Opposition MP rejects peace deal with Azerbaijan as ‘new capitulation agreement’

Opposition lawmaker Armen Rustamyan accused the Armenian leadership of leading the country to new concessions with false promises of peace.

Addressing the parliament on Friday, Rustamyan, who represents the main opposition Hayastan faction, denounced the authorities for constant efforts to dodge responsibility for their failures and to shift the blame onto the former leaders.

He deplored efforts of Nikol Pashinyan's government to prepare the people for peace amid Azerbaijan’s continued threats to use force. The MP claimed signing a peace deal with Baku would amount to a “new capitulation agreement”.

“The incumbent authorities have only one thing to do: to sign a new capitulation agreement under the guise of a peace deal,” the deputy said.

“Obviously, it would lead to an exodus of Artsakh Armenians and Artsakh would will turn into Nakhichevan without any status,” Rustamyan stated, rejecting any deal with Baku that would threaten the existence of Armenia. and Artsakh.

He called for an overhaul of the country’s domestic and foreign policy orientations.

Pashinyan leaves government building amid protest

Armenian Prime Minister Nikol Pashinyan left the government office amid a protest staged by the parents of soldiers killed in a military barracks fire in January.

They started the protest outside the government building in central Yerevan on Thursday morning, accusing Armenia’s authorities of trying to cover up the soldiers’ deaths. The protesters demanded a meeting with Pashinyan and Defense Minister Suren Papikyan.

Fifteen Armenian servicemen were killed and three others were severely injured following a major fire that broke out in the barracks of an engineer and sapper company in a military unit in Azat, a village in Armenia's eastern Gegharkunik Province, on January 19.

Pashinyan and Papikyan announced shortly after the deadly incident that the fire was sparked by an officer who poured gasoline into a woodstove in violation of the fire safety rules.

The victims’ families distrust the criminal investigation into the incident, claiming their sons were deliberately killed.

Pashinyan has said he will not meet with the soldiers’ parents until the ongoing probe is completed.

“Nikol fled from the other side,” one of the protesting mothers said. “He will have to run away from the Armenian people all his life. The people made a big mistake by electing him.”

Armen Khachatryan, head of the Information and Public Relations Department at the Prime Minister's Office, confirmed to Panorama.am that Pashinyan had left the government building.

"The prime minister is currently in the National Assembly," he said.

Sports: European Championships: Three Armenian wrestlers reach quarter-finals

Three Armenian Greco-Roman wrestlers have advanced to the quarter-finals of the European Wrestling Championships being held in Zagreb, Croatia.

World and European champion Malkhas Amoyan crushed his opponent 10-0 in the 1/8 finals, the Armenian Wrestling Federation said.

The other two athletes who qualified for the quarter-finals are Vigen Nazaryan and David Ovasapyan.

Rudik Mkrtchyan and Hrachya Poghosyan from Armenia are set to start their performances in the quarter-finals.

Armenia authorities in hurry to build customs office on Turkey border

At Friday’s Cabinet session, the Armenian government decided to allocate money for the preparation of planning and initial calculation documents for the construction of a customs office in Margara settlement—on the Armenian-Turkish border—of Metsamor community of Armavir Province.

In the explanation of the respective decision, it is noted that in order to carry out the customs control process in the aforementioned area, it is planned to build a new customs checkpoint, for which it is necessary to draw up plan and estimate documents for the construction work.

There are very limited deadlines for the construction of this customs office and the preparation of its plan and estimate documents, and that is why it is necessary to carry out the construction and planning in parallel, in a phased version.

 The amount required for drafting the aforesaid documents is 28,291,000 drams.

The cost of construction work, as well as the necessary equipment and property—including technical and copyright controls, project expertise—according to enlarged calculations, is 732,805,000 drams, for which it will be necessary to allocate additional funds from the 2023 state budget of Armenia because this is not possible to implement on the account of the funds the State Revenue Committee.

Based on the abovementioned, it is planned to acquire the work and services being carried out by the project through an urgent and one-person procurement process.

Beyond the Margara Bridge is the Armenian-Turkish border, which has been closed since 1993. The closed borders for 30 years, however, were briefly opened once or twice this February when Armenia sent humanitarian aid to the victims of the powerful earthquakes in Turkey.


Azerbaijan army incursions, criminal acts are video recorded in Armenia’s Tegh village

In the course of our fact-finding mission in the Tegh community of Syunik [Province], we have recorded illegal incursions of Azerbaijani armed servicemen and their criminal acts, which contradict international norms. Ruling force MP: You should close doors of Armenia ARF organization

Vagharshak Hakobyan, an MP of the ruling majority “Civil Contract Faction” of the National Assembly (NA) of Armenia, stated this in his remarks at the NA Friday, addressing the lawmakers of the opposition "Armenia" Faction.

He reflected on the remarks by Armen Rustamyan, an MP of the “Armenia” Faction and member of the opposition Armenian Revolutionary Federation (ARF) Dashnaktsutyun Party of Armenia, and noted: "If you analyze what the ARF has been doing, you should close the doors of the ARF organization here because at least in recent years, you have not provided any objective benefit to Armenia. Being in the [former] coalition [government], not being in the coalition, you can't note… in 20 years we see what you have brought the country to. By singing 'Mush and Sasun' [Armenian patriotic songs], you, with other coalition partners together, have brought our country to the door of disaster. This is the reality," said Hakobyan.

And commenting on "Armenia" Faction secretary Artsvik Minasyan statement that it is necessary to find out to what extent the Turkish-Azerbaijani agents’ network participates in the affairs of the Armenian government, Vagharshak Hakobyan said: "Mr. Minasyan, I call on you to look for the Turkish-Azerbaijani agents’ network and other agents’ network in the ranks of the [Armenian] opposition."

MOD: No Armenia military convoy, escorted by Russian peacekeepers, entered Karabakh

Israel to deliver 2 satellites to Azerbaijan

Armenia’s representative presents objections to Azerbaijan’s case before the International Court of Justice

Today the Representative of the Republic of Armenia on International Legal Matters, Yeghishe Kirakosyan, submitted to the International Court of Justice (ICJ) the Preliminary Objections of Armenia with respect to the Memorial of Azerbaijan in the case concerning Application of the International Convention on the Elimination of All Forms of Racial Discrimination (Azerbaijan v. Armenia). Preliminary objections have been submitted to the entire text of Azerbaijan's lawsuit.

"It was reasoned that most of the claims set forth in Azerbaijan's lawsuit are outside the court's jurisdiction and inadmissible," the statement said.

The Court has suspended the proceedings of the case until the judgment on the issue of Preliminary Objections submitted by Armenia.

On February 22, the UN International Court of Justice granted Armenia's request for an interim measure and obliged Azerbaijan to ensure uninterrupted movement of citizens, vehicles, and goods in both directions through the Lachin corridor until the final decision on the "Armenia v. Azerbaijan" claim is rendered. Azerbaijan does not comply with this decision.


Parliament vice-speaker: Armenia stated that Karabakh’s right to self-determination is limited by Azerbaijan’s wish

By accepting the Madrid Principles, Armenia has, in fact, declared that Artsakh's (Nagorno-Karabakh) right to self-determination is limited by the wish of Azerbaijan. Ruben Rubinyan, deputy speaker of the National Assembly (NA) of Armenia, stated this on Friday, during the debates on the report on the implementation and results of the 2022 program of the 2021-2026 program of the Armenian government at the special session of the NA, commenting on the speeches of the opposition MPs.

"I want to understand why you did not recognize the Republic of Artsakh when you were in power," said the deputy speaker of the parliament, addressing his opponents.

And commenting on the statement of opposition MP Artur Khachatryan that the right to self-determination cannot be curtailed, Rubinyan suggested returning to history and its chronological order.

"In 1991, a referendum was held in Artsakh. According to the results of the referendum, the people of Artsakh voted in favor of declaring Nagorno-Karabakh an independent republic. Can we consider that an act of self-determination? Yes. And now a question: Why did Armenia not recognize the self-determination act of Artsakh? Until now, under no authorities of Armenia, Armenia has not recognized Artsakh as an independent republic. The problem is that we are entangled in our own terminology," said the NA deputy speaker.

Rubinyan, however, did not address the question of why the incumbent Armenian authorities did not recognize the independence of Artsakh after their predecessors.
