YEREVAN, March 8. /TASS/. The Armenian Foreign Ministry on Wednesday called for sending an international fact-finding mission to Nagorno-Karabakh to verify statements by Azerbaijan that allege Armenia deployed its troops there.

"Armenia has said multiple times that no ammunition or military-purpose goods were transported along the Lachin Corridor, either before or after its blockade on December 12, 2022. In addition, we reaffirm that the Republic of Armenia doesn’t have an army in Nagorno-Karabakh," the Foreign Ministry said in a statement. "The proposal to send an international fact-finding mission to Nagorno-Karabakh to verify the credibility of this information has been repeatedly rejected by the top leadership of Azerbaijan."

"Reaffirming Armenia's desire to achieve peace in the region, we once again emphasize the need for the immediate dispatch of an international fact-finding mission to Nagorno-Karabakh and the Lachin Corridor to prevent Azerbaijan from unleashing a new aggression and Azerbaijan's clear preparations to subject the people of Nagorno-Karabakh to ethnic cleansing and genocide," the Armenian Foreign Ministry said in the statement.

The ministry also denied that Azerbaijan’s statement that Armenia had sent a column of military vehicles on the Stepanakert-Lisagor road on March 7 and used the same road to transport its troops.

Azerbaijan’s Aliyev hopes for Baku’s positive reaction to peace treaty proposals

Baku received comments from Erevan and in response, sent them their own, Azerbaijan’s President says

BAKU, March 8. /TASS/. Azerbaijan’s President Ilham Aliyev hopes for Armenia’s positive response to Baku’s proposals for a bilateral peace treaty.

"We hope that Armenia will respond positively to our comments regarding peace treaty-related proposals," Aliyev said in a statement for the press on Wednesday following talks with his Latvian counterpart, Egils Levits.

Aliyev recalled that some time ago Baku submitted to Yerevan a proposal for a peace treaty, which, he said was based on the norms and principles of international law.

"We have received comments from Armenia and in response, we sent them our own. The process is underway," he said.

GM Manuel Petrosyan from Artsakh defeated his Azerbaijani rival Vugar Rasulov in Round 5 of the European Individual Chess Championship 2023 in Serbia on Tuesday.

Haik Martirosyan, Robert Hovhannisyan, Emin Ohanyan and Sargis Manukyan also won their fifth round games, the Chess Federation of Armenia said.

Gabriel Sargissian and Manuel Petrosyan have 4 points out of 5.

Shant Sargsyan, Haik Martirosyan, Emin Ohanyan, Samvel Ter-Sahakyan and Robert Hovhannisyan have 3.5 points, apiece.

The event has broken the participation record with more than 490 players from 40 European federations.

Congressional Armenian Caucus seeks $150 million in U.S. aid for Artsakh, Armenia

With Azerbaijan’s blockade against Artsakh (Nagorno Karabakh) entering its third month, amid Aliyev’s escalating attacks on Armenian civilians, the ANCA is rallying community and coalition support for a Congressional Armenian Caucus request to stop U.S. military aid to Azerbaijan and send at least $150 million in assistance to Artsakh and Armenia, reported the Armenian National Committee of America (ANCA).

The request comes in the form of a letter to Appropriations Subcommittee on State-Foreign Operations Chairman Mario Diaz Balart (R-FL) and Ranking Member Barbara Lee (D-CA), who have already begun crafting the U.S. House version of the Fiscal Year 2024 (FY24) foreign aid bill.

“Well over a hundred thousand Armenians and allied Americans have already asked their U.S. Representatives to stop U.S. military aid to oil-rich Azerbaijan and send American humanitarian assistance to at-risk Artsakh – a powerful groundswell of grassroots activism from all fifty U.S. states and across the American political spectrum,” said ANCA Executive Director Aram Hamparian. “With Azerbaijan’s blockade now well into its third month and Aliyev steadily escalating his deadly aggression, we all need to step up – meeting with legislators, leveraging coalitions, and relentlessly writing, calling, and tweeting to demand concrete action from the elected officials who come asking for our votes every election.”

In a “Dear Colleague” letter sent to Members of Congress, Congressional Armenian Caucus founding co-chair Frank Pallone (D-NJ) noted, “Meaningful increases in assistance to Armenia for important priorities – including supporting populations displaced as a result of Azerbaijan’s aggression and impacted by the blockade of the Lachin Corridor – are essential to ensuring the stabilization of Armenia and Nagorno-Karabakh and paving a pathway towards lasting peace and security in the region.”

The letter includes the following budgetary requests:

— $100 million for security, economic, governance, and rule of law assistance to Armenia

— $50 million for Artsakh to provide a comprehensive assistance strategy and support the Armenian population of Nagorno-Karabakh in their rebuilding and resettlement efforts – along with an additional $2 million for humanitarian demining and UXO clearance.

— The suspension of all U.S. military and security aid to Azerbaijan and a State Department assessment of potential sanctions against Azeri officials found to have supported human rights abuses and war crimes.

— Language supporting the Administration’s efforts to secure the release of Armenian POWs illegally held by Azerbaijan.

The ANCA has launched an action platform – anca.org/aid – through which pro-Armenian advocates can write, tweet, and call their U.S. Representative to cosign the Congressional letter.

Russian-Armenian journalist Aram Gabrelyanov denied entry to Armenia

Russian-Armenian reporter Aram Gabrelyanov has been banned from entering Armenia, Sputnik Armenia reported on Tuesday, citing anonymous sources and Viktor Soghomonyan, a professor at the Moscow State Institute of International Relations.

Gabrelyanov, the founder of the News Media holding, was expected to deliver a lecture as part of a training for journalists organized by Soghomonyan.

"Upon his arrival in Yerevan, he was asked to wait, then he was told there were problems with his passport. As a result, it turned out that he was on the list of undesirable persons," the source said.

Aram Gabrelyanov, who is a vocal critic of the Armenian government, had to take the first flight back to Moscow.

He has not yet commended on the incident.

Azerbaijan accuses Russia of ‘distorting the facts and spreading inaccurate information’ about shooting at Armenian car

The Ministry of Defense (MOD) of Azerbaijan issued a statement and accused the MOD of Russia of "distorting the facts and spreading inaccurate information" about the shooting at a police vehicle in Artsakh (Nagorno-Karabakh).

In this way, Azerbaijan is not only trying to "substantiate" the fact of its sabotage, but also to create an "informational pretext" for its future aggressive actions, as well as prerequisites for withdrawing the Russian peacekeeping troops from Nagorno-Karabakh and carrying out ethnic cleansing of the Armenians of Artsakh.

Earlier, Armenian News-NEWS.am reported that at around 10am on March 5, a sabotage group of the Azerbaijani Armed Forces targeted and opened fire on a staff shift vehicle of the Passport and Visa Department of the Artsakh Police. Three Artsakh policemen were killed and one was injured as a result. Baku, in turn, reported the death of two Azerbaijani servicemen.

Some Karabakh residents protesting at main entrance of Russian peacekeepers’ deployment

A number of residents of Artsakh (Nagorno-Karabakh) are protesting at the main entrance of the deployment of the Russian peacekeepers.

These Artsakh residents demand that the Russian peacekeepers fully fulfill their obligations.

According to them, this is not an initiative against the Russian peacekeepers, but a demand that they fulfill their obligations.

EU calls on Azerbaijan to ‘abide by’ UN International Court of Justice order regarding Lachin corridor

The European Union (EU) remains concerned that the continuing disruption to freedom of movement through the Lachin corridor is affecting human rights in Nagorno-Karabakh, including rights to health, education, and food, the EU noted in a statement.

“The EU calls on the Azerbaijani authorities and all responsible to guarantee freedom and security of movement along the corridor, in line with the trilateral statement of 9 November 2020, and to abide by the order of the International Court of Justice of 22 February 2023. The EU urges Azerbaijan and Armenia to continue to engage in dialogue, including at the leaders’ level. We look forward to continuation of President of the European Council Michel facilitated peace process,” the statement adds, in particular.

UN International Court of Justice had partially granted Armenia's claim against Azerbaijan and unanimously denied Azerbaijan's claim against Armenia.

EU Special Representative for South Caucasus makes questionable statements regarding Lachin, Zangezur

In an interview with APA news agency in Azerbaijani capital Baku, Toivo Klaar, the European Union (EU) Special Representative for the South Caucasus and the Crisis in Georgia, made a number of questionable statements, including those regarding the Lachin corridor and Zangezur.

“First of all, I think the idea that there should be transparency about what is being transported on the Lachin road is absolutely legitimate. Because we do not want the Lachin road to be used for any shipment of goods that would exacerbate tensions or be used for any military or sort of illicit purposes,” Klaar said.

“Transparency is absolutely legitimate. The manner in which this transparency is achieved is, I think, something that is subject to discussions and negotiations. I think there are several ways of doing that. And I believe some of these have been discussed in the past like, for instance, Russians having some additional equipment on the checkpoint to be able to better inspect what is going in and what is going out. Again, I think there are several ways of doing it, I think it is important that this is discussed in detail. I think the view in Armenia is true that these [i.e., Lachin and Zangezur] are two separate issues. One is the Lachin road, which is covered in one point of the November 2020 Statement, and then there is the connection between Azerbaijan and Nakhchivan which is covered in another point of the 2020 Statement. So, from that point of view, these are treated in different areas of that statement. But, in the end, it is a question of discussion, of negotiation. Our view of course is that, indeed, it is legitimate to have transparency, I think it is also important to have, for the people, for the Armenian inhabitants of Karabakh, a sense of security for them to be able to move back and forth,” added the EU Special Representative for the South Caucasus.
