MORE THAN 4,000 UNEMPLOYED IN NKR

Stepanakert, 10 May: The number of unemployed people in Nagornyy
Karabakh totaled 4,309 in the first quarter of 2006, and 3,943 of
them are women, the national statistics service of Nagornyy Karabakh
has told an Arminfo correspondent.

According to the source, 65 people found jobs in this period. More
than 50 per cent of the unemployed in Nagornyy Karabakh are aged
between 30 and 50.

The number of those who received unemployed status is 3,515. A total
of 406 unemployed people have higher, 1,004 – vocational and 2,046 –
secondary education.

Ankara, 10 May: Turkish Prime Minister Recep Tayyip Erdogan received
on Wednesday [10 May] Turkish ambassador in Paris Osman Koruturk and
ambassador in Ottawa Aydemir Erman.

Foreign Ministry Undersecretary Ali Tuygan also attended the meeting
at Prime Ministry building in Ankara, lasting for nearly one hour.

The two ambassadors were asked to visit Ankara to hold consultations on
so-called genocide discussions in the countries where they are serving.

Yerevan, May 10. ArmInfo. The investigation in the criminal case on
the crash of Airbus A320 flying from Yerevan to Sochi on May 3 night
initiated by the Prosecutor General’s Office (PGO) is still underway.

However, the investigation group has arrived to certain conclusions,
Press Secretary of the RA PGO Gurgen Hambaryan told ArmInfo.

Thus, he said, the investigation group rules out the version of a
terrorist act or shortage of fuel of the possible crash reasons. G.

Hambaryan said more details will be announced after the investigation
is completed.

To recap, the crash killed all on board. 51 of 113 killed were found.

The RA GPO initiated a criminal case on Article 241.3 RA Criminal Code
(violation of the safety rules when exploiting a railway, air and sea
transport). Another criminal case on a similar article was initiated
by the Russian PGO.

Yerevan, 10 May: A crusade has been launched against the Law-Governed
Country Party in the last few months, the deputy chairman of the
parliamentary commission on state-legal issues, Ovannes Markaryan,
told an Arminfo correspondent today while commenting on the mass
departure of businessmen MPs from the party’s parliamentary faction.

He pointed out that the Law-Governed Country Party has 62,000 members
and the departure of some MPs from the party will not affect its
activity. Markaryan said that 1,000 people have joined the party
over the last few months. “The fate of the Law-Governed Country Party
is decided by the people, not by any political forces or individual
persons,” he said.

Markaryan pointed out that the MPs who quit the party had the full
right to do so and that he will not criticize his former party
fellows for this. Asked whether the financial situation of the party
will suffer from the departure of businessmen MPs, he said that the
Law-Governed Country Party has always been happy with membership
fees and has not organized large-scale events that require great
financial expenses.

distribution rights for the Reebok brand in Russia and other former
Soviet states from Russia’s ZAO RBK-Retail for an undisclosed sum,
effective Jan 1 next year.

The deal includes rights for Ukraine, Kazakhstan, Uzbekistan, Belarus,
Armenia and Azerbaijan, the sporting goods maker said.

Russian Channel One will not stop broadcasting in Armenia , TV 1 Head
Aram Arzumanyan, told Panorama.

am. “We have licensed the broadcasting and are not going to code the
air,” he said.

According to information on the official site of the TV company,
satellite signals from Russian Channel One will be coded as of May 25,
2006. The decision was based on the requirements of the international
law on author’s rights and standards set by International Broadcast
Union. .

According to IA REGNUM, piratical broadcast of Channel One will be cut
in Kirgizstan by coding of the signals. The Channel One CIS will not
differ in its programs from Channel One. Channel One CIS will broadcast
in Middle East, Caucasus, including Armenia, PR Manager of Marketing
Department of Channel One Russia WorldWide Dmitri Bazilevich said.

According to a press release on the official site of the company
“Channel One CIS is specially created for Middle East and Caucasus” and
meets all international requirements for a TV product.

Several businessmen members of parliament, members of the Orinats
Yerkir faction of the National Assembly submitted applications
on seceding from this political party. This step followed the
parliamentary debates on the government policy on privatization.

Speaker Arthur Baghdasaryan, the leader of the Orinats Yerkir,
criticized the privatization policy. Then the famous interview of
Arthur Baghdasaryan with the German newspaper Frankfurt Algemeine
followed, in which he expressed his standpoint on the internal and
external policies of Armenia.

These two events stirred up the political life of Armenia. Incessant
discussions involving politicians and press thought resembled a
performance of a rather unskilled band directed by a conductor, tending
to make biased propagandist stresses. Naturally, the status quo that
has recently formed in Armenia and its outstanding representatives
would not tolerate any political standpoint that could appear as
a threat against the status quo, which suggests preventing even
the smallest sparks of change. The opinion of status quo agents is
approximately the following: we do not need changes, let it remain
the way it is. Besides, they announce that they have nothing to do
with what is going on these days, in particular the resignation of
the businessmen members of parliament and the attempts at dissolving
the Orinats Yerkir faction.

The recent “outflow” of businessmen is rather typical and displays
the peculiarities of the political and economic system in Armenia. It
is hard to tell if these businessmen joined the Orinats Yerkir out
of an ideological urge and left the Orinats Yerkir again out of an
ideological compulsion. Their behavior is clear: they fear losing
their property and business if their party appears in a difficult
state. This shows that in a system that Armenia has business and
property is not protected, while the businessmen in the parliament
could have tried to create a new environment where they would not
have to be driven by an “ideological compulsion.”

This is something to be handled by politicians as well, to establish
healthy and free competition in economy. This is something that the
speaker of the National Assembly has been trying to do, not absolutely,
of course. What has taken up supposes reduction of black economy,
corruption, a normal policy on privatization, etc. Only in this
case would business be protected. On the other hand, the personal
interests and the property, mostly obtained illegally and unfairly,
of the status quo agents is endangered.

It is interesting to know, however, what the status quo and
particularly the businessman rely on? The same status quo is capable
of devouring its children, more exactly, it regularly devours its
children, for every now and then new lackeys emerge who offer a better
and higher-level service to the system and in return they must get
a share from the property. And Armenia is too small and nothing is
left to share. Hence, this sharing will be carried out at the expense
of the former “followers of the ideology.” And this will last until
people come to realize that the meaning of life is living dignifiedly.

For the standpoint of some mass media, the publications on
the developments related with the Orinats Yerkir Party confirm,
unfortunately, the assessments of the local and international experts
that the clan mechanisms have been established in this sphere, with
press turning an instrument of the system. What a pity!

Wednesday May 11, the commission of the laws of the French Parliament
rejected the suggestion of the law aiming at penalizing the negation
of the Armenian Genocide. This decision follows upon a request of
French President Jacques Chirac. The French Deputies, however, remain
free to take part in programmed work on May 18.

“We fear that certain deputies sacrifice the memory of the victims of
the Armenian genocide, on the furnace bridge of the real political
while yielding to the political and economic pressures exerted by
Turkey,” said Alexis Govciyan, C hairman of the Coordination Council
of the Armenian Organizations of France.

At a special meeting in Geneva on May 12 Heads of Football Federations
of Armenia and Azerbaijan will decide the place of qualification
matches of 2008 European Championship, Press Secretary of the Football
Federation of Armenia Ara Manukyan told “Arminfo.”

He added that Armenia is ready to receive the national team of
Azerbaijan, and the authorities guarantee the security of Azeri
football players.

Head of the Football Federation Ruben Hayrapetyan informs that the
Armenian side has agreed to hold a match in Azerbaijan. The Azeri side,
however, refuses to receive the Armenian team.

UEFA representatives will attend the Geneva meeting.
