‘Over 90% of Armenian population says Artsakh will never be part of Azerbaijan’, MP tells Euronest

The Nagorno-Karabakh conflict is not a territorial dispute, but an issue of self-determination, Armenian MP Hayk Mamijanyan of the opposition Pativ Unem bloc told a meeting of the Euronest Parliamentary Assembly Committee on Social Affairs, Employment, Education, Culture and Civil Society in response to the Azerbaijani delegate’s remarks on Monday. His full statement is provided below.

“Madam chair, please believe me that social issues have no nationality or state of origin, so we all do respect all the victims of other conflicts, people who live in Nagorno-Karabakh have the right to be regarded by their rights.

First of all, I would like to state regarding Azerbaijani delegation, we are not the only ones who are stating that the Luchin corridor is blockaded. The European Parliament states the same, vast majority of PACE officials state the same and very other international organizations, so when you accuse us of telling not the truth as a collateral damage you accuse the European Parliament and other respectful European organizations for saying not truth.

There is nothing special and nothing surprising in this policy, holding hostages is the brand of Azeri diplomacy for a very long time. A few years ago, until now for more than 30, I am speaking about the official number of Armenian POWs there are still kept in Baku as hostages, and now we have 120,000 more hostages who are kept in Artsakh as hostages for Azerbaijan to have a possibility to make diplomacy. It is their brand of diplomacy. The other point I want to share are regarding the experts visit to Baku. I am really surprised because for many years, people who have surname ending “yan”, no matter what passport they are holding, the US, Russian one, or European one, were forbidden to visit Azerbaijan and there are many cases regarding that. I also wanted to clarify for my international colleagues that I do repeat, there are no Armenian troops in Nagorno-Karabakh, and it has been stated very many times. Speaking about the peace treaty and peace discussions, at the moment there are some discussions regarding negotiations between Armenian and Azerbaijan, first of all speaking about the territorial integrity have mentioned, Nagorno-Karabakh conflict is not and has never been a territorial dispute, it is an issue of self-determination, that's plain and simple.

I do believe that the so-called peace treaty or peace negotiations had to be conducted on the bases of OSCE Minsk Group framework, five statements made by the co-chairs of OSCE Minsk Group and importantly in this chambers by the principles that are stated in the CEPA agreement between Armenia and EU, which was ratified by all the member states of EU, so I do believe that the voice of your legislative organs, parliaments is really important for you, and no matter what are you discussing currently with Nikol Pashinyan. I want you to know that more than 90 percent of the population of the Republic of Armenia says that Artsakh will never be the part of Azerbaijan. So not only Arthur Khachatryan was speaking about it this morning, more than 90 percent of population of Armenia is stating that.

I don’t want to really burden you with more of information regarding what Azerbaijan delegation stated but what currently is happening in Nagorno-Karabakh is consequence, social consequence and assumed to become a humanitarian crisis. Regarding the ammunition and the staff like that, please take into consideration that gas pipeline, electric cable and cable for internet from time to time blocked and injured by the Azeri troops, so I don’t really believe that there can be something discussed about the pseudo or so-called eco-activists. I do repeat that vast majority of terms I have used was expressed in resolution by the European Parliament.”

‘We have no right to despair’, Serzh Sargsyan says on Artsakh Revival Day

Armenia’s third President Serzh Sargsyan issued a message on Artsakh Revival Day and the 35th anniversary of the Karabakh movement marked on February 20. His full message is below.

"Dear Compatriots,

The Karabakh movement became the beginning of Artsakh’s revival and prevented the extinction of a part of the Armenian nation which has been living in its cradle for ages. Thirty-five years ago by the demand of the Armenian population of the Nagorno Karabakh Autonomous region (NKAO) the issue of removing the region from the jurisdiction of the Azerbaijani Soviet Republic and placing it under the jurisdiction of the Armenian Soviet Republic was put on the agenda. The demand of the Armenians of Artsakh was legal and justified. On February 20 of 1988, the delegates of a special session of the 20th Convention of the NKAO Soviet Council adopted a decision which sealed the will of the people of Artsakh to fulfill their right of self-determination. It was a momentous event in the history of the Armenian people and its historical and political significance is undeniable.

Many sons of our nation in Artsakh, Mother Armenia, and Spyurq, who viewed the defense of Fatherland as their greatest mission, united to achieve the national goal and were victorious in their endeavor.  The Karabakh movement turned into a national awakening and one of the pivotal episodes of our history.

The Karabakh movement and the 1994 glorious victory of our national liberation struggle manifested first and foremost the dignity of the Armenian people and our resolve to defend our right to live on our own land free, independent, and secure.

For me and many of my friends those were the most difficult, most demanding but also the most gratifying years of our lives. We knew what we were fighting for, what for were organizing the defense of Artsakh, what for we were sacrificing our young years, what for our families and compatriots were going through hardship. We witnessed the Armenophobic attitude of the Azeri leaders, discrimination against Armenians, we had before our eyes the fate of another Armenian region – Nakhichevan, which was totally cleansed of its Armenian population, and were determined to prevent the same happening to Artsakh.

To a peaceful and legitimate demand of our people Azerbaijan responded with ethnic cleansing in Sumgait, Baku, other towns with a dense Armenian population as well as in some areas of Northern Artsakh. Armenians were subjected to the most devious barbarities, massacres, and expulsions. The same fate awaited the Armenians of Artsakh, but we won in the war imposed on us.

The aggressor – Azerbaijan, in war, which it unleashed against us, received a heavy blow of the united Armenian fist, and begged for a ceasefire.

Glory to all the brave men who created that victory! We bow our heads to the memory of all our heroes who gave their lives for Fatherland.

In 1991, the Republic of Nagorno Karabakh declared independence and started the process of state-building. Since then it has been developing as a modern and democratic state.

Unfortunately, Azerbaijan did not come to terms with the heavy defeat it suffered in 1994, or that in 2016 April Four-Day War. It used the opportunity and took advantage of the state ruining policies of the anti-national forces, which usurped power with the support from abroad, and unleashed a new war in 2020, which ended with the signing of a capitulation paper on November 9.

In recent years, the achievements of the Karabakh movement were greatly wasted, a considerable part of the territories liberated during the first, victorious Artsakh war were handed to the enemy, nearly five thousand young men perished, many became disabled, tens of them are still in captivity, the very future of Artsakh and the Republic of Armenia is in peril, the enemy has unobstructedly occupied territories in Armenia’s border areas. The national revival turned into national disappointment, for some it even turned into despair.

Armenia’s ruling authority continues to persistently depreciate the just struggle of the Armenian people, deliberately compromises the victorious heroes and continues to weaken the Armenian Army, undermines national unity, adding its voice to the enemy’s and through the false peace slogans diminishes within the country the awareness for resisting possible outside threats.

Compatriots,

This jubilee of the Karabakh movement presents yet another opportunity to awaken our languid national self-consciousness as a shield against the present challenges and new impeding threats. Thirty-five years ago that very self-consciousness became potent force in the seemingly desperate and impossible situations, and we won because of our national unity. None of us, who is a part of our nation, has a right to despair, retreat in the face of hardship, or move away from the struggle, just as Artsakh, which is adamant in its determination to live free and independent on its own land, is surviving today under blockade and hardship.

Dear Brothers and Sisters in Artsakh,

Thirty-five years ago the Lachin corridor was closed just as today. But with your staunch will and courage, together with  the support of the entire Armenian nation, it was opened. I have no doubt it will happen again because today too, Artsakh’s struggle has become the struggle for Armenian dignity, which we, just as before, have to defend together. This is a struggle for the Armenian statehood, for our existence, for our identity, this is a life and death fight which  we are destined to win.

Opposition MP: Artsakh’s domestic political agenda should be cleared of ‘rubbish’

Armenian MP Tigran Abrahamyan of the opposition Pativ Unem faction has strictly criticized Artsakh’s domestic political agenda, calling for efforts to clear it of “rubbish”.

"The struggle in Artsakh should be based on a single primary approach – the realization of the right to self-determination; the others derive from this fundamental principle,” he wrote on Facebook on Monday.

“The difficult process of introducing this principle in the negotiation process, the need to preserve the capacity of state institutions and to provide the most effective solutions to various problems of the Artsakh people amid the ongoing crisis stem from it.

“And what are the internal political debates in Artsakh focused on? They are about changing the constitution, the fierce struggle for positions and influence, which overshadows the priorities for which there was a decades-long struggle.

“Artsakh's domestic political agenda should be cleared of rubbish, otherwise it would be impossible to achieve results and victories,” he stressed.

Robert Kocharyan issues Artsakh Revival Day message

Armenia’s second President Robert Kocharyan issued a congratulatory message on Artsakh Revival Day and the 35th anniversary of the Karabakh movement marked on February 20.

"Congratulations on the anniversary of the Karabakh movement! It is a glorious chapter in our modern history, a milestone for the future of our statehood," the message said.

Kocharyan also served as Artsakh president from 1994 to 1997.

Governor of Shirak holds meeting with Russian Ambassador

YEREVAN, FEBRUARY 20, ARMENPRESS. Governor of Shirak Mushegh Muradyan held a meeting with the Ambassador of Russia in Armenia Sergei Kopyrkin.

The Governor talked about the friendly relations between the two countries and the programs implemented in Shirak, Muradyan’s office said in a read-out.

“Mr. Ambassador, welcome to Shirak Province, I am glad to meet you. The friendship between the Armenian and Russian peoples has history of centuries. In 2022, we held big celebrations on the occasion of the 30th anniversary of establishment of diplomatic relations between Armenia and Russia. As governor of Shirak, I also attach importance to de-centralized cooperation. Naturally you know that the Shirak province has memoranda and agreements of cooperation with Ulyanovsk, and Gyumri with Kursk, Mozdok, Domodedovo, Tver and other cities. I’d be happy if we could put the cooperation on more substantive foundations. We are ready for cooperation, I am sure we will be able to have new results through joint work,” the governor said.

The Ambassador thanked for the warm reception and said that he also attaches importance to the steps aimed at more substantive cooperation. He congratulated Muradyan on his appointment as governor and said that he attaches importance to the preservation of the allied relations with Armenia and strengthening of cooperation. “We are happy to visit Shirak and I am ready for the implementation of new practical programs.”

Issues related to the prospects of trade-economic, educational and cultural relations were discussed. An agreement was reached to organize new meetings to implement new joint initiatives.

New delegation from European Parliament to visit Armenia on fact-finding mission

French Members of the European Parliament Sylvie Guillaume and François Alfonsi, the co-chairs of the Friendship Group with Artsakh at the European Parliament, and Hungarian Member of the European Parliament and member of the Friendship Group with Artsakh Attila Ara-Kovacs will be in Armenia on a fact-finding mission from February 21 to 24, the European Armenian Federation for Justice and Democracy (EAFJD) said in a press release.

EAFJD President Kaspar Karampetian and other EAFJD representatives will accompany the delegation in Armenia.

The agenda of the visit includes meetings with the legislative and executive authorities, the Catholicos Karekin II, the opposition, and the Foreign Minister of Artsakh. A separate meeting with the ARF representatives is also planned.

On February 22, the delegation will visit Syunik province and the communities affected in the latest Azerbaijani aggression.

Another EP delegation was in Armenia in October of 2022. The EAFJD credited the members of that delegation with having an important role in the EP in the adoption of documents related to Armenia, namely the Humanitarian Consequences of the Blockade in Nagorno Karabakh resolution and the 2021-2022 report on the EU-Armenia relations.

Armenian minister discusses cooperation with leading defense corporations at IDEX AND NAVDEX 2023

YEREVAN, FEBRUARY 20, ARMENPRESS. Armenian Minister of Defense Suren Papikyan participated in the opening ceremony of the "IDEX AND NAVDEX 2023" exhibition in United Arab Emirates.

After the opening ceremony, the Armenian Minister of Defense toured the pavilions of the companies represented at the exhibition, the ministry said in a press release.

“Suren Papikyan got acquainted with a number of the latest models of the military industry, had meetings with the leaders of large military industrial companies, discussed a number of issues related to military cooperation. Minister Papikyan also visited the Armenian pavilion,” the ministry said.



EU launches civilian mission in Armenia to contribute to stability in border areas

YEREVAN, FEBRUARY 20, ARMENPRESS. The European Union is launching today the EU civilian mission in Armenia (EU Mission in Armenia / EUMA) under the Common Security and Defence Policy (CSDP), the Council of the European Union said in a press release.

The EUMA was formally established by a Council Decision on 23 January 2023. Through its deployment on the Armenian side of the Armenia-Azerbaijan border, the objectives are to contribute to stability in the border areas of Armenia, build confidence and human security in conflict affected areas, and ensure an environment conducive to the normalisation efforts between Armenia and Azerbaijan supported by the EU.

The total – exclusively civilian – staff of the EUMA will be approximately 100, including around 50 unarmed observers.

The Operational Headquarters of the mission will be in Yeghegnadzor, in Armenia’s Vayots Dzor province. EEAS Managing Director of the Civilian Planning and Conduct Capability (CPCC) Stefano Tomat will serve as the Civilian Operation Commander, while Markus Ritter will serve as the Head of Mission.

Background

In a letter to the High Representative received on 27 December 2022, the Foreign Minister of the Republic of Armenia invited the EU to deploy a civilian CSDP mission in Armenia.
On 23 January 2023, the Council adopted a decision establishing EUMA. EUMA is a neutral and non-executive mission which will have a 2-year mandate.

EUMA was preceded by an EU Monitoring Capacity in Armenia (EUMCAP). The latter had deployed EU observers from the EU Monitoring Mission in Georgia from 20 October until 19 December 2022.

International Aikido Aikikai Festival held with technical support of Ucom
