes.

On 22 September 2022, Goranboy District Court convicted Mammadov under
Criminal Code Article 321.1 ("Evasion without lawful grounds of call-up to
military service or of mobilisation, with the purpose of evading serving in
the military, is punishable by imprisonment for up to two years [in
peacetime]"). The court jailed him for nine months

Mammadov was arrested in the courtroom at the end of the trial and was
taken to Investigation Prison No. 2 in Ganca. "It was a very unexpected
decision, especially given the recent [ECtHR] decisions against
Azerbaijan," Jehovah's Witnesses told Forum 18 from Baku in September 2022.

Mammadov appealed to Ganca Appeal Court. At the final hearing on 12
December 2022, the prosecutor stated that he supported the decision of
Goranboy District Court but, given Mammadov's age and positive character
references, he requested a two-year suspended sentence. The court partially
satisfied the appeal and replaced the nine-month jail term with a one-year
suspended sentence

Mammadov was released in the courtroom immediately after the hearing.

Mammadov's conviction gives him a criminal record in addition to the
suspended sentence.

If the Supreme Court rejects Mammadov's appeal, he would be able to bring a
case to the European Court of Human Rights (ECtHR) in Strasbourg. The court
has found in favour of other convicted Jehovah's Witness conscientious
objectors, most recently in October 2021, when it ordered the regime to pay
compensation

ECtHR communicates case as new trial begins

The trial of Shia Muslim Imam Sardar Akif oglu Babayev (born 12 March 1974)
began on the morning of 9 March under Judge Akhmed Quliyev at Baku's
Serious Crimes Court, an individual familiar with his case told Forum 18
from Baku. Imam Babayev is on trial under Criminal Code Article 274 ("High
treason"). He rejects the charges, saying the accusations against him are
baseless, his lawyer Javad Javadov told Forum 18 on 3 March, before the
trial began.

The State Security Service (SSS) secret police arrested Imam Babayev in
October 2021 on treason charges. The SSM has held him since then at its
Investigation Prison in Baku. Baku's Sabail District Court has repeatedly
extended his pre-trial detention, including in September 2022

Imam Babayev as "clearly fabricated". "No one believes Sardar Babayev is an

each time Forum 18 called on 20 April 2023.

Babayev's lawyer Javadov lodged a case to the European Court of Human
Rights (ECtHR) in Strasbourg on 23 March 2022 (Application No. 19549/22)
about the continued holding of his client in pre-trial detention, which had
then lasted six months.

The ECtHR "Communicated [the case] to the Government without request for
observations" on 19 January 2023, according to ECtHR records.

ECtHR asks regime questions in three cases

The European Court of Human Rights (ECtHR) in Strasbourg has asked the
regime questions in three other freedom of religion or belief related cases
from Azerbaijan.

On 13 March 2023, the ECtHR asked the regime questions

Mammadov, Eldeniz Hajiyev, Shahin Hasanov and Zakariyya Mammadov. Their
April 2016 appeal hearing reduced their sentences but did not overturn them

Article 515.0.2 ("Violating legislation on holding religious meetings,
marches, and other religious ceremonies") to punish him for a September
2021 meeting for worship in his home without state permission. He lodged a
case to the ECtHR on 21 July 2022.

The ECtHR asked the regime and the applicants in both cases whether they
were deprived of their liberty in breach of the European Convention on
Human Rights. It asked to see copies of the detention records, as well as
any other documents relating to their detention. It also asked whether the
applicants had a fair hearing.

In both cases, the ECtHR also asked whether there was interference with the
applicants' freedom of religion within the meaning of the Convention and,
if so, whether that interference was prescribed by law and necessary, as
required by the Convention.

Nine known cases awaiting ECtHR decisions

The ECtHR in Strasbourg has already completed 63 cases from Azerbaijan
submitted since 2004 related to violations of freedom of religion or belief

 ) and inter-related
rights.

Of these 63 completed cases:

- 19 ended in findings of violations and awards of compensation;

- 20 were closed after Azerbaijan admitted violations and offered
compensation in a "unilateral declaration";

- 13 were friendly settlements, where the regime agreed to pay compensation
(in 1 case it also admitted violations);

- 11 were dismissed or withdrawn (one following the death of the
applicant).

In 40 of the 63 concluded cases the ECtHR found that the regime had
violated human rights related to the exercise of freedom of religion or
belief or the ECtHR accepted the regime's admission that it had violated
these rights. The regime has paid the compensation awarded by the ECtHR to
the victims. However, the regime has not changed laws (as it is required to
do) to prevent a recurrence of such violations.

Nine ECtHR cases related to the regime's violations of freedom of religion
or belief are known to remain. The cases – submitted between 2014 and
2022 - cover a wide range of violations. All 9 were lodged by Muslims. Some
cases cover more than one violation, such as police seizing religious
literature during a raid on a meeting for worship.

In approximate reverse chronological order of violation they are:

- Jailed for exercising freedom of religion or belief (1 case involving 1
individual applicant)

- State censorship of religious literature (1 case involving 1 individual
applicant)

- Raid on and punishments for meetings for worship (3 case involving 3
individual applicants)

- Jailed for leading prayers or religious meetings (3 cases involving 5
individual applicants)

- Unlawful house search (1 case involving 1 individual applicant)

ECtHR: Jailed for exercising freedom of religion or belief

Babayev v. Azerbaijan (Application No. 19549/22)

The State Security Ministry (SSM) secret police arrested Shia Muslim Imam
Sardar Babayev in October 2021. Prosecutors are investigating him on
treason charges, accusing him of cooperating with and taking instructions
from an Iranian intelligence agency, and acting against Azerbaijan. Imam
Babayev rejects the allegations against him, arguing that they are
politically motivated. His lawyer Javadov objected to the continued
pre-trial detention.

The ECtHR "Communicated [the case] to the Government without request for
observations" on 19 January 2023 (see above).

ECtHR: State censorship of religious literature

Miriyev v. Azerbaijan (Application No. 1717/20).

In February 2018, the State Committee for Work with Religious Organisations
on theological grounds banned the publication and distribution of the book

Prosecutor General calls for serious work in education programs to have stress-tolerant society to prevent suicides

YEREVAN, APRIL 21, ARMENPRESS. Prosecutor General Anna Vardapetyan said that the general prosecution has already outlined the work on identifying the reasons of suicides in the country. She described the more than 60% growth in suicides to be “concerning”.

Vardapetyan made the remarks during a parliamentary committee session on the annual report of the prosecution.

“We are really concerned over the growth in suicides. We’ve outlined the works for identifying the reasons. Although this isn’t the prosecution’s function, we’ve regularly made notifications through motions regarding identified reasons as part of specific proceedings concerning both civilians and military servicemembers, but now we will inform the relevant bodies more intensively, for example the defense ministry and others,” Vardapetyan told lawmakers at the Parliamentary Committee on State and Legal Affairs.

She said the reasons behind suicide in the country vary, ranging from certain manifestations of depression up to individual or social phenomena, as well as gambling-related occurrences, which impact the person’s mental state.

“There is a need for serious psychological work here, but not individually, rather institutionally, for example serious work should be done in educational programs in order to have a stress-tolerant society, because we live in an information noise, and sometimes this noise flows into very unprepared minds. We will present concrete recommendations during the next session to address the problem on the state level,” Vardapetyan said.

“I’ve been receiving only positive reactions about this championship in Yerevan, not just from my team but from participants of all the other countries as well. This European championship is a weightlifting celebration ,” Martirosyan told ARMENPRESS.

He added that the participants are impressed with the training and competition halls and that the organization is on the highest level. The work of the volunteers is also on the highest level, he said.

YEREVAN, APRIL 21, ARMENPRESS. Prosecutor General Anna Vardapetyan believes that law enforcement agencies must change their methods and strategy in combating drug trafficking.

“Drug use has undergone modification. Today, narcotics are some colored tablets, which look nice, and that’s the most horrifying part. Because in the 1990s, by saying drug addict we would imagine some dark views, but now that view is nice, and that’s why we have a very serious challenge in this regard among the teenagers,” Vardapetyan said, adding that she has asked the director of the National Security Service and the Minister of Internal Affairs to upgrade their methods of investigating drug trafficking.

She warned that the drug trafficking methods have changed significantly.

In the past, authorities knew how drug traffickers were operating in any given neighborhood, whereas today it is happening online. “This is all related to money laundering because there are transferred and cashed out crypto-currencies. In addition, it is circulated through e-wallets, thus a renewed format of investigation and prevention are among our priorities,” Vardapetyan said.

Chairman of European Weightlifting Federation (EWF) Medical Committee and member of the EWF Technical Committee Duun Tryggve has said that the organization of the European Weightlifting Championships in Yerevan has been fantastic and that Armenia can host the championships again in the future.

“It is my first visit [to Armenia]. It is very nice, and [Yerevan] is a very nice city,” he said.

Speaking about the organization of the championships, Tryggve said : “It’s perfect, it is very, very good. We are very satisfied with everything, since we came until now it has been fantastic.”

He said that Armenia can host the competition again.

Armenia’s renunciation of territorial claims to Turkey and Azerbaijan, cited by Nikol Pashinyan as a condition for peace in the region, looks like a willingness to agree to the 1921 Kars Treaty and the borders defined by it, something that Armenia has not yet recognized.

Some Armenian experts draw this conclusion from Pashinyan’s statements on April 18, on the same day as statements made by President of Azerbaijan Ilham Aliyev.

Aliyev demanded that Armenia officially recognize Karabakh as part of Azerbaijan.

Pashinyan stated that peace in the region is possible if recognition of Armenia’s ownership of a territory of 29,800 square kilometers – the territory of Soviet Armenia, within which Armenia gained independence in 1991 – is clearly established.

Pashinyan said Armenia renounces territorial claims to other countries, ameaning Turkey and Azerbaijan.

“Aliyev is trying to cancel the negotiation process mediated by America,” Azerbaijani expert Tatevik Hayrapetyan said of a recent interview given by the President of Azerbaijan.

The Kars Treaty of Friendship between the Armenian, Azerbaijani and Georgian SSR on the one hand and Turkey on the other was concluded with the participation of Soviet Russia (RSFSR) on October 13, 1921 in the Turkish city of Kars. The treaty went into effect on September 11, 1922, without any stipulation as to duration.

The Treaty of Kars defined new borders between the Soviet Union and Turkey. The cities of Kars, Surmalu and Ardagan went to Turkey. Mount Ararat also ended up in Turkey. Nakhichevan was established as part of the Azerbaijan SSR, and the Adhara region with its largest city of Batumi was part of the Georgian SSR. The border passed along the Araks and Akhuryan rivers.

The Caucasian Knot publication invited Armenian political scientists to comment on the possible development of events.

“Armenian-Turkish relations can be normalized. The question is whether Turkey agrees to establish diplomatic relations and open the border. If Turkey continues to put forward preconditions, it is doubtful that this will be achieved.”

“No Armenian government will forego international recognition of the Armenian genocide and the international community would regard such a refusal as coercion. The genocide has already been recognized by dozens of countries around the world, in particular the United States and France. To exclude any speculation on issues of national importance, such as the Armenian genocide of 1915-1923 and the fate of the First Republic, it is necessary to enshrine in the constitution the recognition of the Armenian genocide in the Ottoman Empire and Turkey, as well as the rejection of the Treaty of Kars.

Armenia was occupied by Kemalist Turkey and Bolshevik Russia, as a result of which Armenia lost its sovereignty and the illegal Kars Treaty was imposed on it.”

“Not a single Armenian politician will talk about the ratification of the Kars Treaty. Armenian-Turkish relations, at best, can be at the level of Greek-Turkish relations. The border will be opened and it is possible that Armenia will join the bloc of Western countries. But hostility will continue.

And like Greece and Turkey, we will prepare for war. There are relationships between them in hundreds of areas, but enmity persists. The same will happen with Armenia and Azerbaijan.

Relationships will improve in small steps. First the border will be opened, then something else, and all steps will be accompanied by the signing of documents for each specific case.”

“Changes in the region depend on the geopolitical context. Today, like 100 years ago after the First World War, a regional alignment is occurring. Changes will have to fit into a common geopolitical paradigm. And without an international geopolitical consensus, it is impossible to confirm the new borders of Armenia.”


Türkiye and Armenia do not maintain diplomatic relations, the border between the republics having been closed since 1993. On October 10, 2009, the Foreign Ministers of Armenia and Turkey signed protocols on the development of bilateral relations and on the establishment of diplomatic relations between the countries in Zurich.

But in 2015 Armenian President Serzh Sargsyan withdrew these protocols from the country’s parliament. On March 1, 2018, he stated that the protocols were annulled after many years of no progress toward their ratification, and because of conditions put forward by Turkey.

In February 2023, after the terrible earthquake in Turkey, Armenia sent rescuers and humanitarian aid. The land border between the countries was opened for the first time in 30 years to let these trucks through. On February 14, Armenian Foreign Minister Ararat Mirzoyan said that at a meeting with Turkish counterpart Mevlut Cavusoglu, he discussed the readiness to “improve bilateral cooperation, fully regulate relations with Turkey, establish diplomatic relations and fully open borders between countries.”

Senior Azerbaijan diplomat urges Armenia to embrace a future of peace and prosperity

One of Azerbaijan’s top diplomats visited Brussels this month. Elchin Amirbayov, who is Assistant to the First Vice-President, spoke to EU Reporter about the role of the EU -and personally by Council President Charles Michel- in the efforts to end the confrontation between Azerbaijan and Armenia. In a wide-ranging interview with Political Editor Nick Powell, Mr Amirbayov also discussed his country’s role in Europe’s energy security and as part of the Middle Corridor trade route.

Elchin Amirbayov came to Brussels with a busy schedule, aimed at strengthening relations not just with the EU as a whole but with Belgium in particular, mindful that the country will hold the presidency of the European Council for the first half of 2024. As well as talking about the potential for boosting trade he was taking the opportunity to brief ministers, parliamentarians and other stakeholders about the efforts to finally normalise relations between Azerbaijan and Armenia.

EU-Azerbaijan relations grew last year when Commission President Ursula von der Leyen visited Baku to sign an agreement to double Azerbaijan’s gas exports to Europe. It was an agreement reached in the context of the EU’s wish to end its dependence on Russian gas but Elchin Amirbayov emphasised that his country had more than oil and gas to offer as a reliable partner of the European Union.

“Besides the traditional role of energy exporter that Azerbaijan is known for, we are trying to play an important role in terms of connectivity, especially against the background of what’s going on with the war between Russia and Ukraine. The geoeconomic and geopolitical importance of what we call the Middle Corridor has increased”, he said.

The Middle Corridor allows trade between Asia and Europe to avoid both the land route through Russia and the alternative lengthy ocean voyage. Instead it crosses the Caspian Sea between Azerbaijan and Kazakhstan. “Azerbaijan has always been at the crossroads of continents and civilisations and has already proved its reputation as a credible partner”, he stressed.

There was also much more to be done within the energy sector. New investment in capacity was required to meet the commitment to pump the enhanced volumes of natural gas to Europe by 2027. Elchin Amirbayov was confident that commitment would be met but it was important to look beyond oil and gas as well.

“What’s important when we talk about energy, it should not be reduced to only about hydrocarbons. We are also thinking seriously about diversifying our energy portfolio and we’re working now with a number of countries to help us develop renewable energy because we’re very strong in wind and solar potential”, he said.

“That explains the recent contracts signed by some Middle Eastern countries like the UAE and Saudi Arabia to help us create those infrastructures. Last but not least, recently we signed a quadrilateral agreement between us, Georgia, Romania and Hungary to export potentially electricity from Azerbaijan underneath the Black Sea. So it’s another huge clean project, which shows there is a level of consciousness in Azerbaijan that we need also to join this current world trend, in terms of transitioning from hydrocarbon resources to clean energy”.

Similarly ambitious investment was developing the potential of the Middle Corridor trade route. “We do have pipeline infrastructure, gas and oil, we have railroad, we have a state-of-the-art brand new maritime port, in the vicinity of Baku”, he added. “This port of Baku is already engaged in contacts with some of the Western European partners to see how this Middle Corridor could be used. We’re talking with Antwerp-Brugge, we’re talking with Rotterdam and with others. So that’s why I think it’s not only energy, it’s also goods which could be transited through our territory”.

For Azerbaijan, it was also about the possible engagement of the European Union in its government’s efforts to bring life back to the territories liberated in the Second Karabakh War, fought with Armenia in 2020. Elchin Amirbayov described how 10,000 square kilometres of territory were completely devastated by war.

“You don’t see any single building that was untouched. All the cultural buildings and infrastructure have been destroyed completely. So that’s why we are looking for partners who can help us, at least to face the most important humanitarian challenge -that is de-mining. As a result of this conflict, Azerbaijan became one of the most contaminated territories in the world, with land mines and unexploded ordnance still there and still costing human lives.

“What’s important is that because these lands are still not cleaned up, the hundreds of thousands of internally displaced persons and refugees cannot go back to their homes, even though these territories are no longer under foreign occupation. We cannot let them go back unless we are sure that this territory is safe”.

Mr Amirbayov stated that the huge challenge of first de-mining and then rebuilding meant that Azerbaijan didn’t want fresh confrontation with Armenia, putting a risk a still fragile peace. He said his country was seeking a peace agreement based on the principles of international law, including the reciprocal respect of each other’s territory, the inviolability of borders, a rejection of territorial claims now and in the future and the delimitation of the border.

He looked forward to a new era when animosity, rivalry and confrontation are at an end and the Southern Caucasus becomes what he called a “normal political region”. He said Armenia was suffering due to the lack of a peace agreement, as its borders with Azerbaijan and Türkiye were closed and trade routes that existed in Soviet times had been destroyed.

“So what we suggest with them is a win-win strategy, not a victor’s peace and we impose it. No, we say with it Armenia will benefit even more because it will be open to investment, for example, from countries around it. It would be considered as a relatively stable place which is not actually risking any new confrontation with its neighbours.

“So that’s why we don’t really understand why Armenia demonstrates this spirit of procrastination. Why are they playing for time? Why are they shying away from direct negotiations? Why they every now and then speak about revanchism. So it’s very hard for us to grasp it”.

The Armenian Prime Minister has now told his parliament that his country recognises the territorial integrity of Azerbaijan and has called for a peace treaty to be signed. Nikol Pashinyan said the Armenians had deceived themselves for decades by claiming Azerbaijani territory. However, as recently as last September he denied that he would recognise Azerbaijan’s borders.

“We’re not sure about whether Pashinyan is serious or not because there is a discrepancy between his declarations on the one side and concrete actions he and his people are doing on the other”, Elchin Amirbayov told me, adding that it made it very hard to engage fully with him. But he was optimistic about a resumption of peace efforts by European Council President Charles Michel, whom he described as an honest broker representing a union of 27 nations with no hidden agenda.

“What we do not accept is that for almost six months now, the EU has been rendered completely inactive -let’s put it that way- by the blockage to their continued role by Armenia and some of their allies within the EU. We regret that very much”. Mr Amirbayov said Azerbaijan hoped that no matter what the difficulties, Mr Michel would soon resume his role as a facilitator and that he had confirmed as much in a conversation with regional leaders.

A further incentive for signing a peace treaty was the possibility of reconstructing 42 kilometres of railway across Armenia, linking Azerbaijan with its exclave of Nakhchivan and creating a new route to Türkiye, in addition to the existing line through Georgia. “This could also be an important confidence-building measure between the two nations … another reason to stick to the peace agreement that we hope will be soon signed”, Elchin Amirbayov told me.

More capacity was also needed on the route through Georgia. Azerbaijan has already said it is ready to invest its own resources and expects the same decision by Georgia and Türkiye. “This is something doable, I don’t see any big problem. This northwestern route, which already exists, could be reinforced by the alternative southern route and then market economic principles will enter, whichever of the two is more efficient will be the leading one. It’s good to have an alternative” said Mr Amirbayov.

Turning to Azerbaijan’s neighbours beyond the Southern Caucasus, Elchin Amirbayov said that in the last year or so Azerbaijan has upgraded relations with all five nations of Central Asia to reflect the growing importance of trade across the Caspian Sea, which he said could become the centre of a region of peace and cooperation. “Several years ago negotiations were finalised on the status of the Caspian Sea. The only country which has not yet ratified this agreement is Iran, so we hope that will be done”.

But he said there were “no new magic solutions” when it came to rebuilding relations with Iran. It was a case of trying to intensify the work through political and diplomatic channels. There had been telephone conversations between foreign ministers and declarations at a higher level. The two nations shared so much history and culture, with a large Azerbaijani community in Iran.

Relations with Russia would remain pragmatic, with an understanding of its historical regional role. A signatory to the Armenian-Azerbaijani ceasefire agreement, Russia has ‘boots on the ground’. Its peacekeeping contingent is present at the invitation of the Azerbaijani government to provide for the physical security of ethnic Armenians in Karabakh.

Elchin Amirbayov concluded by saying that Azerbaijan would continue to “look at the map and the size of those countries who surround us and learn only one thing, that you need to be very vigilant and very prudent and on the positive side of history. That explains our ability to maintain this very fine balancing act between different players when we form and carry out our foreign policy … we are not interested in taking any sides in any confrontation”.
