Azerbaijan’s Activities Jeopardize Regional Stability in South Caucasus

/PanARMENIAN.Net/ On the eve of President Bush’s meeting with
Azerbaijani President Ilham Aliyev, Members of the Congressional
Caucus on Armenian Issues are calling on the U.S. leader to firmly
denounce Azerbaijan’s ongoing war mongering, and other actions,
against the Republic of Armenia and Nagorno Karabakh.

Caucus Co-Chairs Joe Knollenberg (R-MI) and Frank Pallone, Jr. (D-NJ),
along with Caucus Members George Radanovich (R-CA) and Adam Schiff
(D-CA), sent a letter to President George Bush that states in part:
`Azerbaijani government officials have consistently threatened war and
fostered anti-Armenian intolerance.

Ignoring international criticism, President Aliyev has repeatedly
declared that Azerbaijan could launch a new military offensive against
Karabakh, and that he is waging a `cold war’ against Armenia where the
ongoing negotiations are only a way to achieve unilateral Armenian
concessions,’ reported the Armenian Assembly of America.

National Security Strategy Elaboration Committee Held Fourth Sitting

/PanARMENIAN.Net/ The fourth sitting of the National Security Strategy
Elaboration Committee was held in Yerevan. As RA Defense Minister’s
Spokesman, col. Seyran Shahsuvaryan informed, the sitting was held
under the presidency of Secretary of the Security Council at the RA
President, Defense Minister Serge Sargsyan.

The sitting participants discussed the proposals referring to the
chapters `Strategy of Armenia’s External Security’ and `Strategy of
Common Armenian Integration’. After exchange of views the addenda were
approved and the committee secretariat was ordered by correspondingly
edit the given chapters.

Oskanian Discussed Karabakh Settlement in Stepanakert

/PanARMENIAN.Net/ Armenian Foreign Minister Vartan Oskanian met in
Stepanakert with NKR National Assembly Speaker Ashot Ghulian to
discuss the Nagorno Karabakh conflict settlement. The Armenian FM
briefed to the Speaker on the current stage of the settlement process
and the possible prospects of the problem resolution in the context of
international and regional reality as well as on the policy of the
Armenian leadership on the negotiation process within the OSCE Minsk
Group framework.

The Armenian FM underscored that Karabakh’s self-determination is the
key issue of the current stage of the negotiations. For his part Ashot
Ghulian informed Vartan Oskanian of the parliamentary hearings on the
Karabakh conflict settlement and handed to the Minister the statement
adopted upon completion of the hearings for their further conveyance
to appropriate structures, reported the NKR NA press service.

Armenians – A Favorite Target For Moscow Skinheads

According to statistics, among other ethnic minorities
the Russian Nazi more often attack Armenians.

Saturday incident in one of Moscow underground stations resulting in
the murder of 17-year-old Vigen Abrahamyants has aroused a wave of
protest in the Armenian community. The fact that the murder was
committed on the eve of the 91st anniversary of Armenian genocide and
immediately after Nazis celebrated Adolph Hitler’s birthday, gave a
special coloring to the incident. Law enforcing organs keep on
insisting that it was just a domestic crime and did not have any
nationalistic motives. Is it true or not? Further investigation will
show. In any case it is obvious that lately Armenians have been
attacked by Russian skinheads more often than other ethnic minorities.

/PanARMENIAN.Net/ It is evident that in Russia nationalistic crimes
tend to rise in number. This can be proved by the non-official
statistics tracked by Russian social structures. On April 6 Russian
`Sova’ information-analytic center published a report on ethnic hatred
crimes committed from December 2005 to February 2006. The report was
prepared by candidate of historical sciences Galina
Kojevnikova. According to the report, more than 40 attacks on
foreigners have been registered in Russia during the past three winter
months. During only 90 days 91 foreigners have become victims of
skinheads. 6 of the victims were killed. 3 people were killed already
after summing up of the report. As compared with the same period of
last year the number of attacks has risen by 25 percents. Those are
only well known cases. But how many unknown cases there can be? It is
noteworthy that all the registered incidents took place in
Moscow. However, that does not mean that in the provinces skinheads
are more `humane’ to foreigners. The thing is that in the capital
nationalistic crimes receive more publicity.

The report of `Sova’ information-analytic center allows noticing that
recently the aggression of skinheads has been spreading mainly on
Armenians. According to the report since the beginning of the year
racists have killed 7 people, 5 of which were Armenians. (Whereas
Armenians make up 10 percents among `non-Russians’. For instance in
Russia there are more Azeris than Armenians). Of course we can view
those incidents as coincidence and refer to the fact that in the
majority of cases criminals did not even know the nationality of their
victims. But there are already too much of those coincidences. Why do
the skinheads attack Armenians more often? Maybe because Armenians
make skinheads more nervous because of their achievements? The
prosperity of many Russian Armenians is sometimes really
striking. However we still cannot exclude the possibility of
instructions from forces which patron and coordinate the actions of
skinhead bands. In this respect, especially suspicious is the fact
that attacks on Armenians became more often exactly on the eve of the
genocide anniversary.

Official structures treat the statistics with distrust. They have
their own statistics. According to the official version, since the
beginning of 2006 11 attacks for national motives have been registered
in Russia. According to law enforcing organs – four times
more. Anyway, it is hard to deny facts. The fact that five Armenians
have been killed since the beginning of 2006 can be proved. In all the
cases there were evidences allowing speaking about racist motives of
the committed crimes. Here are the examples of concrete cases,
mentioned in the report of `Sova’ analytical center. 13-year-old
Evgeny Baghdasaryan was killed in Moscow on January 7. His body with
34 knife wounds was found in the street. On January 9 on the Caucasian
boulevard to the South of Moscow, four unknown people dressed in short
black jackets, black jeans and army boots knifed 52-year-old Hayk
Dolukhanyan who died of loss of blood. On February 15 in the central
part of Moscow unknown people killed a 29-year-old citizen of Armenia
who had 14 knife wounds on his body. On March 16, five teenagers beat
23-year-old Robert Feroyan and his sister Maya in the Monino-Moscow
train carriage and pushed the out in Tayinskaya railway
station. Robert died of 7 knife wounds. His sister is seriously
wounded. The arrested criminals had Fascist literature. The latest
case was the murder of Vigen Abrahamyants and again national
intolerance in considered as a possible motive. By the way, the
Abrahamyants family has already come across the so-called national
intolerance. In January 1990 the Abrahamyants ran away from Azerbaijan
massacres of Armenians were still under way.

This was the statistics of murders. The list of seriously wounded is
much longer. Let’s bring several examples. On December 5, at 19:30 on
Polbyn Street in Moscow criminals stabbed a 34-year-old Armenian. Late
in January two students – an Armenian and an Azeri, were severely
beaten by skinheads near a dormitory in Yoshkar-Ola. On the 28th of
March in the center of Yekaterinburgh three teenagers beat two
Armenian born people. And the latest case was the attack on the
Secretary of the Cinematographers Union of Armenia Michael
Dovlatyan. Law enforcing bodies are doing their best to class the
nationalistic crimes in the category of common crimes. The
abovementioned incident on Polbyn Street is a perfect proof of the
idea. Witnesses say that the attackers were close-cut, in jeans and
army boots. Thus, they looked just like skinheads. Anyway, the Russian
police keep on insisting that the incident was just a robbery attack
without any national motive. In her interview to `Caucasian network’
Internet portal the author of `Sova’ analytical center report Galina
Kojevnikova mentioned about the deliberate striving of law enforcing
bodies to conceal real motives of the crimes. As an example proving
the fact, Kojevnikova mentioned the judicial proceedings in Sverdlovsk
district. On December 7 the Judge announced the verdict of teenagers
who in May 2005 killed three Armenian workers. According to
investigation materials after committing the crime murderers returned
to a cafe where in the presence of witnesses they announced to have
`cleaned up’ the city. Despite this fact, the court did not consider
the ethnic hatred factor in the crime committed.

So what can Russian Armenians do to resist the rising threat? Shall
they rely on the police and hope that they will protect them? Few
people believe in the potential of police. Moreover, the leaders of
the Armenian community of Russia have grounds to suppose that
skinheads are directly or indirectly patronized by representatives of
state power. On Monday in the interview to Russian journalists the
president of the Union of Russian Armenians Ara Abrahamyan said that
the outburst of the Nazi would be impossible if they were not
supported by certain officials and employees of law enforcing
bodies. In the near future the Union of Russian Armenians is going to
organize a round-table discussion with the participation of
representatives of other ethnic communities to discuss the current
situation and work out measures of resistance against
Nazism. Meanwhile, some Moscow Armenians have already determined to go
for radical measures. On Monday they expressed their protest by
blocking Noviy Arbat Street.

It is worth mentioning that similar attacks are organized not only on
ethnic Armenians having Russian citizenship, but also citizens of
Armenia. Thus, it is not only the problem of the Armenian community
but also official Yerevan and political leaders of our country have to
express their reaction. Racism murders cannot but stir up anti-Russian
moods, which have recently spread in Armenia. Impunity of the Nazi
will bring to a point when more and more people in Yerevan will seek
alternatives to the pro-Russian political orientation of our
country. Like it or not, the problem is being politicalized and it
seems that consideration of the issue on a political level is
inevitable.

XENOPHOBIA WITH JOINT EFFORTS

The Union of Armenians of Russia suggests the Russian authorities and
the law enforcement bodies to jointly elaborate a mechanism for
aversion and resistance of nationalistic crimes. According to the
Russian mass media sources, Ara Abrahamian, chairman of the Union of
Armenians of Russia, made this statement in Moscow.

Abrahamian emphasized that the number of murder cases resultant of
nationalistic propaganda has grown. 5 citizens were killed, including
17 years old Vigen Abrahamiants, only in the course of the four months
of 2006. He stated that if the preliminary investigation proves that
the murder was committed by the skinheads, one shouldn’t hide the
facts and keep silent, as only open condemnation may avert
reoccurrence of such crimes in the future.

Ara Abrahamian believes that such developments may spoil the friendly
relations between the nations and this can’t be in the interests of
Russia. Thus, the crimes committed out of nationalistic or religious
motives should be strictly punished. “Indifference or qualifying such
crimes as hooliganism only encourage young fascist scoundrels and
their supporters,” he said. He added that “Russia for the Russians”
notorious slogan of the nationalists may turn quite disastrous for the
multinational Russia, as cases of fascist attacks and display of
xenophobia may destroy the state. “Russia is home for all of us. We
all are responsible for maintaining the atmosphere of peace and
prosperity in Russia,” he said.

Ara Abrahamian stated once again that the Union of Armenians of Russia
will follow the investigation of the April 22 murder of Vigen
Abrahamiants. He added that UAR suggests that various NGOs hold a
roundtable with the law enforcers to elaborate mechanisms for joint
struggle against xenophobia.

Abrahamian expressed an opinion that at present Russia faces a serious
problem. Sooner Russian society and the state structures realize the
danger of nationalistic and religious hatred, the sooner the country
will be healed of that disease.

WATS’S 5TH WORKING MEETING IN MID-MAY

The 5th meeting of the Workshop for Armenian and Turkish Scholarship
(WATS) will be held in New York University May 14-16.

All 4 previous meetings organized by professors Fatma Muge Gyocek,
Gerard Liparitian and Ronald Grigor Syuni (all from Michigan
University) were held at the universities of Chicago (2000), Michigan
(2002), Minnesota (2004) and in Salzburg, Austria (2005). Paul
Poghosian (philosophy, NY University) will join the group for the 5th
meeting. This year’s meeting is titled “Genocide’s Borders, Goals,
History and its Peoples.”

The three-day get-together will kick off with an open sitting on May
14 during which representatives of the hosting university will answer
the audience’s questions.

ROGERS ROBINSON: YEREVAN HAS BENEFITED FROM SELLING THE FIFTH UNIT OF
HRAZDAN POWER PLANT

Rogers Robinson, World Bank resident representative, said yesterday
that it was very beneficial for Yerevan to sell the 5th unit of the
biggest Hrazdan power plant to Russia.

Mr. Robinson thinks it’s normal that the energetic sphere of Armenia
becomes a monopoly of another state. As an example he indicated that
water supply in the Great Britain is supervised by foreign companies.
“It’s far more important that there is a powerful supervisor who will
control the services.” He also suggested to pay attention at the fact
that Russia itself supplies the raw stock for energy generation.

BAD NEWS FOR GRANT-DEPENDENT NGOS

The national Forum of NGOs of Azerbaijan has decided to keep back from
cooperation with Armenian NGOs, Day.az reports. Azerbaijani NGOs are
allowed to cooperate only with those Armenian non-profit organizations
that recognize Azerbaijan’s territorial integrity and consider Nagorno
Karabakh regulation only possible within the international law.
Besides, the Azerbaijani NGOs have made a decision to enhance their
activity in putting the Karabakh issue within the scope of
Azerbaijan’s territorial wholeness and international law.

In effect, this initiative of Azerbaijan can turn into a trouble for
the Armenian NGOs, which cooperate with the Azeri ones within the
frameworks of regional projects.

Disabled People are Frequently Deprived of Opportunity to Study

DISABLED PEOPLE ARE FREQUENTLY DEPRIVED OF OPPORTUNITY TO STUDY

“Disabled people are frequently deprived of the opportunity to study,
” Anahit Tovmasian, head of “Bridge of Hope” NGO, stated this at “The
School Is for Everyone” exhibition held at the UN office in
Yerevan. She said that thought there is no concrete statistics on the
issue, many disabled children do not attend school.

“Education for Everyone” action program was adopted in Senegal. The
program is aimed to secure compulsory elementary education for
everyone till 2015. Armenia also signed this program which is the
second challenge for the millennium development. “Education for
Everyone” arrangement is held in the world on April 24-30. On the
initiative of “Mission East” Danish international organization and
with the collaboration of “Bridge of Hope” NGO, painting and
composition competitions were held at the special schools of three
Armenian regions. The socially insecure children, including disabled,
pupils of special schools tried to depict the school of their dreams
in their paintings and the compositions.

Victoria Harutyunian, pupil at the special school of Hatsik village,
Armavir region, told about a little orphan who dreams of going to
school but has no opportunity to in her composition “I Want My Friend
to Go to School.” Victoria’s composition won an award.

“I will spare no efforts to help such children when I grow up and have
a good job,” Victoria Harutyunian said.

The five best pictures and 3 best compositions were awarded with
prizes, while the special schools received gratitude letters at the
closing ceremony of the exhibition.

DEFENSE OF DOCTORAL THESES IN THE MOTHER SEE OF HOLY ETCHMIADZIN

Four New Vardapets in the Armenian Church

On April 21, three members of the Brotherhood of Holy Etchmiadzin and
one member of the Brotherhood of the Armenian Patriarchate of
Constantinople defended their doctoral theses before the doctoral
examination committee in the Mother See.

Rev. Fr. Abgar Hovakimian, Vicar of the Diocese of Syunik, defended
his doctoral thesis entitled “St. Dionysius the Areopagite in
Armenian Bibliography”.

Rev. Fr. Mkrtich Proshian, Dean of the Vaskenian Seminary of Lake
Sevan, defended his doctoral thesis entitled “An Analysis of Feminist
Sotierology”.

Rev. Fr. Hovakim Manukian, Office Director of the Department of
Inter-Church Relations, defended his doctoral thesis entitled
“Ecumenism in the Twentieth Century and the Armenian Church”.

Rev. Fr. Sahak Mashalian from the Armenian Patriarchate of
Constantinople defended his doctoral thesis entitled “Faith and
Miracle”.

The examination committee was comprised of His Grace Bishop Yeznik
Petrosian (Chairman); His Grace Bishop Mikayel Ajapahian, Primate of
the Diocese of Shirak; and His Grace Bishop Arshak Khatchatrian,
Chancellor of the Mother See.

Following each candidate’s presentation and question and answer
period, the committee determined that all four presentations were
acceptable and deemed the priests worthy to be granted the rank of
“Vardapet” (Archimandrite).

On Saturday, April 23, in the Church of St. Mesrop Mashtots in
Oshakan, His Grace Bishop Yeznik Petrosian, bestowed the rank of
Vardapet on the three members of the Brotherhood of Holy
Etchmiadzin. The priests recommitted themselves to the service of the
Armenian people and Holy Church by taking an oath near the tomb of the
“Great Teacher” St. Mesrop, whereupon they received their doctoral
staffs.

Rev. Fr. Mashalian will be granted his doctoral staff in the month of
June.
